Contracting For Social Service Client Transportation: Multnomah County, Oregon, Final Report, Kenneth Dueker, Judy S. David

The Multnomah County Aging Services Division (ASD) and the tri-county developmentally disabled programs provide transportation services for their elderly and handicapped clients primarily by contracting with TRI-MET, the regional transit district. This system is strained because the demands for transportation services are increasing, the cost of contracted services exceeds the county's transportation funds, the quality of service does not meet all clients' needs, and TRI-MET has been spending less of its primary funding sources on elderly and handicapped transportation. Conservative policy institutes have reevaluated their position regarding welfare and begun to present proposals to change social welfare policy. Instrumental in this development are the American Enterprise Institute and the Heritage Foundation, conservative think tanks which have developed projects for the purpose of making social policy more consonant with conservative philosophy. If progressive organizations are to reassert their role in the policy process, they will have to use some of the aggressive techniques pioneered by the conservative think tanks.

The American social welfare institution is in transition. Constituencies of the welfare state-the public, clients, and professionals-have registered dissatisfaction with traditional methods of providing services. Analysts from liberal and conservative think tanks have proposed relying less on government and more on the private sector to provide for welfare. To a substantial degree privatization is already evident in several areas: the expansion of for-profit health and welfare corporations, the application of entrepreneurial methods in community development, and the encouragement of private retirement plans. Mortality Of White-Tailed Deer In Northeastern Minnesota, Michael E. Nelson, L. David Mech

United States Geological Survey, Northern Prairie Wildlife Research Center: Publications

Abstract: Two hundred nine white-tailed deer (Odocoileus virginianus) were radiotracked in the central Superior National Forest, Minnesota, from 1973 through winter 1983-84; 85 deaths were recorded. Annual survival was 0.31 for fawns (<1.0 years old), 0.80 for yearling (1.0-2.0 years old) females, 0.41 for yearling males, 0.79 for adult (≥2.0 years old) females, and 0.47 for adult males. Monthly survival rates were high from May through December (0.94-1.00), except for yearling (0.60) and adult (0.69) bucks during the November hunting season. Most mortality occurred from January through April when gray wolf (Canis lupus) predation was an important mortality source for all cohorts. Yearlings males were most vulnerable to hunting and adult males to wolf predation.

Relationship Between Snow Depth And Gray Wolf Predation On White-Tailed Deer, Michael E. Nelson, L. David Mech

Abstract: Survival of 203 yearling and adult white-tailed deer (Odocoileus virginianus) was monitored for 23,441 deer days from January through April 1975-85 in northeastern Minnesota. Gray wolf (Canis lupus)predation was the primary mortality cause, and from year to year during this period, the mean predation rate ranged from 0.00 to 0.29. The sum of weekly snow depths/month explained 51% of the variation in annual wolf predation rate, with the highest predation during the deepest snow.

Children represent the fastest growing group of poor people in the United States today. An increase in the number of children living with one parent, an increase in unwed teenage pregnancy, a lack of child support, lower wages and benefits for women than for men, the cost of child care, and unemployment and underemployment in two-parent families contribute to child poverty. Policy options ranging from changing eligibility requirements for assistance programs to establishing state funded health insurance programs are presented. From 1970–1980, several conferences were held and publications produced regarding the need to improve data collection on indicators of women’s status, as well as a number of publications offering concrete proposals for such improvements. During this period, the disaggregation of statistics by sex has expanded in many countries and indicators, and such disaggregated statistics are presented with increased frequency in international data compiled by United Nations specialized organizations. A high proportion of Nebraska's population is age 65 or older and this is the fastest growing segment of the population. The population aged 85 years and older, which is the population most in need of long-term care, grew by over 45 percent between 1970 and 1980, and is expected to increased by 202 percent by the year 2000. This group includes individuals who are likely to require public assistance to help meet their medical and long-term health care needs. Urban Public Services: What The Future Holds, Robert Morris

New England Journal of Public Policy

Health and welfare are usually considered secondary or peripheral concerns of modern society. The article considers how questions about the provision of social welfare are imbedded in the economic, social, moral, and political fabric of contemporary America and New England. Underlying trends of economic, social, and attitudinal change are outlined, and implications for the future are considered. The article also considers the role of universities in equipping the next generation of citizens to cope more effectively with the complex issues that are forcing a restructuring of urban services.
