The purpose of this paper is to highlight my fieldwork experience with the County of San Mateo Health System’s Health Policy and Planning Unit. Under the guidance of a Community Health Planner, my scope of work was within the area of school wellness, ranging from an adolescent report publication to researching breakfast in the classroom models to attending district wellness policy meetings. Since 2008, more than 50% of the world's population has lived in cities and it is projected that by 2050 around 87% will do so. Designing infrastructure in urban spaces has become increasingly critical for achieving human well-being. This dissertation examines socio-spatial transformation processes related to urbanization, economic development and the marginalization of utilitarian cycling in Cali, Colombia, as a particular expression of the struggle for transportation space occurring in urban areas. Financial debt associated with legal system involvement is a pressing issue that affects the criminal justice system, offenders, and taxpayers. Mere contact with the criminal justice system often results in fees and fines that increase with progression through the system. Criminal justice fines and fees punish offenders and are designed to generate revenue for legal systems operating on limited budgets. However, fines and fees often fail to accomplish this second goal because many offenders are too poor to pay them. This dissertation is comprised of three essays that examined the experiences and welfare of traditional food crop farmers in Western Jamaica. It systematically analyses the interplay between smallholder farmers and often overlooked variables in society. The study used qualitative interviewing, field observations and discourse analysis techniques to generate context-specific evidence for food security policymaking.

The first essay examined smallholder farmers' motives for farming. This formed the basis for a farmer typology that provides a portrait of the participants, and was used to inform findings in subsequent essays in this dissertation. While it is acknowledged that child obesity interventions should cover multiple ecological levels (downstream, midstream and upstream) to maximize their effectiveness, there is a lack of evaluation data to guide the development and implementation of such efforts. To commence addressing this knowledge gap, the present study provides process evaluation data relating to the experiences of groups implementing the EPODE approach to child obesity prevention in various locations around the world. Breastfeeding continues to be the most optimal source of nutrition for infants under 6 months of age, and has been associated with a wide variety of infant and maternal health benefits, including protection against certain illnesses and diseases. Most health organizations recommend exclusive breastfeeding for at least the first 6 months post-birth. Despite these recommendations, breastfeeding women, especially those in lower socioeconomic groups face many challenges in our society. Moreover, maternal employment stands as a significant barrier to successful breastfeeding durations. Conditional Cash Transfers, Community, And Empowerment Of Women In Colombia, Harlan Downs-Tepper

In 2001, the Colombian government initiated an experiment in poverty alleviation called Familias en Acción. This conditional cash transfer (CCT) program takes a novel approach to poverty reduction by addressing short- and long-term factors contributing to poverty. Though Colombia’s CCT program is just one of a wave of similar initiatives, its unique context and unexpected social effects, beyond the primary intentions of program designers, differentiate it from other such programs. Drawing on 200 interviews and focus group discussions which he conducted with academic experts, program beneficiaries and program administrators in three Colombian cities, the author finds that an unexpected …

Mckinney Vento Legislation: A Policy Analysis Of The Evolution Of Homeless Law In Illinois, Cathleen J. Weber

This policy analysis looks at the evolution of homeless education laws both through federal legislation and state laws. A policy analysis was utilized to show changes through the reauthorization of the McKinney-Vento Act.

One aspect of this analysis utilized qualitative data from four individual administrators in four central Illinois school districts. The qualitative data reviewed the training received by each administrator and the policies guiding their enrollment procedures.

Another aspect provided in this analysis is the changes established in response to court cases filed when school districts violated the provisions of the McKinney-Vento Act. The reauthorizations that followed each finding …

It may seem counter-intuitive, but the same factors that drive the spread of infectious diseases also contribute to the dominance of non-communicable diseases (NCDs) in the global burden of disease—urbanization, global markets and harmonized cultures. NCDs have overtaken infectious diseases as the leading cause of morbidity and premature mortality worldwide, with deaths concentrated among the poor due to the growing availability and affordability of highly-processed, unhealthy foods, alcohol and tobacco.

The global response to NCDs has been slow and fractured, with the World Health Organization dedicating scant funding and the United Nations waiting until September 2011 to hold a high-level …

Health impact assessment (HIA) has emerged in the U.S. as one promising process to increase social and environmental justice through addressing health equity issues within planning. HIA practice is guided by values such as democracy and equity and grounded in broad social determinants of health. The most readily applied definition of democracy is problematic because it implies an element of direct, participatory engagement with the public. This is at odds with HIA practice that largely relies on stakeholder engagement strategies.

The 34 fellows in the 2014 Emerging Leaders Program worked with community partners to generate the theme, “Learning from Lived Experience: From fresh insights to effective action." Each year, the projects draw upon a theme or lesson from the prior year. Last year and this year, fellows saw how the lived experiences of both their stakeholders and themselves generated nuanced and appropriate approaches to problem-solving. The fellows worked with six community partners, giving their time and professional skills to understand how to frame complex social challenges, engage new partners and resources, and sharpen strategic plans. The Map Gresham project was a five-month long planning process led by Camassia Community Planning (CCP) to create “opportunity maps” and an Opportunity Framework Plan for the City of Gresham, OR. Opportunity mapping is a relatively new planning method for analyzing the spatial distribution of indicators linked to opportunity and determining which populations have access to these factors.

The overarching objective of the Framework Plan is to improve equitable access to opportunities for Gresham’s neighborhoods and diverse populations. We created the plan by putting community at the center and collaborating with local organizations, technical advisors, and City staff. It includes …

Innovative mayors across America are seeking to shape personal decisions about diet and physical activity, taking a page from tobacco control. But attempts to limit personal choices of what to eat have drawn the ire of vocal critics and sometimes the rebuke of judges, with former New York City mayor Michael Bloomberg’s limit on soda portions becoming a key flash point. The public broadly accepts state power to control infectious diseases, but often draws a line at limiting dietary choices. The author wants to dispel some of the well-worn arguments in the obesity wars.

Between 1992 and 1998, 24 states including Massachusetts adopted provisions specifically designed to reduce the fertility rates of welfare recipients. These adopted measures became known as Family Caps. Under Family Cap, families receiving Temporary Assistance for Needy Families (TANF) cash assistance would not receive increased aid for having another child. Proponents of this measure believe that by eliminating the financial incentive to have additional children, individuals on welfare would subsequently have smaller families. This paper analyzes the availability of workplace health and wellness programs among Commonwealth of Massachusetts and municipal employees within the state. In addition, it evaluates the decision-making process that goes into building such a system as well as the benefits and limitations of health and wellness programs at both the municipal and state level. Within the employee base, the decisions related to healthy living are investigated, such as eating habits, exercise frequency and priority of living a healthy lifestyle. The purpose of this research paper is to look at the major factors that influence how SNAP recipients make decisions about food purchases. The secondary purpose of this paper is to touch upon whether or not SNAP recipients suffer disproportionally from food insecurity and obesity-related chronic diseases. Three sets of interviews helped to inform this study: interviews with employees at the Department of Transitional Assistance (DTA), interviews with researchers who have studied SNAP recipients extensively as part of their work, and interviews with nonprofit coordinators that work with SNAP recipients after they are approved for their benefits. SNAP is designed to provide assistance in purchasing food to low income households in the United States. In April 2014, the National Center for Education Statistics published a national report on state-level graduation rates in 2010-11 and 2011-12. The news was positive for the nation, as the national rate reached 80% for the first time, and for Arkansas, as students in the Natural State boasted higher than average rates in both years.
