The Welfare Lifetime Ban imposed severe restrictions on women’s access to essential resources during the critical period following incarceration. By denying housing assistance, food aid, and employment services, the policy created significant barriers to reintegration and undermines both criminal justice and social welfare reform. Little is known about the long-term impacts of the ban or the absence of effective rehabilitative policy alternatives. Few studies have examined its outcomes within the framework of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). The findings within (PRWORA) enactment briefly stabilized a decline in welfare recipients, and employment rates increased temporarily for single …

Ex-offenders possibly felt excluded when private landlords or property managers conducted background checks and decided to immediately deny ex-offenders housing opportunities. The problem this study addressed was how landlords and property managers’ exclusion of ex-offenders impacted reentry post-incarceration. There was a gap regarding how Michigan private landlords impacted ex-offenders’ success factor in securing safe housing upon reentry back to society. The key findings related to the literature in ways that showed how landlords acknowledged outside biases, yet described ex-offender tenants as appreciative, positive, and respectful. Communication training in police academies has historically been lacking across the nation. Prior research indicates that communication skills are necessary for law enforcement professionals. Recent incidents have indicated that a communication gap occurs between law enforcement professionals and community members. Ultimately, public administrators play a role in the delivery of law enforcement services. In Ohio, the 2024 Blue Ribbon Task Force uncovered that communication training for law enforcement professionals is lacking. Mediation Partiality And The East African Community’S ‘Quiet Diplomacy’ In The Kenyan Post-Election Crisis Of 2007/2008, Rasul A. Minja

This article examines the role of East African Community (EAC) in mediating the 2007/2008 Kenyan post-election crisis, analysing its engagement in regional conflict resolution. Despite its mandate to promote peace, the EAC's response was constrained by institutional weaknesses, political dynamics, and reliance on quiet diplomacy. The African Union-backed Panel of Eminent African Personalities, led by Kofi Annan, ultimately led the mediation, sidelining the EAC. Through the analysis of primary and secondary sources, the article indicates that EAC lacked a binding conflict management framework and faced decision-making delays that hindered swift intervention. This fact sheet presents data on police killings between 2013 and 2023 for the five Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah. The Brookings Institution report, “The state of police reform: measuring progress in each state,” tracks the total number of killings by police and the number of killings by police per one million residents in all 50 U.S. states and the District of Columbia. This fact sheet reports data on the total number of people killed by police and the rate of police killings per capita for each Mountain West state.

This instrumental case study explored the experiences of female leaders within the California Department of Corrections and Rehabilitation’s Division of Adult Institutions (CDCR’s DAI), a traditionally male-dominated environment. The purpose of the study was to understand how these women navigated career-related challenges and contributed to organizational effectiveness. Albert Bandura’s self-efficacy theory guided the study, James Maddux’s concept of imaginal experiences, and the framework of instrumental rationality. The central research question focused on how female leaders overcame career obstacles, supported by three subquestions addressing interview responses, observational insights, and document analysis. Despite its moderate size and rural location, Bard’s civic engagement efforts resonate locally, nationally, and internationally, and have significant public policy impacts. Bard has achieved success by making engagement central to its institutional mission, viewing liberal arts and sci-ences education as both a means and an end of civic engagement efforts, and forging an “ecosystem of engagement” that encourages organizational engineers, links student-led and in-stitutional initiatives, and unites a network of partners across the globe.

Do “Days Of Service” Meet Institutional Service-Learning Goals? A Case Study In Assessment Of The Mlk Day Of Service, Elizabeth B. Erbaugh, Jess Bonnan-White

This study pilots a survey tool for assessing participant experiences in the MLK Day of Service at a public university. Student, faculty, staff, community volunteer, and community partner par-ticipants (N=344) reflected upon service, learning, and university-community connections as part of a multi-method evaluation process. Quantitative analysis of unidimensional and summed variables found significant variation by instructional site and participant affiliation. Such measures and instruments may clarify the role of Days of Service in advancing institutional ser-vice-learning goals.

This paper explores various models of university-community engagement to support youth violence prevention and community safety. A series of case examples from the Center for Youth, Family, and Community Partnerships at the University of North Carolina at Greensboro are highlighted. The case examples-four projects spanning a six-year time period-are the springboard for exploring issues of funding, community collaboration, sustainability, leadership, evaluation, and communication.

This case study investigates how a local community agency engages with the Somali diaspora to design and implement culturally responsive services, such as the Settlement and Integration Program. It also explores the potential of fostering meaningful dialogue with community members to inform the development of culturally sensitive programming. The research question guiding this study was developed by findings from previous research, which highlighted the significance of community engagement, sustained dialogue, and the necessity for agencies to design clearly defined programs. These programs should prioritize active participation from community members in both the creation and implementation of tailored initiatives.

Single mothers receiving cash welfare assistance through the Temporary Assistance for Needy Families (TANF) program, may not be prepared for economic self-sufficiency due to TANF’s primary focus on employment and limited focus on self-sufficiency barriers. The State of Illinois Model Programs of Study Guides were developed in collaboration with the Illinois State Board of Education (ISBE) and Illinois Community College Board (ICCB) through a process led and facilitated by Education Systems Center (EdSystems) at Northern Illinois University. The process included extensive research into labor market information and credential programs, as well as dialogue across secondary, postsecondary, and employer stakeholders. With the support of ICCB, EdSystems researched the utilization of the State of Illinois Model Programs of Study Guides: Culinary and Hospitality and Human and Public Service.

Mental health emergency response has become a highly scrutinized topic following the Black Lives Matter movement and several notable incidents of mental health emergency service users being killed by police responders. Qualitative interviews were conducted with mental health emergency service users to better understand the experience of using mental health emergency services, garner critical feedback of the service, and explore recommendations to improve future response. A total of 23 participants conducted interviews and detailed 40 incidents of mental health emergency service utilization. These interviews were then coded and analyzed. Crowdfunding has emerged as a popular platform for collective funding of social, charitable, and commercial projects. However, its increasing use has raised concerns over potential misuse, including as a source of terrorism financing. This study investigates the relationship between donation intentions using crowdfunding and the risk of crowdfunding being used as a source of terrorism financing. Furthermore, it explores the mediating role of government intervention in this relationship. Using a Structural Equation Modeling-Partial Least Squares (SEM-PLS) second-order approach, the research evaluates the interaction between donor intentions, crowdfunding risks, and government regulations. A majority of Indians do not have effective access to legal services, despite the constitutional promise of access to justice. There are two intertwined reasons for this: the unavailability of a sufficient number of good quality lawyers, and the high costs of accessing legal services. The Indian legal profession is highly unequal, with ‘prestige’ being the currency of upward professional mobility. The professional regulator, the Bar Council of India, simply lacks the capacity to regulate quality. Public trust in the Indonesian National Police (Polri) has experienced significant fluctuations due to allegations of misconduct, corruption, and excessive use of force. This study examines the relationship between public trust and compliance with Polri authority, particularly in the context of strained police-community relations. Drawing on procedural justice and restorative regulation theories, the research argues that trust directly influences voluntary compliance and that procedural justice alone is insufficient to repair legitimacy deficits. Instead, a dual model combining procedural fairness with restorative reconciliation, including acknowledgment of past harms and community dialogue is proposed as a more effective strategy for rebuilding trust. …

This dissertation develops and validates the Security Environment Index (SEI), a multidimensional, empirically grounded framework to assess the political and military effects of U.S. security assistance—specifically Foreign Military Financing (FMF) and International Military Education and Training (IMET)—on partner nations. Drawing from the need for more robust monitoring and evaluation (M&E) frameworks in the security assistance space, this study addresses a longstanding gap in how policymakers measure the outcomes of military aid. The SEI consolidates publicly available indicators into a cohesive structure capable of capturing both internal and external changes in the recipient nation’s security environment.

Purpose
The purpose of this study was to pilot a research-based autism training session for law enforcement officers (LEOs), test the Police Self-Efficacy for Autism (PSEA) scale as a measurement tool for the session and provide a preliminary examination of brief training. Design/methodology/approach
This study utilized a pre-post survey approach in which participants completed the PSEA scale pre- and post-training to measure the relationship between the training and self-efficacy scores. Findings
Results show a positive relationship between brief autism-specific training and officers’ self-efficacy scores across items and subscales. All four subscales and seven of thirteen items demonstrated statistical significance. Originality/value …

The purpose of this quantitative descriptive study was to investigate the levels of collaboration between mental health agencies in Hamilton County, Tennessee, which provide services to individuals who were arrested at least five times between 2018 and 2021, released from jail, and who were diagnosed with serious and persistent mental illness (SPMI). Trauma responsive practices are a type of educational practice currently being utilized in our schools. Our students come to school every day with some type of trauma which is a negative event that a child experiences. Types of traumatic experiences could be in the form of a natural disaster, car accident, or some type of abuse. The current study examined barriers that schools experience when implementing trauma responsive practices. The schools were examined further to investigate whether or not there were differences in barriers in rural, suburban, and urban school districts in the state of Indiana.
