Foreword: Making Sense Of Information For Environmental Protection, James Salzman, Douglas A. Kysar

Faculty Scholarship

Despite the ubiquity of information, no one has proposed calling the present era the Knowledge Age. Knowledge depends not only on access to reliable information, but also on sound judgment regarding which information to access and how to situate that information in relation to the values and purposes that comprise the individual's or the social group's larger projects. This is certainly the case for wise and effective environmental governance. A regulator needs accurate information to understand the nature of a problem and the consequences of potential responses. Likewise, the regulated community needs information to decide how best to comply with …

Determinants Of Human Resources Management Performance On County Efficiencies: A Study Of Florida Counties, Janet Davis

Electronic Theses and Dissertations

Performance measurement has been adopted and implemented in the private sector as a tool to measure and improve performance. Performance measurement is relatively new to the public sector, yet counties could benefit from establishing performance measures. This study uses the 67 Florida counties to compare Human Resource performance measures to county efficiency measures through path analysis to assess the contribution compensation and recruitment practices have on county efficiency measures of fiscal, process and technical efficiencies. It includes county contextual variables in the models. The data was collected via professional publications and organizations, survey and personal contacts and entered into a …

Past Publications

The purpose of the evaluation of the NDCS Serious and Violent Offender Reentry Program was to assess the success of the program in three areas. First, an evaluation of the process was conducted to determine if a reentry program had indeed been created by the NDCS. Second, a cost benefit analysis was conducted to determine the economic savings that a reentry program could promote for the state of Nebraska. Finally, an outcome evaluation was conducted to determine if the reentry program was successful in its goal of reducing recidivism among serious and violent offenders in the state. Below are the …

Business Improvement Districts: Should Lexington Establish One?, Melissa A. Hagan

MPA/MPP/MPFM Capstone Projects

Downtown districts are falling victim to surges of new development increasingly taking place outside the city as people seek to escape fast‐paced city life for a more peaceful life in the suburbs. As people move to the suburbs, they either take the businesses with them or the businesses fail to maintain profitability in empty downtowns. Downtown Lexington has been no exception. The recent developments of Hamburg Place and, more recent the developments around Fayette Mall have attracted even more business owners away from downtown.

A new implementation approach for revitalization is gaining momentum, as downtowns are introducing policies that enable …

Global Education And Training Initiatives Directory (Geti), Cisr

Global CWD Repository

The Global Education and Training Initiatives Directory has been created through the generous funding of the U.S. Department of State, Office of Weapons Removal and Abatement (PM/WRA).

The Global Education and Training Initiatives Directory represents a first effort to document the collective training and education opportunities that span a range of technical activities within mine action, explosive ordnance disposal and small arms/light weapons control and destruction. Efforts to counter the threats of landmines, unexploded ordnance and small arms/light weapons have traditionally been treated as separate entities; however, this directory is an effort to bring them together.

Training and education opportunities …

The Effect Of Gender On Health Care Policy In The State Legislature, Ashley Wilson Huth Jan 2008

The Effect Of Gender On Health Care Policy In The State Legislature, Ashley Wilson Huth

Honors Program Theses

This paper examines whether descriptive representation, in terms of gender, affects substantive representation among female legislators in a single state legislature. Data are collected from the 82nd General Assembly of the Iowa state legislature's lower-house. The unit of analysis is the individual bill. Controlling for legislator and district characteristics, I test whether legislator gender has an independent effect on the likelihood of the introduction of healthcare legislation. Utilizing the substantive representation index, and logistic regression with robust-cluster-standard-errors, I find that males introduce more healthcare bills when compared to females. The implications of this finding in terms of legislative representation are …

The number of food carts within the city seems to be growing, while the City lacks sufficient knowledge about the industry to guide policy. The purpose of the study was to assess the benefits and negative consequences of allowing food carts within the city and to ascertain what economic opportunities may be offered by food carts, especially for low-income and minority entrepreneurs. The findings indicate that food carts have significant community benefits …

Analysis Of Cost Estimation Disclosure In Environmental Impact Statements For Surface Transportation Projects, Joseph Sturm Dec 2007

Analysis Of Cost Estimation Disclosure In Environmental Impact Statements For Surface Transportation Projects, Joseph Sturm

All Theses

Cost estimates are a vital component of any transportation project, but they are particularly significant at the environmental review stage. The accuracy of these estimates in publicly-accessible environmental documents is important for decision making and public trust and is necessary for transportation agencies to make the best available decision to help an area address its transportation needs. However, national trends show that early cost estimates are systematically underestimated and rarely align with the actual future construction. This thesis contains five overlying objectives. Determine how costs are presented in environmental impact statements Find if costs are updated during the different review …

Women Of Talent: Gender And Government Appointments In Massachusetts, 2002–2007, Carol Hardy-Fanta, Kacie Kelly

Publications from the Center for Women in Politics and Public Policy

Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. The goals of this study were to (1) calculate the percentage of women holding senior-level positions in state government at these four points in time; (2) analyze the distribution of appointments by type of position and executive office; (3) provide possible explanations for the status of women’s representation in these positions; and (4) offer recommendations that will serve to promote the appointment …

Outsourcing In U.S. Cities, Ambulances And Elderly Voters, Matthew J. Holian Oct 2007

Outsourcing In U.S. Cities, Ambulances And Elderly Voters, Matthew J. Holian

Working Group on Interlocal Services Cooperation

Many of the largest cities in the United States outsource emergency medical services. This paper develops a political economy model of city service provision. Empirical analysis of emergency ambulances in the 200 largest U.S. cities finds that a number of variables are significant determinants of amblu- ance outsourcing, including the fraction of a city's voters over the age of 65. This finding provides evidence that interest-group politics are important, and suggests a particular shape of the contracting cost curve.

Policing The Police: Democracy And Effective Methods Of Accountability In Post-Apartheid South Africa, Alaina Varvaloucas

Independent Study Project (ISP) Collection

This study seeks to explore the extent and effectiveness of systems of criminal accountability of the police force in South Africa. More specifically, it explores the pros and cons of existing organizations mandated to deter police from acting criminally and punish them when they do, and the need to strengthen them. The study first takes a look at such organizations as the Independent Complaints Directorate (ICD)—which is an independent civilian oversight body—and the South African Police Service’s (SAPS) internal disciplinary system and assesses their strengths and limitations in providing a culture of accountability. The study then focuses on police culture …

Barriers To Serving The Vulnerable: Thoughts Of A Former Public Official, Christine Ferguson

Health Policy and Management Faculty Publications

In an environment of limited resources, the question of who is deserving and undeserving of assistance becomes critical. Policymakers’ biases about whether a health condition is self-inflicted, as well as their perceptions about whether treatments are truly effective, play a major role—often unstated—in the allocation of resources.

Regional Governance Institutions And Interlocal Cooperation For Service Delivery, Sung-Wook Kwon Jul 2007

Regional Governance Institutions And Interlocal Cooperation For Service Delivery, Sung-Wook Kwon

Working Group on Interlocal Services Cooperation

Fragmentation of authority defines a first-order problem by creating economies of scale and positive and negative externalities in the provision of local public services. Resolving first-order problems leads to the second-order collective action problem of developing regional institutions that alter the first-order problem in a manner that improves joint outcomes. This paper investigates how regional councils of governments facilitate service cooperation by reducing transaction costs in interlocal service contracting. I focus on the role of the regional governance organizations, the characteristics of services, and political institutions while controlling for service markets and community characteristics. The results suggest that local governments …

University of Nebraska Public Policy Center: Publications

How can disaster behavioral health responders at the State and local levels use the techniques and tools of the Incident Command System (ICS) to target their response to and preparedness for disaster to work within the overall disaster response structure?

Denise Bulling: Disaster behavioral health is more than a set of clinical interventions or the delivery of psychological first aid. The behavioral health response has to be organized and deployed in a way that fits with the greater response to disaster or our ability to reach those who could benefit from education or intervention will be limited. ICS principles provide …

The Place Of Criminology In The Study Of Terrorism: Implications For Homeland Security, Ihekwoaba D. Onwudiwe Jul 2007

The Place Of Criminology In The Study Of Terrorism: Implications For Homeland Security, Ihekwoaba D. Onwudiwe

African Journal of Criminology and Justice Studies

In this article, I intend to describe the history of terrorism, provide an explanation of some aspects of criminological theories related to the study of terrorism, and briefly articulate the link between criminology, terrorism, and homeland security. While criminology has made significant contributions in the understanding of crime in general, the literature on terrorism and homeland security by criminologists is still emerging. Arguably, this treatise calls for this void to be filled by criminologists, because terrorism and homeland security appropriately belong within the perimeters of criminology. This article employs the methodology of content analysis as used in social science research. …
