Repeated inquiries and statements are made about the number of American Indian students who drop out or are pushed out of school. The Waxes noted that while drop-out rates are difficult to calculate because of a shifting population and absence of centralized, accurate records, current figures indicate that about one-half of those who enter the primary grades drop out before entering high school. Furthermore, only about a third of those entering school actually graduate. A study of Pima and Papago schools revealed much the same trends. Seven percent of the children ages six to eighteen are not enrolled in any …

This practicum report discusses the adaptability of problem oriented case planning to casework which is practiced in the Northeast Multnomah County District Office of the Children’s Services Division. Problem oriented case planning is an approach designed to make casework more explicit by specifying the target problem(s), goals(s), tasks and an evaluation scheme which are agreed to and stated in a written contract developed by the participants. Such explicitness is essential to permit agency collection of useful information about its casework and casework programs needed to respond to today’s accountability demands, i.e., demonstration that the agency operates at a reasonable level …

The recent expansions in membership and budget of the American Civil Liberties Union and, even more dramatically, the explosive funding by mail of newly-founded Common Cause and Public Citizen, all suggest the presence of evolutionary forces at work in the American political economy that are encouraging a renewal of middle class associations to monitor powerful institutions and to advocate in behalf of the relatively powerless.

This study explores and describes curanderismo (folk curing) and the cultural disease concepts of mollera caida, empacho, mal de ojo, and susto as researched in a rural Oregon community. Chicano cultural disease concepts and beliefs are then related to modern health delivery services, and a case is made for the need for cultural awareness, respect, and sensitivity on the part of medical personnel who deliver services. The approach of a curandera (curer) and a doctor are compared.

Every program designed to decrease poverty is based upon assumptions either as to the nature and causes of poverty or what is necessary to help the poor improve their lot (Spilerman and Elish, 1970; Task Force on Economic Growth and Opportunity, 1966; Valentine, 1968). Often these assumptions are only implicit, and supervisors of the program might not even agree with the assumptions if they were stated. Nevertheless, a program would itself make no sense unless certain statements about poverty were true. For example, a program of economic development to increase employment opportunities assumes that, first, much poverty is due to …

Adolescent pregnancy, per se, has been devoted little consideration by clinical observers and empirical researchers. For the most part, such pregnancies have received attention only insofar as they have occurred without the moral and legal sanctions of matrimony. This concern with illegitimacy has had the effect of blinding theorists and researchers to a whole segment of the adolescent pregnant population--the married teenager. Further, the adverse effects of adolescent pregnancy have been shrouded by moral precepts.

The purpose of this project was to explore the coping patterns of people denied public assistance. The primary focus was on resources available and used by those denied to assist them in the situation that led them to apply for public assistance in the first place.
A review of the literature revealed that very little is known concerning those denied public assistance. This project is one of the first to study the problem of how those denied manage after denial.
The data for this project was gathered by the use of an interview schedule administered in personal interviews with those …

In spite of the recent emphasis on minority group problems, there are still significant gaps in the store of knowledge about the American Indian in the urban setting. Omaha is not unique. Much empirical data can be found in the census figures, but it must be extracted and synthesized before it becomes meaningful. Even so, the picture of the urban Indian in Omaha is far from complete. If realistic solutions to the problems confronting urban Indians are to be found, a great deal more empirical research·should precede and accompany the development of programs. The purpose of this project was to trace the developments which led to the utilization of para-profess iona1 persons as service aides in public welfare departments and to examine, in particular, the developments in Oregon at the state and county levels. The establishment of such programs was mandated in the Social Security Amendments of 1967. A review of the 1967 legislation showed the legislative intent to be inconsistent with the stated purposes of the program. This inconsistency, it was found, has been reflected in Oregon’s aide program. The theoretical origins underlying the aide concept were also examined in order to …
