This article is an analysis of the Wild case that was heard on 15 June 1976 by Judge Lloyd Jones of the County Court, Warrington.

In order to vote, the person's name must appear on the register of electors as a resident of a particular locality. Any place where the elector legitimately resides (even a hostel, a general hospital or a university) may be used as an address which qualifies a person for entry onto the register. The one exception is found in section 4(3) of the Representation of the People Act 1949, as amended by the Mental Health Act, …

Our study is concerned with the effects of filing for divorce on the behavior of children. We are interested in the adjustment of the child to the changes which occur during separation and divorce, and we maintain the attitude that the lives of children are affected in some way when a marriage or family unit dissolves. A generally accepted belief is that divorce produces negative consequences in the lives of children as shown in their behavior. Sociological theory has provided two models that attempt to explain social power and decision making in America, the elite model (Mills) and the pluralist model. Mills saw power in America like particles dispersed in a triangle--with more and more power at the top, but more people at the base of the triangle. The idea that human services programs should be evaluated is accepted by most practitioners and researchers. Discussion is about the technical aspects of this research and about how practitioners can be encouraged to utilize evaluative findings in their everyday practice. Emphasis is placed also on the organizational barriers to this utilization. The Institute of Urban Studies has in its first five years mounted a broad array of educational, research and service responses to the problems of communities in both metropolitan and rural areas. These initial efforts would not have been possible without the imagination and diligence of those who served with our initial research and service units, the urban affairs faculty, and more recently, our criminal justice faculty. Today's police administrators need administrative policy statements that can be easily followed by individual officers in reacting to civil disorders.' Historical analysis reveals a system in which the police have deepened racial divisions in the United States by failing to cope with problems in ghetto areas. Employing careless policies, sometimes initiated by the police chief and other times initiated by the individual officer, the police have shown weaknesses in two major areas. First, the police have no established procedures to follow when civil disturbances erupt.
