An Examination Of The Removal Of Federal Meat And Poultry Inspection, Moynul Chowdhury
Dissertations, Theses and Capstone Projects (Full IR Collection)
The United States Department of Agriculture (USDA) is one of the largest federal agencies in the U.S. It has many different subdivisions. Food Safety and Inspection Service (FSIS) is one of them. FSIS is responsible for ensuring that the nation's commercial supply of meat, poultry, and egg products is safe, healthy, and correctly labeled and packaged. Last year, the U.S. House of Representatives has introduced an enormous bill called the Food and Energy Security Act of 2007. Nutrition, conservation, energy, producer income protection, rural development, trade, forestry, and livestock are the major provisions that are part of this massive farm …
Educating The Forgotten: Non-Formal Education In Urban Kampala, Eleanor Huntington
Educating The Forgotten: Non-Formal Education In Urban Kampala, Eleanor Huntington
Independent Study Project (ISP) Collection
During the practicum period, the student researcher interned at MYDEL to gain a better understanding of the challenges and successes of the non-formal education (NFE) sector in urban Kampala, and in particular the Kisenyi neighborhood of Mengo. In the slum areas of Mengo, many children and youth are unable to afford school fees and thus are more susceptible to turn to a street life, which entails the following: extreme poverty, drug and alcohol abuse, a high prevalence of HIV/AIDS, young marriage, early childbirth, rape, or sexual abuse. MYDEL as an organization works to combat this cycle by instructing the children …

United States Department of Veterans Affairs: Publications
Long-term care facilities (LTCFs) may be defined as institutions that provide health care to people who are unable to manage independently in the community.1 This care may be chronic care management or short-term rehabilitative services. The term nursing home is defined as a facility licensed with an organized professional staff and inpatient beds that provides continuous nursing and other services to patients who are not in the acute phase of an illness. There is considerable overlap between the 2 terms.
More than 1.5 million residents reside in United States (US) nursing homes. In recent years, the acuity of illness …

Membangun Bangsa Yang Sehat Produktif, Does Sampoerno
Kesmas
Access Transformed: Building A Primary Care Workforce For The 21st Century, Sara J. Rosenbaum, Peter Shin
Access Transformed: Building A Primary Care Workforce For The 21st Century, Sara J. Rosenbaum, Peter Shin
Health Policy and Management Faculty Publications
Though access to primary care protects health and cuts costs, this report shows there aren't enough primary care doctors and nurses at health centers to meet the need, with some areas having almost none – a situation that cannot be solved just by expanding health insurance coverage. The report indicates the availability of a primary care workforce depends on where you live, and primary care clinicians are not locating in areas that need them most, especially low-income communities. The study includes state-level projections of growing patient needs expected to stretch the health care system in years ahead. It was conducted …

Ten Years Of Community Profiles In New Hampshire, Charlie A. French, Fabienne Lord-Fonesca
Natural Resources & the Environment
Through a program called Community Profiles, the University of New Hampshire Cooperative Extension has helped 57 New Hampshire communities develop a vision for their future and mobilize local residents to act on that vision. The Community Profile process is based on the premise that communities must engage members in identifying and documenting common and deeply held values from which to craft a vision for the future if they are to build and sustain community vitality. The process also helps communities find new and creative ways to pursue that vision by leveraging resources within and outside of the community. These resources …

Medical Support To Demining In Sudan, Russell Wyper
The Journal of Conventional Weapons Destruction
With an area of more than one million square miles (2,589,988 square kilometers), Sudan is the largest country on the African continent and has been at the center of decades of conflict since it gained its independence in 1959. The Comprehensive Peace Agreement signed in January 2005 brought to end a vicious civil war and marked the beginning of an era of relative peace. This article outlines the health challenges involved in mine action in Sudan and highlights the actions taken by the United Nations Mine Action Office in Sudan to address issues of medical support to humanitarian-demining operations in …

Monitoring And Assessing The Use Of External Quality Review Organizations To Improve Services For Young Children: A Toolkit For State Medicaid Agencies, Tara Krissik, Henry T. Ireys, Anne R. Markus, Sara J. Rosenbaum
Health Policy and Management Faculty Publications
Federal regulations encourage state Medicaid agencies to use external quality review organizations (EQROs) to help implement strategies for assessing and improving the quality of medical services provided to beneficiaries enrolled in managed care plans. However, many states have not availed themselves of this opportunity and may lack guidance on how to do so. This report provides agencies with specifications for developing a scope of work that will lead to conceptually and methodologically sound studies of the quality of preventive and developmental services for young children enrolled in Medicaid. Among other recommendations, the authors note that states may require EQROs to …

The Elder Economic Security Initiative™ Program: The Elder Economic Security Standard™ Index For Wisconsin, Jan E. Mutchler, Alison Gottlieb, Ellen A. Bruce, Laura Henze Russell
Gerontology Institute Publications
This report addresses income adequacy for Wisconsin’s older adults using the WOW-GI Elder Economic Security Standard Index (the Index) methodology. The Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status, and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

E-Government For Development: A Case Study From Mozambique, Gertrudes Macueve
The African Journal of Information Systems
This paper draws upon Amartya Sen’s concept of "development as freedom" as an effective approach to analyze e-government for development initiatives. An interpretive analysis of three projects ongoing in Mozambique report that although some "freedoms" are currently reachable through these initiatives, a lot needs to be done to achieve "development as freedom." The use of this theoretical approach provides a valuable contribution to the research domain of ICTs for development. This article also draws practical recommendations to assist managers of e-government projects in Mozambique, as well as other developing countries.

Harnessing Knowledge To Ensure Food Safety: Opportunities To Improve The Nation's Food Safety Information Infrastructure, Michael R. Taylor, Michael B. Batz
Health Policy and Management Faculty Publications
Those working in the food industry face an abundance of information generated by diverse institutions and individuals.
Ensuring the safety of food is critically important to the public's health and a challenge for policy-makers seeking to enhance the government's role in this arena. Although the food industry has an inherent duty to make food safe, the effectiveness of what they do is highly dependent on the quality of the information they receive on potential hazards and good practices.
In this context, the Robert Wood Johnson Foundation funded a project under the auspices of the Food Safety Research Consortium to examine …

This Honors Capstone Project focuses on community service projects of medical students. Extensive research was done on the types of community service programs that exist in medical schools. The types of programs were divided into four different categories representing the various ways that schools conduct their community service initiatives. Schools may have multiple types of programs, and a combination of any of these programs is offered at many institutions. This project also examines nationally recognized programs and the awards received for excellence in community service initiatives.
The study was completed in collaboration with SUNY Upstate Medical University (UMU). A close …
The Effect Of Disability Insurance On Health Investment: Evidence From The Va Disability Compensation Program, Perry Singleton
The Effect Of Disability Insurance On Health Investment: Evidence From The Va Disability Compensation Program, Perry Singleton
Center for Policy Research
I examine whether individuals respond to monetary incentives to detect latent medical conditions. The effect is identified by an amendment to Title 38 that deemed diabetes associated with Agent Orange exposure a compensable disability under the VA’s Disability Compensation program. Since a diagnosis is a requisite for benefit eligibility, and nearly one-third of diabetics remain undiagnosed, the advent of disability insurance may have encouraged the detection of diabetes among the previously undiagnosed population. Evidence from the National Health Interview Survey suggests that the policy increased the prevalence of diabetes by 2.7 percentage points among veterans.

Demining And The Environment: A Primer, Cisr Journal, Anthony Morin
Demining And The Environment: A Primer, Cisr Journal, Anthony Morin
The Journal of Conventional Weapons Destruction
Since their widespread use during World War II, landmines have arguably become one of the most significant social, economic and environmental problems of the last half-century. Restricting access to land, roads and water supplies, landmines have been responsible for the displacement of persons and the stagnation of basic infrastructure development in every region of the world. They have also caused land and soil degradation, loss of biodiversity, and severe limitations to agricultural productivity. These issues, along with several others, were at the heart of the mine-action debate during creation of the Anti-personnel Mine Ban Convention in 1997.

An Assessment Of Subsidy Removal Effects On And Future Sustainability For Livestock Sector Of In The Northern Jordanian Badia, Christopher Jetter
An Assessment Of Subsidy Removal Effects On And Future Sustainability For Livestock Sector Of In The Northern Jordanian Badia, Christopher Jetter
Independent Study Project (ISP) Collection
This study investigates the rationale behind the 2007 removal of the fodder subsidy in Jordan and the effects this had on livestock owners in the Northern Badia. Furthermore, it examines possible solutions for improving the efficiency of the sector as well as its sustainability. The government’s decision to lift the subsidy was due to the pressure of rising world cereal prices on the national budget deficit. Owners in the Northern Badia as a result had to sell off around half of their flock. Consequently, there has been a rise in disease among livestock as well as higher prices for consumers. …

Artificial Transitive Fatty Acid (Tfa) Ban In Restaurants In Us Cities: Nyc-Doh Tfa Ban As A Model For Proactive Public Health Policy, Vidia S. Ramdeen
Master in Public Administration Theses
Today, restaurants, including all eateries that operate within New York City, as well as restaurants across the country, regularly use a rather large amount of an artery-clogging agent, commonly found within their vital ingredients. Artificial transitive fatty acid, or trans-fat as known to the consumer, is the target of the NYC Board of Health and Mental Hygiene, medical experts, and health conscious consumers, for permanent removal from all NYC restaurant menus by July 2008. Specifically, the NYC health code now requires that all establishments holding a NYC Health Department permit, including all restaurants, caterers, stationary hot and cold vendors, and …
Legal Theoretic Inadequacy And Obesity Epidemic Analysis, David Yosifon
Legal Theoretic Inadequacy And Obesity Epidemic Analysis, David Yosifon
Faculty Publications
This Article explores crucial analytic and normative limitations in presently dominant and ascendant approaches to legal theory. The approaches' failure to provide a satisfying framework for analyzing the obesity epidemic presently raging undeterred in American society reveals these limitations. Conventional law and economics scholars writing on the subject have deployed familiar frameworks to reach predictable conclusions that are neither intellectually nor morally justifiable. This Article argues that recent theoretical innovations promulgated within the burgeoning law and behavioralism movement have thus far provided no more reliable a framework for legal analysis of the obesity epidemic than has conventional law and economics. …

Across Africa, the AIDS pandemic has forced HIV+ individuals and orphaned children into the care of elderly women. Though this has occurred in millions of families, little support has been offered for the grandmothers supporting children and grandchildren on a limited income. This study reports on a practicum study at Grandmothers Against Poverty and AIDS (GAPA), the first African organization to recognize the important role played by grandmothers in light of HIV/AIDS. The study was conducted in April 2008 at the GAPA center in Khayelitsha Township, Cape Town. The main objective of the study was to evaluate the organization’s origin, …
