In the aftermath of the Supreme Court’s Dobbs v. Jackson Women’s Health Organization (2022) overturning Roe V. Wade, states have taken divergent paths in regulating access to abortion services. In 2024, Nevada voters overwhelmingly passed Question 6 proposing to codify abortion rights into the state constitution. In November 2026, Question 6 will again be on the ballot for final confirmation. If it passes, these rights will be protected from future legislative action.

Despite Nevadans’ strong support for abortion rights, the state’s dearth of abortion providers limits access to these services. As this lecture explores, both providers and individuals seeking abortions, …

This study investigates the growing challenge of recruiting Gen Z employees into the public sector, focusing on the disconnect between younger workers’ career preferences and their perceptions of government employment. While prior research suggests that Gen Z values purpose-driven work, stability, and community impact, public sector organizations continue to face hiring shortages and an aging workforce. The research employs a mixed-methods approach, combining a literature review with original survey data collected from two groups: college students and public servants from three states. The student survey generated 119 responses, with 72 qualifying participants, while the public servant survey yielded 30 responses. …

This thesis examines how Russia has employed reflexive control through cyber operations to influence decision-making in foreign states, focusing on disinformation campaigns during the 2014 annexation of Crimea and the 2016 U.S. presidential election. Reflexive control, a concept rooted in Russian military doctrine, seeks to shape an adversary's perceptions and decision-making by providing carefully crafted information that leads targets to make choices favorable to the initiator. This research argues that while the fundamental objectives of reflexive control have remained consistent, technological advances have significantly expanded Russia's ability to conduct operations in developing cyber domains.

What effect has Citizens United v. FEC had on state-level partisanship and the policy outcomes that follow from it? Scholarship on the influence of corporate and union spending in political campaigns has largely centered on federal elections. In this paper, I extend the analysis to the state level, leveraging the fact that Citizens United created a natural experiment across the states. Prior to the Supreme Court ruling, roughly half of the states prohibited corporate and union independent expenditures in state elections (including for governor, state senate, state house, and state supreme court races). In this dissertation, I examine how U.S. presidents employ narrative strategies to shape environmental policymaking through both rhetorical and institutional mechanisms. Specifically, I investigate how Presidents Donald J. Trump and Joseph R. Biden constructed, communicated, and institutionalized environmental narratives during their first terms, highlighting the relationship between presidential narratives and executive orders. The purpose of this study is to examine how the sequencing of budget simulations influences the alignment between priority goals and budgetary decisions. Drawing on behavioral perspectives, the study posits that two simulation sequences—goal setting to budgeting (default) and budgeting to goal setting (alternative)—shape individuals' budgetary responses, particularly the proximity between a program's total cost and the corresponding budgetary allocations. This qualitative case study examined how civil servants and bureaucratic institutions serve as mechanisms for managing interethnic conflicts between the Oromia and Amhara regional states. While earlier research has explored the institutional design of Ethiopian federalism in relation to conflict, it has largely overlooked the dual roles of civil servants and the capacity of their institutions to resolve conflict. Gender-based violence (“GBV”) remains a pervasive human rights issue throughout Botswana. When it comes to gender equality, Botswana’s dual constitutional and customary legal system is a paradox. Despite its commitment to equality and nondiscrimination, Botswana’s Constitution allows customary courts to discriminate freely to preserve traditional practices that disadvantage women. These traditional practices affect women’s right to property, inheritance, marriage, legal representation, and personal safety. The figure of the “criminal immigrant” occupies a central place in contemporary U.S. immigration discourse, shaping public perception, enforcement priorities, and legal doctrine. Yet a substantial body of empirical research consistently demonstrates that immigrants—both documented and undocumented—commit crimes at lower rates than native-born citizens. This Note examines why the narrative of immigrant criminality persists despite this evidence and how it influences the development and operation of immigration law.
