A Policy Analysis Of Higher Education Support For Foster Youth In The Colorado Child Welfare System, Krystal Robles

This policy analysis examines how two Colorado laws, House Bill 22-1374 (Foster Care Success Act), and Senate Bill 22-008 (Higher Education Support for Foster Youth), aim to improve educational outcomes and long-term stability for youth who age out of the foster care system. Critical Policy Analysis (CPA) and Resilience Theory are used in this paper to examine how these policies address systemic inequities, promote resilience, and offer protective factors that support educational attainment. Using policy review, state policy comparison, stakeholder interviews, and community perspectives, I evaluated how the implementation, effectiveness, and limitations of these bills shape real-world impact. Recent OHA data indicate a significant surge in behavioral health cases among young adults ages 17-26 across Oregon. Every year in Oregon, the total number of young adults receiving medical treatment includes a significant number of them who have behavioral health challenges. This large group of young adults with mental health conditions is vulnerable to suicidal ideation and substance overdose. Deferred Action for Childhood Arrivals (DACA) is an administrative program that protects young immigrants from deportation while granting them access to education and employment. DACA recipients face challenges in accessing resources due to their temporary status and the unpredictability of immigration laws, leading to mental health risks from stigma, anxiety, and fear of deportation. However, little research has examined how DACA's instability and immigration politics affect psychological well-being and access to services over time. Nonprofit organizations play a fundamental role in meeting community needs when government resources are limited or nonexistent. For decades, scholars and practitioners have recognized the importance of nonprofit-government partnerships for effective public service delivery. This study examines faith-based organizations as a specific type of hybrid nonprofit organization. As social, economic, and environmental challenges intensify, the need for community-based programs led by faith-based organizations also increases. Massachusetts has made notable strides in expanding access to affordable, quality, licensed child care and early education in recent years. Ongoing robust state investment in the Commonwealth Cares for Children Grant Program, activities of the Healey-Driscoll Inter Agency Early Education and Child Care Task Force, and increased income eligibility for child care financial assistance to families with moderate incomes, among other initiatives, all help address persistent barriers to quality education and care at a price families can afford.

This dissertation examines predictive risk modelling (PRM) in New York City Administration for Children's Services (ACS), specifically exploring AI-enabled design features, practices, and encoded and racialized assumptions about risk in child welfare prevention services. Guided by Critical Race Theory and the Algorithmic Ecology framework, this study traces how PRM in ACS evolved from a service termination tool into a broader, largely internal surveillance apparatus that leverages families’ personal information, including health information, to assess risk of future maltreatment and to evaluate contracted service providers. Juvenile recidivism persists in the U.S. justice system, highlighting the need for effective reentry programs. However, limited research exists on juvenile justice professionals’ perceptions of program success. The purpose of this qualitative study was to explore these professionals’ perceptions regarding the effectiveness of juvenile reentry programs in reducing recidivism. Guided by Bandura’s social learning theory, the study examined how observation and modeling influence youth behavior during reentry. The research questions focused on professionals’ perceptions of program effectiveness and how these perceptions impact recidivism reduction efforts. In Montana, approximately one in seven children live in a food-insecure household, with rural Montanans in particular facing significant barriers. Existing needs-based food assistance programs, such as SNAP and WIC, have structural weaknesses: SNAP benefits are often not sufficient to last through the month, and those eligible for these programs face a confusing application process, shame and stigma, and logistical hurdles, such as limited transportation.

Background

To examine physical activity (PA) among US military servicemembers (SM) with overweight and obesity (OW/OB) and if they meet Physical Activity Guidelines (PAG). To assess differences in PA by sex and associations between PA and body composition.

Methods

PA duration and intensity were objectively collected via accelerometers and self-reported daily average via self-report International Physical Activity Questionnaire (IPAQ) among US active-duty SM (n=113, 58% female, Mean BMI = 33.3 ± 3.9 kg/m2). Sex, body mass index (BMI), and body fat % (BF% via circumference and an equation) were measured. Accelerometer PA and sedentary time were computed for IPAQ categories …

This hermeneutic phenomenological study examines the lived experiences of Hispanic/Latino child welfare professionals who were formerly employed at a large urban public child welfare agency. Despite the growing representation of Hispanic/Latino children and families in child welfare systems and the strong vocational commitment of Hispanic/Latino professionals, this group remains underrepresented in the workforce and experiences notable patterns of early attrition. Grounded in safety science and psychological safety frameworks, this study explores how organizational culture, leadership practices, and identity-related dynamics shape professional meaning-making, well-being, and decisions to remain in or leave the field.

Background/Objectives: HPV vaccination is safe, effective, and recommended at ages 11–12, yet uptake remains suboptimal. Serious video games may offer an innovative strategy to deliver brief, engaging education during clinic visits. This study examined community members’ perceptions of social entrepreneurship as an employment-centered strategy for addressing youth violence among African Americans on Chicago’s South and West Sides. The study was guided by the following research question: Can social entrepreneurship be leveraged to reduce youth violence among African Americans on Chicago’s South and West Sides, as perceived by community members? Nevada ranks 51st nationally in youth mental health access and services, underscoring persistent shortages and disparities across the state. Nearly one in four youths aged 12–17 (23.5%) experienced a major depressive episode in the past year, and 73% did not receive treatment. Approximately 34,000 Nevada youths have reported suicidal thoughts—an urgent call for prevention and coordinated support.

During the 2024–2025 school year, 31.3% of Clark County School District students were chronically absent (missing 10% or more of school days), a challenge closely linked to mental health struggles and socioeconomic barriers.

Despite the existence of New Jersey Department of Children and Family (NJDCF) policy guidelines, it remained unclear whether New Jersey superior courts consistently applied these principles and guidelines in Department of Child Protection and Permanency (CP&P) child abuse cases. This study investigates the critical factors influencing the initiation of Public Sector Innovation (PSI) in Indonesia, focusing on governance and service-type innovations within two local government settings: Yogyakarta and Kupang. The methodology employed was a qualitative approach with multiple case studies complemented by the critical incident technique for data analysis. The data were gathered from 23 informants who played significant roles in the early stages of the innovation process at the local government level. “A Seat at the Schoolhouse Table: Reimagining Education Through Afrofuturist and Womanist Theory” critically examines how curriculum, even when well-intentioned, can perpetuate harm by excluding the lived experiences of marginalized communities—especially Black, Indigenous, and LGBTQIA+ students. Using a real middle school immigration assignment given to the author's son as a case study, this capstone deconstructs the structural biases embedded in curriculum design and proposes a radical reimagining through the liberatory lenses of Afrofuturism and Womanism. As a result of the Tuition Equity Law enacted in September 2023, Massachusetts is one of 25 states1 that have encouraged access to higher education for non-citizens, including undocumented students2 (Broder and Kmec, 2024). Under the Tuition Equity Law, undocumented students, who: attended a high school (9th-12th grade)3 in Massachusetts with any combination of three years, graduated from a Massachusetts high school or have a Massachusetts high school diploma equivalent (GED/HiSet), and are admitted to a public institution of higher education in Massachusetts, can attend at in-state tuition rates (Massachusetts Department of Higher Education, 2023). Childhood sexual abuse represents a significant public health concern, particularly within minority populations, where adversities and complications are prevalent but understudied. This study aims to investigate the mental health of Asian American childhood sexual abuse survivors and explore the prevalence of childhood sexual abuse among Asian adults. A secondary analysis of the 2020 Behavioral Risk Factor Surveillance System (BRFSS) data was conducted, including a final sample of 1,894 Asian adults (0.16% of the total sample size of N = 401,958).
