Advancing Equity: An Examination Of Education Policy Impacts On Students With Disabilities, Arzana Myderrizi May 2024

Advancing Equity: An Examination Of Education Policy Impacts On Students With Disabilities, Arzana Myderrizi

Legacy Theses & Dissertations (2009 - 2024)

Students with disabilities (SWDs) in U.S. public schools face unique challenges that profoundly shape their educational experiences and transition into adulthood, such as lower academic achievement and higher rates of exclusionary discipline and juvenile justice involvement. These disparities have far-reaching implications, impacting high school graduation rates, college enrollment, and future employment prospects, thus perpetuating broader social and economic inequalities. Understanding what aspects of special education are conducive to learning and development for SWDs is important for identifying evidence-based strategies that can help improve educational experiences and outcomes for SWDs. This dissertation contributes to our understanding of effective educational practices for …

State Policies On Maternal And Infant Health In The United States, Heeun Kim May 2024

State Policies On Maternal And Infant Health In The United States, Heeun Kim

Legacy Theses & Dissertations (2009 - 2024)

In the United States (US), state-level policies are critical structural determinants of maternal and infant health outcomes. State policies profoundly affect prenatal care utilization and pregnancy outcomes, particularly among marginalized pregnant persons with stigmatized health conditions. In this three-paper dissertation, I focus on two closely interrelated policies that aim to address significant public health concerns in the US: prenatal syphilis screenings and the criminalization of prenatal substance use. My research revolves around two central questions: First, do these policies effectively improve the pregnancy outcomes of high-risk populations, or do they cause unintended consequences? Second, if challenges in policy design and …

The Opioid Epidemic In Virginia: Comparing Case Studies Of County-Level Implementation Of Opioid Response Plans, Sydney Elyse Fox May 2024

The Opioid Epidemic In Virginia: Comparing Case Studies Of County-Level Implementation Of Opioid Response Plans, Sydney Elyse Fox

Boise State University Theses and Dissertations

This project entails a mixed method review of the implementation of opioid policies in the 133 cities and counties of the Commonwealth of Virginia using van Meter and van Horn’s (1975) Model Theoretical Framework as a guide. This study focuses upon understanding how the characteristics of successful implementation intersect with the components of opioid policy, controlling for education, poverty, and health insurance coverage, and how that interaction may lead to reduced overdose deaths. According to van Meter and van Horn, political agreement is necessary to create a policy with an administrative mechanism to implement. This administrative mechanism, along with resources, …

An Analysis Of Truancy Causes And Prevention Programming In Clark County, Nevada, Jennifer Ashley Fletcher May 2024

An Analysis Of Truancy Causes And Prevention Programming In Clark County, Nevada, Jennifer Ashley Fletcher

UNLV Theses, Dissertations, Professional Papers, and Capstones

In the United States truancy prevention is lacking two key elements to success; research that explains the causes of truancy and empirical evidence for best practices of truancy prevention. Truancy has been a problem in academics since the early 1900’s, when truancy became illegal. Since then, truancy rates have continued to see a steady increase, and today approximately 10% of public school students in the United States are truant every day (Maynard et al., 2017). To combat this problem, research needs to be conducted to understand why truancy happens. However, there is a severe lack of research on this topic; …

Policy Solutions For Juvenile Cyber-Deviant Behaviors: Insights From Criminological Theory, Holly Verity Williams May 2024

Policy Solutions For Juvenile Cyber-Deviant Behaviors: Insights From Criminological Theory, Holly Verity Williams

All Dissertations

The aim of this thesis is to develop a deeper understanding of online deviance as a phenomenon among juveniles, both in terms of engagement and victimization, by applying Attachment Theory, Social Learning Theory, and Self-Control Theory. Throughout the literature, Attachment Theory, Social Learning Theory, and Self-Control Theory have been attributed as key criminological theories in the explanation of juvenile deviance offline, but little research has been applied to online deviance in this way. This thesis seeks to apply the same criminological theories to the phenomenon of online deviance among juveniles and compare outcomes to both online and offline deviance among …

Countering Antisemitism Through Education Initiatives, Mattie Adaline Harris May 2024

Countering Antisemitism Through Education Initiatives, Mattie Adaline Harris

Graduate Theses and Dissertations

Since October 7, 2023, there has been a sharp increase in antisemitic incidents on American college campuses, highlighting the urgency for additional research on this issue. Chapter Two examines Jewish students' perspectives on freedom of speech on college campuses, using a 2022 survey of 44,847 undergraduate students on 208 campuses conducted by the Foundation for Individual Rights and Expression (FIRE, 2022). The survey reveals that Jewish students often feel inhibited in expressing their opinions due to potential reactions from peers, professors, or their campus administration. Jewish students’ comfort levels increase when there are more fellow Jewish students on campus. Additionally, …

Health equity is the state in which everyone has fair and just opportunities to attain their highest level of health. The field of human genomics has fallen short in increasing health equity, largely because the diversity of the human population has been inadequately reflected among participants of genomics research. This lack of diversity leads to disparities that can have scientific and clinical consequences. Achieving health equity related to genomics will require greater effort in addressing inequities within the field. As part of the commitment of the National Human Genome Research Institute (NHGRI) to advancing health equity, it convened experts in …

Understanding The Challenges Of Perspective Transformation In Prison: Biographical Narratives Of Foreign National Students Of A Second Chance School In Greece, Antigoni K. Efstratoglou, George A. Koulaouzides Apr 2024

Understanding The Challenges Of Perspective Transformation In Prison: Biographical Narratives Of Foreign National Students Of A Second Chance School In Greece, Antigoni K. Efstratoglou, George A. Koulaouzides

Journal of Prison Education Research

Education has borne the burden of prisoners’ reform since the early days of modern prison. Several studies attest to its transformative potential, taking a short-term perspective. Rarely the experience of being a student, while incarcerated, is examined in the context of the wider biography. This paper uses perspective transformation theory as a point of departure to study how imprisonment influences adult learning. Building on biographical narratives of ten foreign national students of a Second Chance School at the largest Greek remand establishment, and participant observation of relevant class discussions, we argue that imprisonment impedes perspective transformation, strengthening structural inequalities and …

Criminal Justice: Racial Equity In United States Of America, Glenn Bass Apr 2024

Criminal Justice: Racial Equity In United States Of America, Glenn Bass

Helm's School of Government Conference - 2021-2024

The purpose of this paper is to provide the reader with a spiritual sense of awakening as it pertains to a revelation of the human spirit. A revival, or improvement in the condition of any individual or social infrastructure will re-establish citizenship and further restore virtue within the United States of America. Researchers have articulated that our criminal justice system is broken through police retention/recruitment, lack of resources, ineffective prosecution and public defenders, sentencing disparities, and lack of understanding of the socioeconomic status of the criminal or violent offender. These issues are subtopics underneath the umbrella of racial equity. The …

Financial Exclusion, Gender, And The Lure Of Boko Haram (Chapter From Gender-Responsive Budgeting In Africa: Access And Future Measures), Vesna Markovic, Sven Botha Apr 2024

Financial Exclusion, Gender, And The Lure Of Boko Haram (Chapter From Gender-Responsive Budgeting In Africa: Access And Future Measures), Vesna Markovic, Sven Botha

Justice, Law, and Public Safety Studies Department Faculty Books/Book Chapters

There is a large disparity in financial inclusiveness for those people living in northern Nigeria in contrast to those living in southern Nigeria. According to a 2019 report by the Central Bank of Nigeria and Enhancing Financial Innovation and Access (EFInA), Nigeria has more people living in extreme poverty than any other country in the world. Access to education and lower levels of income all contribute to the lack of financial inclusion for both men and women in the North, but particularly for women. These gender barriers have acted as an enabler for the recruitment of women into the Boko …

Gender-Responsive Classification Of Women In Prison: A Typology Based On Mental Health Symptoms And Coping Strategies, Irina Fanarraga, Katarzyna Celinska Apr 2024

Gender-Responsive Classification Of Women In Prison: A Typology Based On Mental Health Symptoms And Coping Strategies, Irina Fanarraga, Katarzyna Celinska

Publications and Research

Despite the increase in the incarceration rates of women, most correctional practices are still normed on male samples, including prison classification. Moreover, those classifications do not take into account women’s particular experiences, needs, and unique pathways to criminality. The current research proposes a typology based on female prisoners’ mental health symptoms and coping strategies. The data was derived from a survey conducted with 194 women housed in a Northeastern prison. A two-step clustering analysis was used to obtain three classification types—each with different symptomatology, coping mechanisms, demographic, and background characteristics. The results suggest that identifying and relying on needs-based typologies …

The Changing Nature Of Education In Youth Justice Centres In New South Wales (Australia), Laura Metcalfe, Cathy Little Dr, Garner Clancey Dr, David Evans Dr Apr 2024

The Changing Nature Of Education In Youth Justice Centres In New South Wales (Australia), Laura Metcalfe, Cathy Little Dr, Garner Clancey Dr, David Evans Dr

Journal of Prison Education Research

Education is an important protective factor in preventing involvement in crime. For those young people that enter the youth justice system, and especially youth justice centres, education is a critical, but infrequently explored part of their time in custody following generally disrupted schooling experiences. There are currently six youth justice centres in New South Wales, Australia. Each of these centres have an Education and Training Unit which are schools funded by and staffed with Department of Education personnel. There is evidence that young people accessing these schools regard them very positively. However, this article, drawing on publicly available information, raises …

Competency To Stand Trial Evaluations: Using Vignettes With Patients Who Lack Insight, Katelyn Fuller Apr 2024

Competency To Stand Trial Evaluations: Using Vignettes With Patients Who Lack Insight, Katelyn Fuller

James Madison Undergraduate Research Journal (JMURJ)

In the United States, an attorney may request a competency to stand trial evaluation if they are concerned that their client is not mentally fit to adequately participate in their case and defense. Patients found incompetent must undergo treatment for restoration of competency, regardless of their willingness. Clinicians and psychiatrists may use vignettes, or hypothetical scenarios, to help restore competency if the patient lacks insight into their mental illness. While vignettes have been well documented in studying attitudes and awareness, decision making, and identifying mental illness, there is little to no research into their use in psychiatric hospitals due to …

School-To-Prison Pipeline, Samuel S. Honas, April Terry Apr 2024

School-To-Prison Pipeline, Samuel S. Honas, April Terry

SACAD: Scholarly Activities

Kindergarten through grade 12 schools are institutions where youth go to learn, grow, and sculpt their minds for their future. For some youth, schools do not present a warm and welcoming environment, and instead, respond in ways that create negative outcomes for certain youth. Factors like bullying, poor student-to-teacher interactions, and negative parental attachment can cause youth to have problems in school. Minority youth are also more likely to get in trouble in school for the same behaviors as their white counterparts. The school-to-prison pipeline is a pathway that begins in the school system that operates under the notion of …

The Need For States To Implement Trauma-Informed Care Policies, Teodora-Maria Uglean

School of Professional Studies

Currently, one of the biggest struggles of both the U.S. government and its population is the high percentage of youth and adults who have mental illness which causes several drawbacks where it concerns the economy, but also, one of the main leading causes of death, and incarceration. This research paper demonstrates the advantages of implementing trauma-informed care (TIC) policies at a state level for public organizations such as Social Care, Schools., and Criminal System Justice. TIC is a recent approach that focuses on addressing the impact of early traumatic experiences in an individual’s life.

A Collaborative Campus Community Policing Model: A Case Study In Fostering Collective Efficacy Among Students, Faculty And Staff, Hassan Ramzah

Dissertations and Doctoral Documents, University of Nebraska-Lincoln, 2023–

This qualitative, single case study explored whether and how a campus police agency’s community policing model fostered collective efficacy among students, faculty, staff members and campus police. Using Bandura’s (2000) collective efficacy theory, this study was guided by the following questions: (1) How does a campus police department use a community policing model to build partnerships with students, faculty, and staff? (2) How do police officers, students, faculty, and staff perceive these partnership-building efforts, particularly as it relates to fostering collective efficacy within the campus community? (3) Through what processes have campus police partnerships with students, faculty, and staff contributed …

Barriers To Escape: How Homelessness And Drug Addiction Prevent Women From Escaping Sex Trafficking And Commercial Sex, Laura J. Lederer, Mckamie J. Chandler, Stanley Stinson

Dignity: A Journal of Analysis of Exploitation and Violence

Victims of sex trafficking and women purportedly involved in prostitution voluntarily face a complex web of interconnected challenges when attempting to escape their current circumstances. By analyzing the shared and distinct challenges faced by these women, the paper aims to inform policymakers and service providers, offering recommendations to empower women seeking to escape exploitation through multidisciplinary and interconnected networks of providers. This study surveyed 74 women in Detroit, Michigan, using nonprobability convenience sampling over a 10-month period in 2020. It compared three groups of women who self-reported as victims of sex trafficking, women who voluntarily engaged in some form of …

Why Citizens Engage In Co-Production: A Theoretical Framework And Experimental Evidence, Seulki Lee, Chongmin Na Apr 2024

Why Citizens Engage In Co-Production: A Theoretical Framework And Experimental Evidence, Seulki Lee, Chongmin Na

Research Collection School of Social Sciences

Co-production has been embraced as a robust strategy to improve service quality and create public value. Despite growing interest in citizens’ motivations to engage in co-production, there remain some major gaps in the literature. This study proposes a theoretical framework of factors that influence co-production and offers experimental evidence as to the effects of those factors from an online survey experiment with a sample of 1,297 Koreans. The findings show that public service motivation, driven by normative motivations, is associated with greater willingness to co-produce. We find little effect of monetary or non-monetary rewards, input legitimacy, or individual characteristics such …

Cross-System Strategic Planning: An Exploratory Analysis Of Sequential Intercept Mapping, Timothy Freeman Gerhardt Ii Mar 2024

Cross-System Strategic Planning: An Exploratory Analysis Of Sequential Intercept Mapping, Timothy Freeman Gerhardt Ii

USF Tampa Graduate Theses and Dissertations

Adults with behavioral health issues (BHIs) are disproportionately represented in the criminal justice system (CJS). Local-level system fragmentation perpetuates this disparity. The following studies advance an understanding of the Sequential Intercept Mapping Workshop (SIM-W). The SIM-W is a local-level strategic planning workshop used to address gaps in services, improve local-level partnerships, and co-develop a strategic plan with marginalized groups, county leaders, and cross-system service providers to guide the implementation and delivery of evidence-based jail diversion strategies. Over 300 SIM-Ws have been conducted across the United States, incentivized through state/federal legislation. However, the SIM-W process components and outcomes remain under-explored. Specific …

Cyber Defense Planning In Tabletop Exercises And Consideration Of A Fractured Flaw Theory For Security Applications, Patrick K. Kilroy Ii Mar 2024

Cyber Defense Planning In Tabletop Exercises And Consideration Of A Fractured Flaw Theory For Security Applications, Patrick K. Kilroy Ii

Doctoral Dissertations and Projects

Cybersecurity threats endanger every part of American life. Security and emergency preparedness professionals plan and prevent cyber-attacks using tabletop exercises. The tabletop exercises establish the risks and protection strategies for multiagency threats, thus, various agencies and industrial partners must work together in these training events. The purpose of this grounded study will be to develop criteria for selecting tabletop participants and explore the risks of participation. An additional consideration is the impact of the sponsoring agencies' agenda on the value of the outcome for the participants. There is sufficient evidence to justify the investigation of these issues. Failing to include …

Resilient Cities And The Housing Trust, Marc L. Roark, Lorna Fox O'Mahony Mar 2024

Resilient Cities And The Housing Trust, Marc L. Roark, Lorna Fox O'Mahony

Arkansas Law Review

In the 1970’s, cities across the United States faced new obstacles due to the deterioration of public infrastructure. Public housing projects that were built through federal housing initiatives were reaching the end of their lives after less than twenty years of being in service. Over the last forty years, cities in the United States have turned increasingly to housing trust funds to address the conjoined problems of the withdrawal of federal resources dedicated to affordable housing provision, and insufficient public housing infrastructure. In this Article we focus on the emergence of the Housing Trust as a vehicle for shoring up …
