Poverty And Health Outcomes Among Hispanics In Massachusetts, Christopher Christian

The Hispanic population of Massachusetts is now close to becoming the largest ethnic minority group in the state. The 1990 statewide Census count found that the Hispanic population doubled in the past ten years and now comprises 4.8% of the total state population (287,349 residents) as compared to 2.5% in 1980.
Growth in the Hispanic population has not been coupled with advancements in health status. Hispanic residents are disproportionately affected by many adverse health outcomes, such as high infant mortality, a high incidence of substance abuse, sexually transmitted diseases, homicides, AIDS, and other chronic illnesses. Following the regulatory excesses of the 1970s and the reforms of the 1980s, the policy pendulum is swinging back again. On the surface, the government imposing socially desirable requirements on business seems to be a cheap way of achieving national objectives. But every time a government agency attempts to safeguard the environment or foster occupational health or promote product safety, it imposes a more expensive method of production on businesses. Consumers, meanwhile, suffer by paying for these hidden regulations.

In 1990, the Greater Omaha Chamber of Co=erce created a study group to examine public elementary and secondary education in Nebraska. The study group was composed of representatives of the business co=unity, educators, and members of the Unicameral. Five work sessions were held to listen to experts discuss the approaches being used by other states to improve education, to discuss the applicability of such approaches to our state, and to identify a set of activities that would assure that pupils throughout Nebraska would be able to compete successfully with other young people in this country and around the world.

This study uses the post-test only design to assess the preliminary effects of a community-based policy initiative, the Norfolk State University Resource Mothers Program (RMP), on the gestational ages, birth weights, and survival rates of infants born to participating adolescent mothers.
The RMP uses experienced mothers or paraprofessionals similar in race and socio-economic status to the participating teenagers. These persons are trained to assist pregnant adolescents and teen parents with nonmedical dimensions of pregnancy and child care. They recruit teens into the RMP, encouraging them to get early prenatal care. Resource Mothers provide teen mothers and their families with practical …

This paper includes a review of the evolution of social planning in the context of human services. It also includes an elaboration of nine approaches to social planning for aging services: community planning councils, the aging network, Title XX planning, state health planning, service reorganization initiatives, the national network of policy institutes, long-term care planning and housing planning. The paper concludes with a consideration of social planning technology, including needs assessment, resource analysis, comparison of alternatives, determination of priorities, implementation and evaluation. Social planning has a long history in social work. It has gone from an early emphasis on community as the modal point to an emphasis on public policy planning at the state and federal levels and recently to an emphasis on organizational issues and initiatives. Social planning has been a primary tool in the long-term development of new institutions and practices brought about by the unprecendented increases in the size of the aged population. Probably the oldest intact social planning systems for aging in most American communities today are the networks of community planning which grew up in the voluntary …

The Author offers a comparative analysis of govemment and non-government organisations in implementing rural development programme in four districts of Kamataka. He found a distinct variation in the performance of these organisations. The philosophies, strategies, and methods adopted by these organisations appeared to be mainly responsible for the effectiveness of the programme. The adoption of grass-root level planning, selection or operation in a smaller area, involvement of the people, supervision and commitment of its personnel in NGOs mainly contributed for the effective implementation of the progamme. Despite the injection of new taxes in the amount of $1 .2 billion in fiscal 1991, and recently announced cuts in the budget of approximately $464 million, the Commonwealth's fiscal condition - irrespective of the outcome of CLT's petition -is precarious. Although the political juices are flowing in Massachusetts, with an eye on November 6th, Massachusetts decision-makers have not faced up to the problems inherent in the long-term, structural spending patterns of the state's budget.
Our five-year budget projection indicates that if expenditure trends continue without dramatic restructuring - particularly in the "non-discretionary" accounts - the Commonwealth faces a steady …

Permanency Planning And The Child Abuse Prevention And Treatment Act: The Paradox Of Child Welfare Policy, Mary Ann Jimenez
The Journal of Sociology & Social Welfare
The Child Abuse Prevention and Treatment Act of 1974 and the Adoptions Assistance and Child Welfare Act of 1980 have imposed conflicting mandates on the public child welfare system. CAPTA places the moral weight of the federal government behind professional intervention with troubled families, while the Adoptions Assistance Act was designed to protect the autonomy of families. As these policies currently stand, the goal of protection of vulnerable children is seriously undermined.

The Community Service Intervention Program (CSlP) is a unique public agency response to a multifaceted set of problems confronting low income residents living in Oregon 's largest public housing project. The primary goals of the CSIP are to reduce crime, reduce the fear of crime among residents, and to improve the quality of life of the families living in Columbia Villa/Tamaracks.
The evaluation of the CSIP combined a number of different research methods, on different analytical levels, to provide a summary assessment. Data were collected from individuals, from agencies, and from police records in a post facto analysis of the …

Much time and effort have gone into the Institute of Agriculture and Natural Resources (IANR) and the Department of Agricultural Education's strategic planning effort. Coincidentally, the Department had started its own process of strategic planning in the summer of 1987 where it identified the four departmental "thrust" areas.
The IANR process was started in the fall of 1987 by the Vice Chancellor Omtvedt of the Institute and was to be followed by a series of meetings, not only within the Institute, but with town hall meetings around Nebraska, to ensure a broad representation of input regarding future directions of IANR. …

Agriculture and agribusiness are Nebraska's dominant industries. Ninety-six percent (47.1 million acres) of the state's land area is occupied by 55,000 farms and ranches. Over one-half of the states workers depend upon agriculture and business for their livelihood. The average growing season ranges from 170 days in southeast Nebraska to 120 days in the northwest. Underneath Nebraska is stored nearly 2 billion acre-feet of water, and in Nebraska we receive an average of 90 million acre-feed of precipitation yearly.
Approximately 17 million acres are utilized as cropland, of which approximately 8 million are irrigated. Corn, soybeans, winter wheat, and sorghum …

Enhancing the opportunities for women in the workplace in the next decade will become an economic imperative, not just an issue of social justice. In this article Lieutenant Governor Evelyn Murphy sets forth recommendations for policymakers in both the public and private sector that begin to change our notions of what constitutes a humanized workplace. If the economy is to remain strong, these initiatives will be required to improve business productivity as well as the life of all family members.
