A nonprofit organization in Florida that provides wraparound services to vulnerable families faced a significant staff retention problem, where persistent turnover disrupted service delivery, strained grant funding, contributed to burnout, and increased the cost of rehiring and training. Addressing this organizational challenge was critical to ensuring consistent, high-quality services. Guided by the practice-focused question, What changes can the client organization implement to retain staff and reduce training costs? The purpose of this study was to explore organizational factors influencing staff retention and recommend evidence-based strategies for improvement. The conceptual framework incorporated Herzberg’s motivation-hygiene theory, Lewin’s change theory, and social exchange …

Unpacking Shared Pessimism Between Citizen And Bureaucracy: A Socio-Psychological Barrier To Public Service Reform In Indonesia, Reza Fathurrahman, Christoph Hoennige

BISNIS & BIROKRASI: Jurnal Ilmu Administrasi dan Organisasi

In this study, we examine the existence of a reciprocal pattern of performance bias shared between citizens and street-level bureaucrats, which we term as ‘shared pessimism’, assumed to implicate public service reform. Primary data were collected using surveys administered to 207 public service providers and 248 citizen recipients across six Indonesian public service agencies operated in two regional governments. Statistical analysis was then conducted to examine bureaucrats’ self-enhancing bias and their pessimistic view of citizen ratings, as well as to clarify citizens’ tendency to underrate the performance of bureaucrats in public service organizations. Our findings confirm pervasive internal pessimism amongst …

By analyzing the challenges institutions face in maintaining alumni connections, this review seeks to identify gaps and establish effective best practices. By examining the questions, how do alumni associations at select public R1 institutions apply Utilization-Focused Evaluation (UFE) principles to assess and improve their alumni engagement strategies, and how does this impact their alignment with institutional goals and objectives? This study aims to evaluate …

Driving Employee Engagement Across Sectors: Current Evidence And An Agenda For Future Research, Taha Hameduddin, Kerstin Alfes, Adrian Ritz Jan 2026

Driving Employee Engagement Across Sectors: Current Evidence And An Agenda For Future Research, Taha Hameduddin, Kerstin Alfes, Adrian Ritz

Public Policy and Administration Faculty Publications

Employee engagement has emerged as a critical employee attitude linked to employee motivation and organisational performance and has successfully embedded itself in governments around the world. Apart from a few exceptions, however, much of what we know about engagement does not attend to the institutional context of public institutions and whether private-sector theories and approaches to driving employee engagement work well in public sector organisations. To address this gap, we systematically review the evidence on antecedents of employee engagement, and determine whether and how sectoral differences may matter. We then discuss the findings and contextualise the debate surrounding the employee …

Handbook On Gender Mainstreaming In The Maritime Sector, Momoko Kitada Jan 2026

Handbook On Gender Mainstreaming In The Maritime Sector, Momoko Kitada

Reports

This handbook aims to serve as an introductory practical guide for maritime organizations that intend to apply gender mainstreaming. It guides them in critically reviewing their policies and practices from a gender and diversity lens. Some organizations may view their maritime operations as having nothing to do with gender and, therefore, not requiring any gender considerations. Such mindsets are good signs that an organization would benefit from gender mainstreaming. Others may view the fact that their organizations have women working in every unit as evidence of gender equality and see no need for further action. Gender mainstreaming can help identify …

Why We Stayed, Why We Left: A Hermeneutic Phenomenological Study Of Hispanic/Latino Child Welfare Professionals’ Experiences Of Organizational And Safety Culture, Cynthia Franco

Theses and Dissertations

This hermeneutic phenomenological study examines the lived experiences of Hispanic/Latino child welfare professionals who were formerly employed at a large urban public child welfare agency. Despite the growing representation of Hispanic/Latino children and families in child welfare systems and the strong vocational commitment of Hispanic/Latino professionals, this group remains underrepresented in the workforce and experiences notable patterns of early attrition. Grounded in safety science and psychological safety frameworks, this study explores how organizational culture, leadership practices, and identity-related dynamics shape professional meaning-making, well-being, and decisions to remain in or leave the field.

Data were collected through in-depth, semi-structured interviews and …

Dissolution Or Restructuring? Fiscal Implications For Taxpayers In Special Tax Districts: A Case Study Of The Reedy Creek Improvement District, Tasha Huber

MPA/MPP/MPFM Capstone Projects

Although extensive research has examined the creation and function of special tax districts in the U.S., little research has been done regarding the fiscal and governance implications of dissolution of these entities. This study examines the fiscal outcomes of dissolution versus restructuring special districts, using the former Reedy Creek Improvement District as the primary case study. Using a qualitative approach, the analysis compares restructuring and dissolution cases in California, Vermont, and Tennessee. Drawing on publicly available material such as financial documents, media coverage, and legislative records, this research evaluates impacts on taxpayer burden. Findings suggest that dissolving large, active special …

Private Money, Public Risk: Why Florida’S Sb 178 Undermines Equity, Ethics, And Accountability In K–12 Athletics, Delante Clark

Graduate Scholarship and Creative Works

This paper critically evaluates Florida Senate Bill 178, which would require the Florida High School Athletic Association to adopt bylaws allowing coaches to use personal funds to support student athletes, once reported and presumed not to be an impermissible benefit. While the bill is framed to help students who lack essential items, it introduces serious structural risks that outweigh its intended benefits. By relying on private contributions within a public educational system, SB 178 threatens equity, transparency, and ethical governance.

The bill encourages uneven financial assistance that varies based on a coach’s personal means and the socioeconomic conditions of individual …

C.A.S. Full Assessment Report: State Of Florida Government Portal, Delante Clark

Graduate Scholarship and Creative Works

The purpose of this assessment is to evaluate the cognitive overhead, transparency, and attentional integrity of

official State of Florida digital interfaces using the Cognitive Attentional Standards (C.A.S.) platform.

While the Florida Digital Bill of Rights (FDBR) establishes strict regulatory guardrails for consumer data

transparency, tracking opt-outs, and attentional safeguards, the State of Florida explicitly exempts its own

government agencies, public universities, and non-profit entities from complying with these rules.

This assessment serves to investigate the tension between legislative intent and government execution. By

analyzing public sector websites through the C.A.S. platform, this project will establish a “state-enforced vs.

state-executed” …

The Attention Safeguard Models: Governing Digital Harm Without Restricting Lawful Speech, Delante Clark Jan 2026

The Attention Safeguard Models: Governing Digital Harm Without Restricting Lawful Speech, Delante Clark

Graduate Scholarship and Creative Works

Digital platforms increasingly govern contemporary social, civic, and psychological life through systems optimized for attention capture, amplification, and monetization. While lawful expression remains protected under the First Amendment, the infrastructural mechanisms that determine how speech circulates have produced a range of attention‑based harms, including cyberbullying, engagement farming, compulsive doom scrolling, emotional dysregulation, and civic polarization. This research paper introduces the Attentional Safeguards Model (ASM), coined and formalized by Delante Clark, as a novel governance framework that mitigates such harms by regulating systems of amplification rather than restricting expression itself. Building on attention economy theory, technological mediation, constitutional free‑speech doctrine, …

Behind The Badge: Effects Of Stress And Trauma In Policing -- Understanding The Importance Of Evidence-Based Prevention, Early Intervention, And Wellness Programs, Jessica Rolshouse

Master of Arts in Human Services

Law enforcement officers are exposed to occupational stress and trauma routinely and at rates that far exceed the general population. This chronic exposure places them at risk for physical and psychological injury and negative outcomes to include mental health disorders including burnout, anxiety, depression, and PTSD. Prolonged exposure to occupational stress and trauma also increases the risk of suicidal ideation and dying by suicide, the most tragic outcome of the stress law enforcement officers face. This literature review focuses on individual risk factors, occupational stress, and trauma, and the development of mental health disorders in law enforcement officers. It also …

Deepening Our Understanding Of Resilience: How Evaluation Can Contribute, Michael Quinn Patton Dec 2025

Deepening Our Understanding Of Resilience: How Evaluation Can Contribute, Michael Quinn Patton

The Foundation Review

Resilience is the capacity to experience a significant shock and adapt as needed to survive and move forward. The current age is one of constant system shocks economically, environmentally, and politically. Resilience becomes essential for navigating these and other risks.

Individuals, organizations, communities, and ecosystems manifest different degrees and types of resilience requiring appropriately matched evaluation responses. In considering new directions for philanthropic evaluation, this article offers for the first time an overarching framework of four different responses to system shocks and disruptions. This leads to four different evaluation criteria: continuity, adaptation, innovation, and capitulation.

In addition to the long-term …

Organizational Memories Of Extreme Events: Evidence From Us Public Transit Agencies, Mattia Caldarulo, Ignacio Pezo, Elizabeth A. Corley, Shaika L. Islam, Eric W. Welch

Articles

The increasing frequency and severity of extreme weather events require organizations to effectively manage the threats these phenomena pose. To respond to these challenges, public agencies often turn to their organizational memories for guidance. Organizational memories support information processing capacity, facilitate sensemaking, and legitimize and speed up decision-making processes. While memories influence different aspects of organizational life, little is known about their antecedents and the mechanisms behind the retrieval of past events. This study contributes to the broader literature on organizational memory by investigating the elements shaping public agencies’ retrieval of extreme weather events. Integrating weather data from the National …
