Violence is a significant occupational hazard in the American workplace. Nearly a thousand employees are murdered on the job each year and workplacehomicide has become the leading cause of death for women and the second for men. From 1993 to 1999, there were an average of 1.7 million nonfatal violent victimizations each year, accounting for 18% of all violent crime. Although government employees accounted for 18% of the U.S. workforce, they made up 37% of workplace violence victims.

A review of literature found no unified definition of workplace violence. Recent scientific research regarding this problem is rare, despite its increasing …

The goal of this research was to investigate the impact of change on organizations, in the absence of a preparedness program and to develop strategies for overcoming resistance to change, in the midst of a proposed initiative that has become stalled as a result of mistrust and cynicism. The results of this research suggests a framework of management techniques that will offer leadership approaches to resurrecting a stalled change initiative and overcoming personnel's resistance to a proposed change project, in order for the project to be more widely accepted. During the "International Conference on Requirements and Technologies for the Detection, Removal and Neutralization of Landmines and UXO" held in Brussels September 15–18, 2003, many global viewpoints and models emerged from the discussions. Some of the ideas triggered strong emotional reactions during the conference. Several of the new ideas might have a short lifetime; others have the potential of forcing breakthroughs; and all of them are subject to further debate.

This study researches the varying threats that emanate from terrorists who carry their activity into the online arena. It examines several elements of this threat, including virtual to virtual attacks and threats to critical infrastructure that can be traced to online sources. It then reports on the methods that terrorists employ in using information technology such as the internet for propaganda and other communication purposes. It discusses how the United States government has responded to these problems, and concludes with recommendations for best practices.

Suicide bombing is the act of blowing oneself up in order to kill (destroy) or injure (damage) a target. The target may be military or civilian or both. Typically, the killing or physical destruction of the target is less important than the terror generated by undertaking the act. This ultimately makes suicide bombing a “disruptive firepower” capability (based on Bond-Relationship Targeting) utilized by opposing forces (OPFORs) which lack traditional destructive firepower.

The key political insight of the forgotten conservative tradition is the idea of imposing limits on governmental power, in the interests of protecting freedom. This section highlights resources with information on health concerns that arise from armed conflict. It examines human rights violations as derived from health issues and the humanitarian efforts to alleviate them. The vast majority of available literature approaches conflict-related healthcare shortfalls in terms of intervention. Literature dealing with armed conflict and health as it applies to human rights is much harder to come by, which indicates the need for additional emphasis in this area.

This article reviews the possibility of multi-level voting in Northern Ireland in the wake of the 1998 peace accord. Post-peace accord elections can act as powerful indicators of the fate of a peace. Using Reif and Schmitt’s framework of second-order elections, it finds some evidence of varying electoral behaviour according to the electoral arena. The article also uses original data from a major opinion survey to assess public attitudes towards the suite of governing institutions with powers in or over a devolved Northern Ireland. This paper explores the role of identity-based, or discriminatory, policy in facilitating the outbreak of ethnopolitical violence in India. A discriminatory policy is the merging of communal group identity with the state apparatus. It is argued that as the Indian government enacts policies beneficial or discriminatory to particular identity groups within the country, other groups feel threatened. Groups who feel disadvantaged by the policy may begin to fear for their own security and political interests motivating them to rebel. When focusing on Indian policy and ethnopolitical violence during the period 1945 to 2000, the authors find that, although there are …

Honey bees have recently received considerable attention from the popular press as an innovative method to detect a variety of explosives, landmines and UXO. Many of these reports are inaccurate and may encourage individuals and demining groups to “sell” a service that they poorly understand or lack the experience to properly apply. As the developers of this technology, we offer the following summary about the current status of this alternative for landmine detection, including its strengths and limitations.
