Antecedents Of Emergency Services’ Street Level Bureaucrats’ (Slbs) Delivery Of Public Value: An Exploratory Study, Yvonne Brunetto, Ben Farr-Wharton, Aglae Hernandez Grande, Fleur Sharafizad, Matthew Richman

Research outputs 2022 to 2026

Street Level Organisations (SLOs) determine the Psychosocial Safety Climate (PSC) in their workplaces and we examine pathways from SLBs’ PSC and Public Service Motivation (PSM) to discretionary power, work stress, wellbeing and the subsequent delivery of public value. The structural equation modelling results from 195 Australian police, fire, ambulance, and emergency services workers indicate that PSC had a more significant role in explaining SLBs’ delivery of public value compared with PSM. The implication is that SLOs’ management must ensure psychosocially safe and supportive workplaces conducive to building SLBs’ wellbeing, because that is the pathway for delivering public value.

To address this gap, this study conducts fieldwork at CUHK-Shenzhen, a cross-border collaborative university in the GBA. This study adopted a qualitative research method and collected field data over six months, including teaching activities and campus …

Rethinking Governance: Public Choice Theory And The Modern State, John Carlo Colot Dec 2025

Rethinking Governance: Public Choice Theory And The Modern State, John Carlo Colot

Social Sciences and Development Review

This study critically reexamines governance in the modern state through the lens of Public Choice Theory, which challenges the traditional assumption that government officials always act in the public interest. Developed by economists James Buchanan and Gordon Tullock, Public Choice Theory posits that political actors, like individuals in markets, are motivated by self-interest, which can lead to government inefficiencies such as corruption, rent seeking, and policy outcomes that favor private gains over public welfare. By synthesizing recent empirical and theoretical literature from 2020 to 2025, this research explores how individual incentives and institutional arrangements influence bureaucratic behavior, governance styles, and …

The Impact Of New York City’S Bail Reform, Ruya Y. Kutgun

Honors College Theses

This thesis examines the impact of New York City’s bail reform on crime, recidivism, and jail populations, with particular attention to whether the reform has contributed to increased violence. Implemented in 2020 to reduce racial and economic inequalities, bail reform eliminated cash bail for most low-level offenses and emphasized the least restrictive pretrial conditions, with subsequent amendments expanding eligibility for detention. Using cross-sectional data from multiple governmental and research institutions, this study analyzes arrest rates, rearrest rates, and jail population trends before and after implementation. Findings indicate no significant increase in recidivism or violent crime attributable to bail reform. Fluctuations …

Beyond Precedent: Sexual Violence As An Act Of Genocide In The International Criminal Tribunal For Rwanda, Ciara Kilroy

Peace and Conflict Studies

Wartime sexual violence (WSV) has been a characteristic of violent conflict throughout recorded history, yet has failed to illicit the same international attention and condemnation as other war crimes. WSV has also been a particularly pervasive method of destruction during genocide, in which women make up the majority of victims and are targeted for both their gender and group membership. However, sexual violence is not enumerated as a crime of genocide in the 1948 Genocide Convention. Despite its absence from the formal genocide convention, legal institutions have still attempted to hold perpetrators responsible for sexual violence during genocide. This paper …

Behind The Badge: Effects Of Stress And Trauma In Policing -- Understanding The Importance Of Evidence-Based Prevention, Early Intervention, And Wellness Programs, Jessica Rolshouse

Master of Arts in Human Services

Law enforcement officers are exposed to occupational stress and trauma routinely and at rates that far exceed the general population. This chronic exposure places them at risk for physical and psychological injury and negative outcomes to include mental health disorders including burnout, anxiety, depression, and PTSD. Prolonged exposure to occupational stress and trauma also increases the risk of suicidal ideation and dying by suicide, the most tragic outcome of the stress law enforcement officers face. This literature review focuses on individual risk factors, occupational stress, and trauma, and the development of mental health disorders in law enforcement officers. It also …

‘Cog In The Machine’ Or Social Being? How Digital Communications Affect Social Capital Development In Higher Education Institution Workplaces., Daphne Abigail Knox

Theses and Dissertations

The purpose of this research is to investigate the impact of digital communications on social capital development within the workplace in public institutions of higher education. While previous literature recognizes the potential implications of the internet on areas like social capital (Putnam, 2000; 2020) and formal and informal communications in organizations (Simon, 1997), an in-depth understanding of how modern digital communications impact social capital development is still necessary to address the gap in literature and to analyze the impact of digital communications on the development of organizational social capital. The potential implications of this work on scholarly research include expanding …
