The US military has a historical precedence for dealing with a pandemic while simultaneously conducting large-scale combat operations. Two twentieth-century examples assess the extent to which the military adapted operations following an influenza outbreak, and make clear military and civilian leaders must balance strategic objectives when facing threat multipliers such as COVID-19.

This essay briefly explores the history of Catholic ethics on war and peace. It then discusses Catholic social teaching regarding nuclear weapons, and the movement from conditional acceptance to the position of the unacceptability of even possessing nuclear weapons because they are intrinsically evil. The essay concludes with a discussion of the meaning of this development for policy makers and those who work in the nuclear weapons field as well as for average Catholics.

Soldiers’ deployment experiences have been well-researched and studied, but the primary focus has been on enemy-induced trauma. Being a combat veteran who served in Iraq myself, and as someone who has counseled a plethora of combat veterans, I am keenly aware that there is more than exposure to enemy fire and the loss of comrades that can leave a lasting impression. The legal scope of the Terrorism Law and the Information and Electronic Transactions Law in Indonesia is considered as lacking to cover the problem of cybercrime in social media. Aside from literature review, this paper is also supported by data from direct interview with the Head of Counterterrorism Special Detachment 88 (Densus 88 AT) of Indonesian National Police. The data found out that the Terrorism Law is a repressive response towards terrorism crimes that have already occured, but less preventive to future crimes. Recent narratives on terrorism have focused on the definitions. Terrorism is not a new phenomenon, but the problem resides in its definition and who is defining it. Conceptualizing terrorism depends on which framework one utilizes. The use of different lenses to define the term has contributed to the lack of global acceptance of what constitutes terrorism, hence the difficulty of gathering data for analysis. It is also a conundrum when powerful nations legitimize their terrorist activities against weaker ones. Since 2004, close to 7,000 people have died in Thailand’s domestic insurgency in its three Muslim-majority southern provinces, one of the longest-running, low-intensity conflicts in Southeast Asia. This study assesses perceptions of human security threats in the area among a sample of students, their parents, and teachers of Islamic private schools (n = 427, n = 331, n = 51, respectively), and how they relate to perceptions of government actors and other community institutions. Questionnaire items were drawn from the World Values Survey Wave 6. Focus groups and interviews were also conducted to deepen our understanding of conflict related dynamics.

This study is an account of the modern presidency as a source––and under Donald Trump, an accelerant––of systemic problems in American politics. Against the prevailing scholarly view of the Trump presidency as an unqualified aberration, I argue that the signal features of his efforts at governance are actually the product of converging patterns of political and institutional order. Building on seminal (but previously disjointed) work on ascriptive Americanism and the rhetorical presidency, I show that Trump represents the political synthesis of America’s ascriptive tradition and a form of presidential leadership inaugurated more than a century ago by Woodrow Wilson. This paper evaluates the theory of servant leadership as a viable solution to the Army’s sometimes toxic leadership problem. The research question this paper asks is: is servant leadership a viable option for official U.S. Army leadership doctrine? We build the case that while servant leadership is fundamentally incompatible with Army Leadership and is not a viable option for official U.S. Army leadership doctrine, some of the basic tenets of servant leadership are adoptable and adaptable by the U.S. Army. Co-Predatory Rule: International Cooperation With Respect To Cryptocurrency Taxation In Russia And Belarus, Jim Mignano

This article presents an example of how globalization and digitization force states to rely on international organization. Examining tax policy with respect to cryptocurrency—an innovative, global technology—the implication is that a state levying taxes on cryptocurrency must turn to international monitoring and enforcement regimes to support effective taxation. Based on Margaret Levi’s theory of predatory rule, I submit a theory of “co-predation” to explain international cooperation with respect to taxation of novel, cross-border technologies such as cryptocurrency.
