Randomized Subscriber Concealed Identifier, Joachim W. Walewski, Steffen Fries

Defensive Publications Series

This technical disclosure discusses the issue of static Subscriber Concealed Identifiers in 5G networks, which can lead to tracking of User Equipment during initial registrations. The proposed solution involves generating randomized SUCIs for each UE registration. By introducing a new structure for the SUCI, including random number generation, the tracking of User Equipment is made more challenging. This innovation aims to improve privacy for User Equipment in scenarios involving high-profile individuals and law enforcement etc.

Journal of Project Management & Construction

In achieving the long-term development goal of Advanced Indonesia, the Government continues to accelerate the completion of infrastructure development, such as strategic and priority projects that support economic transformation. Infrastructure development is still one of the main focuses of the Indonesian government, the 2024 state revenue and expenditure budget (APBN) is allocated to the infrastructure budget. The massive construction of high-rise buildings in Indonesia, the number of accidents is getting higher, so it is necessary to implement an audit process on construction work. The audit process is to know and monitor directly the procedures that have been applied optimally. Therefore, …

Perpetration-Induced Traumatic Stress And Moral Injury In Adult Male Incarcerated Individuals, Cyrelah Jeanee Raynor Nov 2025

Perpetration-Induced Traumatic Stress And Moral Injury In Adult Male Incarcerated Individuals, Cyrelah Jeanee Raynor

Walden Dissertations and Doctoral Studies

Underutilizing trauma-informed approaches in correctional rehabilitation has had detrimental consequences, particularly for gang-involved populations. Theories of personality, responsivity, and stress suggest that gang-affiliated individuals, shaped by coercive environments, may develop psychological reactions such as fear, guilt, and moral shame that contribute to posttraumatic stress disorder (PTSD) and moral injury (MI). This study examined whether gang role, psychopathy, and perpetration predicted PTSD and MI among 70 incarcerated adult males. Participants completed the Moral Injury Outcome Scale (MIOS), the PTSD Checklist for DSM-5 (PCL-5), and the Levenson Self-Report Psychopathy Scale (LSRP). Two hierarchical regressions were conducted. In the PTSD model, only education …

Factors Affecting Public Knowledge About Ocd Mental Health Literacy, Lauren Angell, Aleena Babu, Jimmy Dumont, Lauren Masapollo, Kaitlyn Silva

The Graduate Review

This research project aimed to examine how varying portrayals of obsessive-compulsive disorder (OCD) influence public mental health literacy (MHL). Our research questions focused on the impact of multidimensional vs single portrayals of OCD on OCD MHL, as well as the influence of certain sociodemographic factors on OCD MHL. Additional exploratory questions were investigated and aimed to explain the relationship between OCD MHL and media, as well as OCD MHL and education levels. To investigate these questions, the study employed a combination of experimental and survey-based methods. By fostering greater awareness of misinformation about OCD, the study not only aimed to …

Exploiting Chloride Conservative Tendencies As Contaminant Surrogates In Groundwater Transport Modeling In A Typical Hydrogeological Environment Of Northern New Jersey, Toritseju Oyen, Duke Ophori Nov 2025

Exploiting Chloride Conservative Tendencies As Contaminant Surrogates In Groundwater Transport Modeling In A Typical Hydrogeological Environment Of Northern New Jersey, Toritseju Oyen, Duke Ophori

Department of Earth and Environmental Studies Faculty Scholarship and Creative Works

This study investigates the transport of chloride, a conservative tracer and surrogate for contaminants, in the fractured Brunswick aquifer of northern New Jersey using a dual-porosity MODFLOW-MT3DMS model. Focusing on the First Watchung Mountain region—a microcosm of northern New Jersey’s hydrogeological environment encompassing Montclair State University and adjoining communities, the numerical model simulates groundwater flow and solute transport in a hydrogeologically complex, urbanized setting. Results indicate that chloride migrates through the fractured aquifer via both local flow systems (e.g., Third River) and regional flow systems (Passaic River) within decades. Chloride concentrations exceeded the EPA’s 250 mg/L threshold much faster in …

Building Resilience Against Coastal Climate Risks, San Diego Regional Climate Collaborative, Brenda Castruita, Marius Van Dongen, Brandi Upshaw

San Diego Regional Climate Collaborative

The South Carlsbad Climate Adaptation Project (Project) is an initiative led by the City of Carlsbad (City) designed to address the growing risks of coastal erosion and sea level rise within the city. The Project focuses on a one mile segment of South Carlsbad Boulevard that runs directly along the coast and has experienced decades of coastal erosion, shoreline retreat, and recurring flooding–all of which are expected to intensify due to climate change. In an effort to protect critical infrastructure, natural resources, and public safety, the City has been evaluating the long-term viability of the current roadway and exploring various …

A Glance At Spark: Multiple Perspectives Of An Innovative Mentorship Program, Sungmin Park, Thomas Peterson

National Youth Advocacy & Resilience Journal

Youths from high-risk settings are often labeled based on their behavior, which leads to cycles of negative stigmatization and punitive interventions. Traditional behavioristic approaches used in schools, courts, and therapy have shown limited success in fostering long-term positive change. The SPARK mentoring program offers an innovative approach by following the principles from Martin Buber's “I and Thou” philosophy to view the youths with a humanistic and spiritual model. The SPARK program is a 10-week peer-mentorship program that connects youth on probation with college students who aspire to be educators. The SPARK program aims to ignite the spirit of hope, healing, …

Subverting The System: Reducing Sex Offender Recidivism And Aiding Reentry Through The Use Of Specialty Courts, Jaymes Fairfax-Columbo, Emma Hamilton, Chelsea Jackson, Lia Knox-Hershey, David Dematteo Nov 2025

Subverting The System: Reducing Sex Offender Recidivism And Aiding Reentry Through The Use Of Specialty Courts, Jaymes Fairfax-Columbo, Emma Hamilton, Chelsea Jackson, Lia Knox-Hershey, David Dematteo

Texas A&M Law Review

Sex offender policy in the United States is predicated on accomplishing risk reduction and increasing public safety via punishment and incapacitation. Theoretically, accomplishing these goals should lessen the risk that sex offenders pose to society. However, an accumulated research base suggests that sex offender policies are ineffective in that they do not reduce recidivism rates, do not diminish children’s risk of sexual predation, and produce numerous detrimental collateral consequences. Further, current sex offender policies may actively undermine risk reduction by placing factors known to reduce risk level, such as stable housing, employment, and social support, out of the reach of …

It Takes A Village . . . But Let The Teenagers Vote, Joseph Fishkin Nov 2025

It Takes A Village . . . But Let The Teenagers Vote, Joseph Fishkin

Notre Dame Law Review

In their article Give Parents the Vote, Kleinfeld and Sachs argue that we ought to give parents extra votes to cast by proxy on behalf of their minor children. In this response, I argue that their proposal misconceives the nature of voting itself. Unlike a child’s personal medical or financial decisions, which we entrust to those most responsible for a child’s care, voting is a collective act by which a political community makes collective choices. Each of us is obligated to cast our vote in the way we think best for the whole community. And each voter—whether a parent …

Give Parents The Vote, Joshua Kleinfeld, Stephen E. Sachs Nov 2025

Give Parents The Vote, Joshua Kleinfeld, Stephen E. Sachs

Notre Dame Law Review

Many of America’s most significant policy problems, from failing schools to the aftershocks of COVID shutdowns to national debt to climate change, share a common factor: the weak political power of children. Children are twenty-three percent of all citizens; they have distinct interests; and they already count for electoral districting. But because they lack the maturity to vote for themselves, their interests don’t count proportionally at the polls. The result is policy that observably disserves children’s interests and violates a deep principle of democratic fairness: that citizens, through voting, can make political power respond to their interests.

Yet there’s a …

Give Young Adults The Vote, Nicholas O. Stephanopoulos Nov 2025

Give Young Adults The Vote, Nicholas O. Stephanopoulos

Notre Dame Law Review

Joshua Kleinfeld and Stephen Sachs make a significant contribution to the literature on children’s disenfranchisement by describing and defending parental proxy voting: empowering parents to vote on their children’s behalf. The authors’ democratic critique of the status quo is particularly persuasive. Children’s exclusion from the franchise indeed distorts public policies by omitting children’s preferences from the set that policymakers consider. However, Kleinfeld and Sachs’s proposal wouldn’t do enough to correct this distortion. This is because contemporary parents diverge politically from their children, holding, on average, substantially more conservative views. The proxy votes that parents cast for their children would thus …

Fisheries Science Update - Western Australian Shark Resource: 2024 Stock Assessment Outcomes, Department Of Primary Industries And Regional Development, Western Australia

Fisheries Science Updates

The Western Australian (WA) shark resource includes more than 100 species of sharks and rays.

Key shark species are sustainably harvested in two commercial shark fisheries that provide fresh, local, affordable seafood to the WA community.

The WA shark resource has been in recovery since the 1990s–2000s when stocks were found to be at risk.

The Department of Primary Industries and Regional Development (DPIRD) tracks stock status by undertaking periodic weight of evidence stock assessments of indicator species.

Gummy, whiskery, dusky whaler, and sandbar sharks, are the indicator species for the WA shark resource, and make up ~80% of the …

Necessity In Free Exercise, Brady Earley Nov 2025

Necessity In Free Exercise, Brady Earley

University of Chicago Law Review

The Free Exercise Clause is a broadly worded constitutional prohibition against government intrusion on religious exercise. To construct limits, courts have consistently required government officials to demonstrate the necessity of state action burdening religion. Yet government officials regularly fail to produce evidence of necessity, leaving judges to intuit or assume whether necessity exists. This Comment offers a better way. Using a method known as difference-in-differences (DiD), lawmakers can draw upon the experience of existing state laws to enact laws justified with evidence. This Comment demonstrates the value of DiD with a current free exercise controversy involving the Old Order Amish …

Rico V. United States, Meagan R. Hurley Nov 2025

Rico V. United States, Meagan R. Hurley

Articles

Isabel Rico was serving a term of supervised release when she absconded from federal supervision. Years later, the government sought to revoke her release, arguing that her fugitive status “tolled” her supervised-release term. The Ninth Circuit agreed. Other circuits, however, have rejected the fugitive-tolling doctrine in the supervised-release context. The Supreme Court will now decide whether federal courts may judicially adopt fugitive tolling, or whether Congress’s silence in the supervised-release statute forecloses it.
