The article examines Transaction Intercept (TI), an artificial‑intelligence platform designed to reduce sex trafficking by disrupting the revenue streams that draw organized crime into the market. Transaction Intercept deploys decoy online ads that appear to offer commercial sexual exploitation or prostitution. Automated "decoy" personas connect to individuals who click on these ads and engage them in text conversations. These exchanges can remain fully automated, ending with deterrence messages, or be transferred to police for potential enforcement action or to trained volunteers who attempt to discourage further attempts to buy sex. Iran’s development of criminal foreign policy capabilities in the United States represents an emerging phenomenon that is transforming the U.S.-Iran foreign policy relationship from a national security issue, primarily executed abroad, into a homeland security threat located within the United States. As an emerging dimension of the U.S.-Iran foreign policy relationship, this behavior by Iran must be thoroughly understood to aid U.S. policymakers in developing relevant policies to address the issue. Truancy and chronic absenteeism among adjudicated youth are significant concerns for educators, school administrators, policymakers, and juvenile justice stakeholders because persistent school disengagement may contribute to pathways associated with the school-to-prison pipeline. Grounded in Hirschi’s social bond theory, the purpose of this quantitative correlational study was to examine the relationship between parental involvement, extracurricular activities, and teacher–student social bonds and truancy/chronic absenteeism among adjudicated youth. Secondary data were obtained from the Pathways to Desistance study, which included 1,070 adjudicated youth ages 14–17 from Maricopa County, Arizona, and Philadelphia County, Pennsylvania. This fact sheet presents data on certificates and degrees awarded to Native Americans from the Nevada System of Higher Education’s (NSHE) teaching institutions —College of Southern Nevada (CSN), Great Basin College (GBC), Nevada State University (NSU), Truckee Meadows Community College (TMCC), University of Nevada, Las Vegas (UNLV), University of Nevada, Reno (UNR), and Western Nevada College (WNC)— from 2010 to 2022. Additionally, the fact sheet reports data on degree type, gender, and the most common majors pursued by Native American certificate and degree earners in Nevada. The data are derived from the Nevada P-20 Workforce Research (NPWR) Data System.

This study examines how civilians in West Africa experience violent extremism, with the goal of informing more effective policy solutions. Using a qualitative research design, the study draws on a focus group conducted with ten participants from various countries in West Africa. Data was transcribed and analyzed using thematic analysis to identify recurring patterns in participants’ responses. Six major themes emerged: prolonged fear and restricted daily movement; economic and infrastructural disruption; psychological distress and uncertainty about the future; recruitment into extremist groups driven by complex factors; limited outsider understanding of local realities; and support for multidimensional responses rather than purely …

Cyber incidents are among the most pervasive threats facing the United States, with the FBI recording over 859,000 reported attacks and an estimated $16.6 billion in losses in 2024 alone. Despite widespread recognition that effective cyber defense requires a whole-nation approach, the existing research literature overwhelmingly focuses on federal policy, leaving state governments as largely overlooked actors. This study addresses that gap by examining the research question: How does state cybersecurity policy affect malicious cyber actors' frequency of operations? This dissertation will investigate the efficacy of tactics employed by U.S. Customs and Border Protection (CBP) in detecting and intercepting fentanyl at legal ports of entry along the U.S border during the fiscal years 2022 to 2025. Given that fentanyl continues to be a pivotal element in the ongoing opioid crisis within the United States, it is imperative to understand the mechanisms by which this synthetic opioid is smuggled into the country and to evaluate the efficacy of federal initiatives. Positive Behavioral Interventions and Supports (PBIS) emerged as a preventative instructional alternative to exclusionary and punitive school discipline practices emphasizing tiered systems of support, data-based decision making, and proactive behavioral instruction. Despite its strong theoretical foundation and widespread adoption, PBIS implementation has produced uneven outcomes, particularly in policy contexts where state discipline statutes continue to authorize exclusionary practices. In Louisiana, PBIS is promoted through state guidance as an evidence-based framework; however, governing discipline policies simultaneously permit suspension, expulsion, and zero-tolerance provisions. This coexistence raises critical questions regarding alignment, coherence, and equity within the state’s discipline system. The purpose of this …

This article describes a criminal justice senior-level undergraduate course, CRIJ 4350: Peace, Nonviolence, & Justice, at a Hispanic-serving institution known as the University of Texas Rio Grande Valley, in the U.S.-Mexico borderlands. The course centers five key frameworks: critical pedagogy, intersectionality, decolonial theory, restorative and transformative justice, and trauma-informed care, as this course departs from carceral models of justice education. Grounded in theory, literature, and research from criminal justice, criminology, peace and conflict studies, sociology, political science, ethics/philosophy, social justice, human rights, and critical pedagogy, the course centers student reflection from course evaluations, relationships, and experiences of a faculty member. …

Climate justice centers the human rights of communities most impacted by the climate crisis rather than solely focusing on the scientific aspects of environmental challenges and disasters. Higher education institutions play a key role in advancing climate justice education, but research shows that frameworks are not consistently defined across institutions. Lethal Autonomous Weapons Systems (LAWS) challenge the core principles of International Humanitarian Law (IHL), distinction and proportionality, by delegating life-and-death decisions to algorithms rather than human judgment. This dissertation examines whether LAWS can conform to these principles and, if so, under what conditions. Through process tracing, the study traces the historical integration of disruptive weapons technologies, including chemical, biological, nuclear, and armed drones, into IHL-compliant frameworks or their exclusion via prohibition. Using data and information from respondent surveys of current and former NYPD police executives, this study examines the cultural change, impact, and effectiveness of the NYPD’s CompStat system from the perspective of superior officers who have participated in it since its inception. CompStat was introduced in 1994 by NYPD, Police Commissioner, William Bratton. Achieving cultural change in any police organization can be a monumental task, requiring CompStat’s transformational methods of data-driven accountability and four core principles that are aligned with organizational transformation evidence: timely intelligence, rapid deployment, effective tactics, and relentless follow-up. The rapid adoption of Large Language Models (LLMs) in software development has transformed coding practices by enabling automated code generation, completion, and optimization. Despite these advantages, concerns persist regarding the security and reliability of LLM-generated code. This study presents a comprehensive evaluation of both the functional correctness and security of code produced by three prominent LLMs as of early 2026. A total of 4,800 code snippets were generated using 100 security-focused programming prompts derived from the OWASP Top 10:2025, translated across eight natural languages and two phrasing styles (literal and natural developer-oriented prompts). The emergence of Hamas in 1987 cannot be separated from the configuration of modern colonialism and the continuity of occupation that shaped the political reality. Hamas’s early phase was rooted in socio-religious activities through education and community empowerment programs, before evolving into armed resistance against the occupation. The labeling of Hamas as a “terrorist” organization began in the mid-1990s in U.S. legal documents, which subsequently generated debate and gave rise to counter-narratives. This study employs the frameworks of critical geopolitics (Ó Tuathail & Agnew) and the Discourse-Historical Approach (Wodak) to analyze the labeling of Hamas as “terrorist” by Western hegemony. …

The displacement of cultural artifacts through conflict, colonization, and illicit trafficking has created profound gaps in humanity's shared heritage. This paper examines the systemic barriers to cultural property restitution and proposes a structured dispute resolution framework as the primary remedy. Drawing on the social, nonmarket, and economic values of cultural heritage, the study establishes why repatriation extends beyond legal formality into questions of identity, sovereignty, and collective memory. A review of existing international instruments, including the 1954 Hague Convention, the 1970 UNESCO Convention, and the ICPRCP, reveals persistent enforcement gaps and jurisdictional inconsistencies that impede meaningful restitution. Behind The Scores: How Federal Education Legislation Influenced Dayton Public Schools’ Special Education System For Students Of Color, Simran Kaur

This paper analyzes the district special education system of Dayton Public Schools’ through federal legislation requirements and state-reported data to evaluate access, implementation, and equity. Findings show that while the district meets several procedural requirements at federal levels, students with disabilities (especially Black students) face limited access to general education environments, family engagement, and disability identification at a local level. Risk ratios reveal subjective disability categories, which is contributing to the district’s low Achievement Gap Closing rate through the state-wide report card.

The military continues to experience alarming rates of sexual aggression, reaching epidemic levels. While all people can experience sexual aggression, women, compared to men, are more likely to experience this, despite women making up only 17 percent of the military. Throughout history, the military has demonstrated several instances of reactive attempts at combating the concerns of sexual aggression; however, these attempts have not been successful. From a feminist-Foucauldian lens, this dissertation research explores narratives of service members to gain a more in-depth understanding of the systemic dynamics that contribute to institutional and cultural betrayal in sexual victimization experiences. The bargaining model of war, a popular, yet complex international relations theory, emphasizes how nations communicate signals regarding military strength, resolve to fight, and foreign policy goals. Since the military plays a major role in communicating these signals, its leaders should understand this theory, despite its complexities. This article explains the model and its components through the used car sale bargaining process and supplements the analogy with real-world examples of international events. This article will help military and foreign policy professionals easily grasp the concepts of the model.
