Mosakowski Institute for Public Enterprise

The youth of Massachusetts are of primary concern to legislators and citizens. This briefing report features three essays by experts — Fern Johnson, Deborah Frank, and Donna Haig Friedman — who focus on three aspects of children in need: children in foster care who need adoption, children who are hungry, and children who are homeless. Each report has further and more detailed suggestions for helping these children in need; below is a summary of the problems we face.

Research Brief: "Risk Of Incarceration And Other Characteristics Of Iraq And Afghanistan Era Veterans In State And Federal Prisons", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This brief examines data from The Health Care for Reentry Veterans (HCRV) to compare the risk of incarceration of veterans in order to identify socio-demographic and clinical characteristics in incarcerated veterans. OEF/OIF/OND veterans appeared to be at lower risk of incarceration than veterans of other service eras, but those who were incarcerated had higher rates of PTSD and would benefit from policies that fund accessible programing aimed at increasing vocational training and increasing educational opportunities. In future studies, researchers should focus on the implementation of PTSD treatment services for the incarcerated veteran population, including the success rate of various programs …

Publications and Research

The YouthBuild AmeriCorps program serves youth facing a multitude of challenges, including a lack of education and job skills, community disengagement, and economic disadvantage. This program assessment found that after engaging with the YouthBuild AmeriCorps model, participants made significant, positive changes in their outlook on service, personal responsibility, and community orientation. More specifically, after participating in the program, they deepened their personal commitments to service, began to develop a sense of personal worth and reliability, became more connected with their communities, and started to develop more trust in larger social institutions. Family Dependency Drug Courts: An Empirical Test Of Therapeutic Jurisprudence, Elizabeth Lindsey-Mowery Jan 2013

Family Dependency Drug Courts: An Empirical Test Of Therapeutic Jurisprudence, Elizabeth Lindsey-Mowery

Electronic Theses and Dissertations

The rise in cases of child abuse and neglect over the past two decades has overwhelmed the nation’s dependency court and child welfare agencies. While multiple factors are associated with child abuse and neglect, it is indisputable that substance abuse plays a significant role. The families that come into the dependency system with substance abuse issues are substantially more difficult and challenging to serve. Consequently, the families experience low levels of reunification and high levels of child welfare recidivism. In response to the increase in dependency cases involving substance abuse and the inability of the traditional dependency courts (TDC) to …

A Comparison Between Male Perpetrators Of Intimate Partner Violence And Child Sexual Abuse: A Feminist Perspective, Christelle Schafer

Electronic Theses and Dissertations

The purpose of this study was to explore whether attributes of sex role identity and gender role stress differed between perpetrators of child sexual abuse (CSA) and perpetrators of intimate partner violence (IPV). The primary research question posed in the research sought to determine if participants’ attitudes on gender role stereotyping or gender role stress were significantly different between perpetrators of CSA and perpetrators of IPV. Participants in this study were a convenience sample of adult males with histories of CSA and IPV from two different outpatient counseling programs. Participants completed the Bem Sex Role Inventory-Short Form (BSRI-SF) and the …

University of Nebraska Public Policy Center: Publications

Literature on risk factors for recidivism among juveniles who have sexually offended (JSOs) is limited. In addition, there have been no studies published concerning protective factors among this population. The purpose of this study was to examine the relationship of risk and protective factors to sexual and nonsexual recidivism among a sample of 193 male JSOs (mean age = 15.26). Youths were followed for an average of 7.24 years following discharge from a residential sex offender treatment program. The risk factor opportunities to reoffend, as coded based on the Estimate of Risk of Adolescent Sexual Offense Recidivism, was associated with …

Factor Structure And Construct Validity Of The Psychopathic Personality Inventory In A Forensic Sample, Valerie M. Gonsalves, Julia E. Mclawsen, Matthew T. Huss, Mario J. Scalora

University of Nebraska Public Policy Center: Publications

A wealth of research has underscored the strong relationship between PCL-R scores and recidivism. However, mounting criticism cites the PCL-R's cumbersome administration procedures and failure to adequately measure core features associated with the construct of psychopathy (Skeem, Polaschek, Patrick, & Lilienfeld, 2011). In light of these concerns, this study examined the PPI and the PPI-R, which were designed to measure core personality features associated with psychopathy (Lilienfeld & Andrews, 1996; Lilienfeld & Widows, 2005). Study one examined the PPI relative to the PCL-R and examined its factor structure. The instruments shared few significant correlations and neither the PCL-R nor the …

Exploring How Advocacy Influences Policy Decisions Regarding Child Abuse And Neglect: Perspectives Of Political Leaders In Colorado, Rebecca Jane Miller Updike

Electronic Theses and Dissertations

This exploratory case study examined the perspectives of state-level elected officials regarding what influences policy decisions related to child abuse and neglect issues. By interviewing six former state-level elected officials, the study explored what policy makers believe about their ability to impact child abuse policies, how they define, and ways they have experienced. evidence-based policy, and what they know about risk factors and protective factors with regard to child abuse-related policy. The study design was inspired by the Harvard Family Research Project's (2005) Bellwether Methodology, which bases advocacy strategy on the knowledge base and input from influential policy makers. International Cocaine And Heroin Trafficking: A Network Approach, Stephen Richard Anderson Jan 2013

International Cocaine And Heroin Trafficking: A Network Approach, Stephen Richard Anderson

Theses Digitization Project

This current study extends our understanding of international illicit drug trafficking of cocaine and heroin. Much of the research examining drug trafficking between countries has been done at the regional level. Although these two drugs are only produced within a small number of countries, they end up being used all over the world. This research provides a global portrait of the architecture of cocaine and heroin trade and tests whether crime opportunity theory can account for the relative position of transhipment nations. This project focuses on recent trafficking trends. The data used to build the architecture of each drug treade …

Drone Effects: Structural Change In Al Qa̕ Ida Communications, Stacy Michelle Bush

Theses Digitization Project

This study focused on the effects of drone attacks on the Al Qa ̕ida organization because the former CIA director, Leon Panetta, believed that this is the only tool that allows the United States to tackle or try to disrupt the leadership of Al Qa ̕ida. The use of drones as a tool to moderate situations and conduct covert operations by the CIA and U.S. military is a topic of debate and controversy. Drones are invaluable in regards to maintaining a presence in areas that can be extremely dangerous for service members or other individuals.

Biblical Principles Of Government, Kahlib Fischer Jan 2013

Biblical Principles Of Government, Kahlib Fischer

Faculty Publications and Presentations

The following article seeks to provide an overview of the key ideas and themes of Scripture which relate to the realm of government. The safest way to find Biblical principles is to avoid using just one verse here and there which “seems” to fit, and instead to look for general principles which are evident throughout Scripture and to apply those principles accordingly. The discussion below illuminates major Biblical themes and then provides points of application.

Prison Prerelease Facilities In Texas: What Effect Do These Programs Have On Offender Success?, Brittany Michelle Rodriguez Jan 2013

Prison Prerelease Facilities In Texas: What Effect Do These Programs Have On Offender Success?, Brittany Michelle Rodriguez

Public Affairs Dissertations - Archive

There is sufficient evidence to suggest that inmates who participate in prerelease programs are less likely to recidivate once released from prison than those who do not participate in these programs. Research shows that the impact of education, employment skills, and life skills while incarcerated helps contribute to an offender making positive choices that will prevent them from committing new crimes. Furthermore, researchers posit that these offenders have more opportunities for success then offenders who are released with no added programs. The major hypothesis for this study is that inmates in Texas who are released from a prerelease program have …

Social Construction And Political Decision Making In The American Prison System(S), Jeremiah Olson Jan 2013

Social Construction And Political Decision Making In The American Prison System(S), Jeremiah Olson

Theses and Dissertations--Political Science

With over two million inmates, the United States’ prison population is the largest in the world. Nearly one in one hundred Americans are behind bars, either in prisons or pre-trial detention facilities. The rapid growth in incarceration is well-documented. However, social science explanations often stop at the prison gates, with little work on treatment inside prisons. This black box approach ignores important bureaucratic decisions, including the provision of rehabilitative services and the application of punishment.

This dissertation offers a systematic analysis of treatment decisions inside the American prisons. I use a mixed methods approach, combining multiple quantitative datasets with environmental …

Knowledge Of Juvenile Sex Offender Registration Laws As A Predictor Of Adolescent Sexual Behavior, Cynthia J. Najdowski, Margaret C. Stevenson, Tisha Ra Wiley Jan 2013

Knowledge Of Juvenile Sex Offender Registration Laws As A Predictor Of Adolescent Sexual Behavior, Cynthia J. Najdowski, Margaret C. Stevenson, Tisha Ra Wiley

Psychology Faculty Scholarship

Because juveniles can now be registered as sex offenders, we conducted a pilot study to investigate awareness of these policies and sexual behavior histories in a convenience sample of 53 young adults (ages 18 to 23, 79% women). These preliminary data revealed that 42% percent of participants were unaware that youth under the age of 18 can be registered as sex offenders, and when informed that they can be, participants were unaware of the breadth of adolescent sexual behavior that warrants registration. Furthermore, those unaware of juvenile registration policies, compared to those who were aware, were marginally more likely to …

The Case To Accredit Homeland Security Programs: Why Outcomes-Based Accreditation Makes Sense, James D. Ramsay Jan 2013

The Case To Accredit Homeland Security Programs: Why Outcomes-Based Accreditation Makes Sense, James D. Ramsay

Applied Aviation Sciences - Daytona Beach

The following essay lays out an argument for program level accreditation in academic homeland security (HS) programs. Admittedly, neither the practice nor the educational components of the HS discipline are standardized. Indeed, a recent analysis by the Congressional Research Service indicates that there remain several operational definitions of HS in practice. Regardless, this paper provides rationale which argues that after roughly eight years, academic HS has developed enough to be able to identify and support a distinct set of student learning outcomes— knowledge, skills and attitudes—that can both characterize and define the discipline.

Generally, program level academic accreditation requires a …

Reducing Courts’ Failure-To-Appear Rate By Written Reminders, Brian H. Bornstein, Alan Tomkins, Elizabeth Neeley, Mitchel Herian, Joseph A. Hamm

Department of Psychology: Faculty Publications

This article examines the effectiveness of using different kinds of written reminders to reduce misdemeanor defendants’ failure- to-appear (FTA) rates. A subset of defendants was surveyed after their scheduled court date to assess their perceptions of procedural justice and trust and confidence in the courts. Reminders reduced FTA overall, and more substantive reminders (e.g., with information on the negative consequences of FTA) were more effective than a simple reminder. FTA varied depending on several offense and offender characteristics, such as geographic location (urban vs. rural), type of offense, and number of offenses. The reminders were somewhat more effective for Whites …
