The Impact Of Food Access Intervention Policy On Student Learning In Portland, Oregon, Sarah Frances Edgell

Master of Public Administration Capstone Papers

Food insecurity, a condition that disproportionately affects vulnerable populations, is a barrier to educational success. This study examines the impact of food access intervention policy on student learning through the implementation of the 2019 Oregon Student Success in Portland, Oregon. Findings reveal both an increased expansion of food access as well as modest gains in standardized testing scores. However, significant achievement gaps persist, especially among high-need areas and historically underserved groups. This capstone paper supports a hybrid approach to policy evaluation, wherein an integration of traditional and critical analysis methods provides a comprehensive understanding of policy outcomes while identifying areas …

A Study Of Special Districts: Research Of Financial Indicators As Predictors Of Fiscal Distress, Scott Keith Harrison

Doctoral Dissertations and Projects

Since 1946, Special Purpose Districts (SPDs) have become the most prevalent form of government in the United States. Unfortunately, they fail more often than General Purpose (GP) governments. This study researches the predictability of the Florida State Auditor’s financial condition indicators for SPD financial health and the influence of intergovernmental transfers (IGT) on government financial health. The significance of this research lies in confirming whether a national SPD fiscal distress predictive model can be generalized to a single state. Additionally, the study researched the influence of intergovernmental transfers (IGT) on financial health. The quantitative research design used the Cox regression …

Quantifying The Functional Impact Of Chronic Patellofemoral Pain And Its Relationship To Perceived Duty-Related Medical Readiness Among Active Duty Service Members, Emma H. Beisheim-Ryan, Sara R. Gorczynski, Ryan W. Smith, Shawn Farrokhi

Physical Therapy Faculty Articles and Research

Introduction

Chronic patellofemoral pain (PFP) is a heterogeneous pain condition that may significantly burden active duty service members, whose rigorous physical training demands include activities such as running and heavy load carriage. While chronic PFP is often defined by its pathoanatomical characteristics, evidence from other pain conditions (e.g., chronic low back pain) suggests classifying pain by its functional impact on work, social, and self-care activities may better inform personalized treatment approaches. As this approach has not been previously undertaken in chronic PFP or younger populations with chronic pain, this study aimed to characterize the global impact of PFP on day-to-day …

Universal Health Care, Oregon, Jennifer S. Arnold, Bethany Clouse, Alec Martin Apr 2025

Universal Health Care, Oregon, Jennifer S. Arnold, Bethany Clouse, Alec Martin

OHSU-PSU School of Public Health Annual Conference

Historically, the US has chosen not to fund universal health care at every opportunity, leaving our nation as the only industrialized country without some system of health coverage for our citizens and with the worst health care outcomes of any high-income nation in the world. Health care in Oregon is no exception. Our current health care system is financially unsustainable, harmfully complex, and socially unjust, as well as inequitably delivered. Too many Oregonians, because of their race, age, income, geography, or insurance, endure vastly different health care access, varied health care quality, and wide-ranging health outcomes. In 2019, the Oregon …

Master in Public Administration Theses

This capstone paper delves deeply into the ramifications of prison privatization on inmates' quality of life in contracted immigration detention facilities. In this exploration, Logan's quality of confinement model is meticulously applied to selected immigration detention centers to scrutinize the living conditions and reveal profound insights into the quality of life experienced by inmates. This model allows a structured assessment of various dimensions such as safety, order, care, activity, management, …

Does Name, Image, And Likeness Increase Gender Inequality In College Athletics?, Aimee Christenson

Political Science Theses and Capstones

In June of 2021, the National Collegiate Athletic Association adopted its first interim policy regarding Name, Image, and Likeness. From here, college athletes have been able to benefit from opportunities regarding their brand as an athlete. While this development has been historic in its expansion of rights to athletes, it highlights the inequities between male and female athletes. Title IX requires equal opportunity for male and female students. This research raises questions about whether NIL is increasing the disparity between male and female athletes. To answer this question, I looked at NIL data collected by Kyle Ems on the NIL …

Fratelli Tutti, Pope Francis’ social encyclical, exhorts all Christians and people of good will to cultivate a spirit of fraternity and solidarity with all people in need, regardless of socio-cultural or creedal or racial differences. Covid Cover-Up: Secrecy, Censorship And Suppression During The Pandemic, Brian Martin

Secrecy and Society

During the height of the COVID-19 pandemic, most health authorities, governments, and mass media organizations presented a single official view concerning lockdowns, masking, distancing, and vaccines. The methods used against contrary views can be classified into four types: flooding, ignoring, censoring, and attacking. The method of information flooding involves presenting dominant views in a unified front, overwhelming contrary views by volume and consistency. The method of ignoring includes the absence of research on alternative approaches, failure to report on research contrary to orthodoxy, and not mentioning challenging views. Censoring involves active measures to prevent the circulation of contrary information and …
