As health care costs continue to escalate, Congress, the U.S. Department of Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), state Medicaid agencies, researchers, and policymakers are focusing on identifying new approaches to care delivery and reimbursement for individuals who are dually eligible for both Medicare and Medicaid. Although relatively few in number (9 million), dual eligible beneficiaries are more likely than others to experience poor health, including multiple chronic conditions, functional and cognitive impairments, and a need for continuous care. Evidence-based practice and evidence-informed practice are not just buzzwords in education. It is essential that administrators encourage both the development and the application of new knowledge in the field. This study of 1755 elementary age children in Central Texas indicates a positive association between the experience of childhood loss and grief and a diagnosis of AD/HD. Implications of this information for administrators in education are explored, including the training of counselors and classroom teachers in grief interventions and accommodations for grief related attention problems in children.

In line with Lien Centre’s vision to catalyse positive social change, this research was carried out to understand social gaps in Singapore and how our society’s ability to meet social needs can be enhanced. Despite basic social needs in Singapore being essentially met through direct government interventions and the contributions of non-governmental social service activities, there are today some vulnerable groups that remain or have become more prominent. This research project aims to identify some of these needs and the possible approaches to addressing them.

The number of America’s mental health courts has grown significantly over the course of the past 15 years. Mental health courts can be seen as a form of therapeutic jurisprudence where the court implements therapeutic interventions, case management and treatment (Palermo, 2010). A mental health court was established in Clark County during 2003. Its mission is to promote engagement in treatment, improve quality of life, decrease recidivism, and increase community safety and awareness (Glass, 2008).

This project is an explanatory case study that illustrates the problems associated with pharmaceutical disposal in regard to water quality. The purpose of the study is to investigate the current pharmaceutical disposal practices of hospice nurses, the attitudes of hospice nurses regarding current pharmaceutical disposal practices, and explore ways to educate the hospice community about the concerns associated with flushing pharmaceuticals. The study consisted of reviewing secondary research, completing a survey, forming a focus group, implementing a pilot study, and developing an education plan and outreach materials.

The essential health benefits statute is unique. Because its legislative history is quite limited, the text itself takes on particular importance. The provisions of the statute differ significantly from the highly detailed coverage terms of Medicare Parts A and B. Similarly, its provisions differ from the coverage provisions of the Employee Retirement Income Security Act, which governs virtually all private employer-sponsored health benefit plans and which (with the important exception of the insured small group market) remains unaffected by the essential health benefits provision. Recently, the Centers for Medicare and Medicaid Services (CMS) ranked all hospitals based on Medicare readmission rates for heart attacks, heart failure, and pneumonia. CMS offered subsidies to hospitals ranked in the 4th quartile to develop community support services to reduce the problem of potentially preventable readmissions (PPRs). CMS cited 4 of the 5 hospitals in Prince George's County in the 4th quartile. Currently, there is a paucity of research examining the extent to which Evidence-Based Practice (EBP) is being used by the Certified Therapeutic Recreation Specialist (CTRS). The purpose of this study was to examine the prevalence of EBP used by the CTRS in the National Recreation and Park Association (NRPA) southern district of the United States. This observational study investigated the use of EBP in the intervention planning process for client treatment. A sample of five hundred randomly selected CTRS from the National Council for Therapeutic Recreation Certification (NCTRC) were surveyed, and 102 completed the survey, yielding a 20.4% response rate. …

This study will examine the quality of life survey findings of 154 recipients of services provided through the Kentucky Money Follows the Person program. In order to accomplish this, the term „quality of life‟ must first be defined and examined from the viewpoint of its role in the provision of health related services. Also, as a point of reference, a brief background concerning the Money Follows the Person program and its development will be provided. When fully implemented, the Patient Protection and Affordable Care Act, amended by the Health and Education Reconciliation Act will extend health insurance coverage to 94 percent of Americans while establishing a comprehensive set of strategies to improve care and contain costs. The central provisions of the Act – guaranteed affordable and accessible coverage – take effect January 1, 2014. Important insurance reforms aimed at improving coverage become effective before that date, as do a series of investments aimed at improving the accessibility and quality of health care.

The foreclosure rate of the Las Vegas Valley is five times the national average and the highest rate in the country (Hoak, 2010). Sales tax revenues continue spiraling down and fell by 6.6 percent in December 2009 from December 2008 (Garcia, 2010). State politicians face an estimated budget deficit of $3.5 billion. The purpose of the study was to evaluate the continuous improvement process of the Tennessee Center for Performance Excellence (TNCP). Results of surveys conducted annually by the TNCPE from postapplicants provided data from the state award applicants. Their responses offered indicators of satisfaction among different industry sectors (education, government, healthcare, manufacturing, nonprofit, and service) with the TNCPE services (criteria booklet, feedback report, site visit policy, TNCPE staff, and team of examiners). The survey data were obtained from the TNCPE office in Nashville, Tennessee in which award applicants were provided a series of survey questions. These questions involved the overall award …

Scholarship programs authored by state legislatures may conflict with a state's constitution. In the case of Locke v. Davey 540 U.S. 807 (2003), Joshua Davey challenged the State of Washington's withdrawal of his Promise Scholarship claiming violation of his First Amendment rights under the United States Constitution.

This study is a historical case study analyzing the Supreme Court jurisprudence regarding legal issues concerning the issuance of state funded scholarships for the purpose of religious studies. The Nebraska State Suicide Prevention Coalition convened the Suicide Prevention Summit on Friday, January 29th, 2010. The event was hosted by BryanLGH West in Lincoln, and 24 sites across the state participated via videocast through the Nebraska Statewide Telehealth Network. The goal of the event was to provide an overview of suicide as a public health concern in Nebraska, present opportunities to discuss local needs related to suicide prevention, and featured an introduction to best practices in suicide prevention.

This report addresses income adequacy for New Mexico’s older adults using the WOW-GI National Elder Economic Security Standard Index (Elder Index) methodology. The Elder Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

New York State’s regulations require health care workers who have direct contact with patients or who may expose patients to disease to be vaccinated against seasonal and H1N1 influenza. Courts must take into account Constitutional guarantees of personal autonomy, freedom of contract, and freedom of religion when reviewing the current lawsuits. These rights, however, have been constrained when they conflict with government measures that are intended to protect the community’s health and safety. Giving Up The Single Life: Leadership Motivations For Interorganizational Restructuring In Nonprofit Organizations, David A. Campbell

This paper addresses a gap in our understanding of why leaders of nonprofit organizations pursue interorganizational restructuring (defined as mergers and similar arrangements). It draws on several theories that explain interorganizational relations as adaptive responses to environmental conditions. The study analyzes four examples of interorganizational restructuring involving 11 nonprofit human service organizations. The research finds that theories emphasizing single-factor motivations (such as the need for resources, power, legitimacy, or greater efficiency) are incomplete; a multiple-factors approach suggested by Oliver's (1991) integrated theory of interorganizational relations provides a more satisfactory basis for theory development. Extension of working years among those approaching “normal” retirement ages is receiving increased attention. Much of the impetus is financial. The weakening of private pension systems is leaving increasing numbers of those approaching retirement with inadequate savings. Rising health care costs and the erosion of retiree health benefits also encourages older workers to remain in the workforce.
