Caritas Housing of Oregon develops affordable housing for persons experiencing homelessness across the state. In January 2020, staff reached out to students in the Master of Urban and Regional Planning Program seeking planning assistance. Caritas wanted help planning for the needs of future residents and navigating what is frequently an emotionally-fraught and politically-charged development process. Upstream Planning worked with Caritas Housing to create resident-informed development criteria and design a framework for public communication. Over the past four decades, the United States has seen an increase in the numbers of homeless. Upward of half a million people in the United States experience homelessness per night. This thesis discusses causes and conditions of homelessness in Spokane, Washington. Specifically, the thesis focuses on the causes of homelessness, the homeless people’s lived experiences on the street, their encounters with the medical establishments, and the public perception about them. Over the last several decades, food policy councils (FPCs) have led the effort to place food on local government policy agendas. While FPCs continue to make progress in supporting local food systems, they also face institutional and organizational challenges. Student misconduct leading to youth violence has been recognized as a major public health problem requiring intervention. To reduce antisocial behaviors, school districts and non-profit organizations promote prosocial behaviors and problem-solving skills. Positive youth development, social emotional learning, positive behavioral intervention support, and conflict resolution programs have been implemented in many school districts; yet problems associated with aggression, poor decision-making, and low student achievement still occur. The scholarly literature lacks the knowledge to support the view that policy actor activities in policy streams were not limited to the 3 initial stages of the policy cycle. Finding evidence through a study to either back or refute this view among scholars was important to explain how policy implementation effort works to yield results. Military coups are the most consequential breakdown of civil-military relations. This dissertation contributes to the explanation and prediction of coups through three independent quantitative analyses. First, I argue that food insecurity is an important determinant of coups. The presence of hunger can generate discontent in society and subsequently alter coup plotter opportunities. Furthermore, I show that the presence of chronic hunger can condition the effect of increasing development. While increasing levels of development have been shown to limit coup proclivity, a state experiencing chronic hunger will recognize the fundamental failure of basic needs provision. In a Midwest state, child care teachers who enter the workforce with only a high school diploma or GED credential are not required to complete child development training before being placed in a classroom. Child care teachers need foundational knowledge to provide quality care and education to young children. Single mothers and their children residing in high-crime communities (HCCs) in the United States are disproportionately exposed to crime, and therefore, the criminal justice system. Specific challenges of single motherhood in HCCs compound the link between juvenile offending and single-female-headed households. Nonprofit organizations (NPOs) are essential for implementing U.S. health promotion policies such as the Healthy People 2020 Nutrition and Weight Status 9, 10.4, and 15.1 program goals. Obtaining and sustaining NPO funding are pervasive problems. Prior research has focused primarily on NPO financial measures without taking into consideration a conjoint assessment of program outcomes connected to their primary mission. This study examined the extent to which supportive services funded through the federal John H. Chafee Foster Care Independence Program (CFCP) are associated with academic success and employment in foster care youth. Studies suggest that this group experiences poorer employment outcomes (Gypen, Vanderfaeillie, De Maeyer, Belenger, & Van Holen, 2017; Okpych & Courtney, 2014) and earn less money annually (Gypen et al., 2017; Okpych & Courtney, 2014; Pecora, 2012). Despite a 29.4-billion-dollar annual budget for foster care services, individuals with a foster care history struggle after they transition out of care.

Background: Childhood overweight and obesity in the US has persisted as a serious public health concern despite efforts to address it. Children today are now estimated to live shorter life expectancy than their parents due to the consequences of childhood overweight and obesity. The earlier focus on healthy diets and an increase in physical activity have proved inadequate in reversing the trend. Understanding the mechanisms by which populations are regulated is critical for predicting the effects of large-scale perturbations. While discrete mortality events provide clear evidence of direct impacts, indirect pathways are more difficult to assess but may play important roles in population and ecosystem dynamics. Here, we use multi-state occupancy models to analyze a long-term dataset on nesting bald eagles in south-central Alaska with the goal of identifying both direct and indirect mechanisms influencing reproductive output in this apex predator. Originally written for a conference on meat attended by farmers, anthropologists, people involved in cultural affairs, and other members of the public, and seeking to avoid emphasis on cultural difference, this paper explores common ground between Euro-American and Amerindian ambivalence about meat consumption. Meat-eating raises two shared concerns: an intuitive recognition of the resemblances between humans and animals and an uncomfortable awareness that human life often depends on the death and destruction of other living beings. This study aims to determine how development aid impacts state-society resilience, and how such resilience impacts aid flows in fragile situations. It particularly examines if development aid builds state-society resilience in fragile situations listed in the harmonized list of World Bank, African Development Bank, and Asian Development Bank from 2006 to 2018. Results show that development aid causes a decrease in state-society resilience, while state-society resilience causes an increase in aid flows. Aid for governance and human development weakens resilience. Better governance and peace levels curb aid flows, while higher human development levels boost aid flows. Economic growth is neither …

We analyze the success of healthy corner store initiatives within the Saint Louis area. We use ARCGIS to map and geospatial analysis understand areas of demand within Saint Louis and food deserts to determine the level of competition between successful healthy corner stores and potential alternatives. We determine that based on the concentration of alternatives that healthy corner stores in Saint Louis are insufficient and other alternative policies should be used to address food insecurity include stricter standards for EBT retailers.
