Strategic Anti-Transgender Policy Diffusion: Interest Groups, Courts, And The Two-Track Politics Of Gender Regulation, Henry Danford

This thesis analyzes the strategic diffusion of anti-transgender policy in the United States following the passage of Idaho House Bills 500 and 509 in 2020. It argues that conservative lawmakers and advocacy organizations employed a coordinated "two-track" policy strategy in which transgender sports bans served as highly visible and politically popular mode legislation while identity-document restrictions advanced more quietly through courts and administrative policy. Drawing on policy diffusion theory, the Advocacy Coalition framework, and minority stress theory, the study combines qualitative policy analysis with quantitative analysis of Household Pulse Survey mental health data and Media Cloud new coverage data from …

Current pedagogical theory and practices grounded in social justice aim to rectify systemic barriers to equity, yet despite decades of teaching through a social justice lens, social inequality and cultural division are on the rise. "Justice," as a noun, has several meanings (Cambridge Dictionary). It can mean "judge", "law," or "fairness," and justice, no matter its meaning or its need, is achieved through methods of conflict resolution and conflict transformation. This paper asks why Medical Aid in Dying (MAiD) policy in the United States does not follow a simple partisan pattern between states. Existing scholarship on morality policy emphasizes ideological conflict and partisan alignment, but this framework cannot fully explain why states with similar political compositions have adopted different MAiD policy outcomes, indicating that some key mechanisms shaping the variation have been overlooked. This thesis examines a specific type of United Nations peacekeeping operation, referred to as Special Political Missions (SPMs) and their progress in transitions from war to peace. While traditional peacekeeping has made advances in separating conflict and human rights development, SPMs provide concentrated specialization in areas, including electoral support, government mediation, and disarmament. Through a structured focus comparison of three unique SPM case studies, this research explores what key dimensions are involved in successful Special Political Missions. Scholarly literature has increasingly recognized that the inclusion of women and gender in formal transitional justice processes is essential for addressing the gendered nature of mass atrocities. This thesis seeks to contribute to the existing literature on how and why some transitional justice processes have come to address women and gender by specifically studying Chile’s Rettig Commission and Valech Commission. Several hypotheses have emerged from the literature for why the Valech Commission addressed gender to a greater extent, including that women’s civil society organizations, diffusion of international norms, and shifting domestic politics each played a role. Despite the large number of attorneys in the United States, the disproportionate concentration of attorneys in urban areas leaves rural residents to navigate the complex legal system on their own. This uneven distribution creates ‘legal deserts’, or areas where residents lack access to attorneys. The Southwestern United States has especially dire legal deserts, and Nevada is no exception. While defendants in criminal matters are guaranteed legal representation, parties in civil legal issues are not granted the same right to representation. Civil legal issues largely impact vulnerable populations and can have profound impacts on individuals’ family, economic circumstances, and physical wellbeing. …

Beginning with the introduction of the transfer portal in 2018, the National Collegiate Athletic Association (NCAA) has made several policy changes that have made transferring both easier and more desirable among student athletes, particularly in Division I (DI) revenue-generating sports. Yet, little is known about the relationship between transferring and student athletes’ athletic performance. Using individual- and team-level data on all DI men’s college basketball student athletes from the 2018-19 season through the 2023-24 season, we examine the relationship between transferring and athletic performance, specifically one’s points per game, minutes per game, and number of games started per season. This study employed a convergent parallel mixed-methods design to explore how U.S. states identify and respond to disproportionality in special education within a shifting federal policy landscape. As uncertainty surrounds the future role of the U.S. Department of Education, questions have emerged about states’ capacity to safeguard educational equity. Without federal oversight, states would assume responsibility for maintaining protections for students with special needs, making it critical to strengthen safeguards for marginalized and underresourced populations.

This qualitative single-case study investigates the organizational journey of navigating the complexities of systemic transformation. In 2021, Silver Peak School District (SPSD; a pseudonym), a rural educational organization in the western United States, implemented a graduate competency framework known as Portrait of a Graduate. This study analyzed the experiences of teachers, instructional coaches, and principals with the explicit Portrait policies, practices, and resource flows of five learning structures—graduate competencies (in SPSD, this is analogous to Portrait), deeper learning, agency, performance assessment, and teaching culture—in a district in the messy middle of Portrait adoption. This study examines the disparity between revitalization objectives and the implementation of comprehensive accessibility in cultural heritage sites in Indonesia. Through a comparative analysis of two recently revitalized pilgrimage sites - the Tomb of Habib Tunggang Parangan and the Tomb of Kelambu Kuning - this research investigates how different revitalization approaches affect accessibility outcomes. The study employs a literature review methodology utilizing digital sources and policy analysis, framed within the 3A tourism framework (Attraction, Accessibility, Amenity). Findings reveal that despite implementing different models - public-private partnership versus government-led development - both sites demonstrate similar deficiencies in implementing comprehensive accessibility principles. …

Artificial intelligence (AI) has been transforming fundraising through data-driven decision-making, automation, and personalized donor engagement. Existing research focuses on AI applications and outcomes in the nonprofit sector in western context, with little known information in the Global South, particularly Egypt. This gap makes understanding the organizational conditions that shape AI difficult and limited. This thesis examines how organizational, cultural, ethical, and resource-related factors shape Egyptian nonprofit organizations’ readiness to adopt AI in fundraising. Technical and Vocational Education and Training (TVET) has emerged in the last decade as a foundational pillar for Egypt’s workforce and economic development vision. More recently, the Egyptian Ministry of Education and Technical Education (MoETE) has scaled industry driven and Public Private Partnerships (PPPs) TVET models, industry affiliated dual education programs and Applied Technology Schools (ATS), seeking to strengthen alignment with the labor market and improving TVET graduates employability. For nearly a decade, Yemen's eastern governorates of Hadramawt, Shabwah, and Al‑Mahrah have been relatively stable, yet the international aid system has kept delivering short‑term humanitarian relief like food baskets and water trucking instead of shifting to sustainable development that could rebuild people's lives, create jobs, fix infrastructure, and strengthen local government. This thesis investigates why this transition has taken so long. Based on 21 interviews with government officials, international NGO staff, and local NGO managers in these three governorates, the study develops a new way of understanding the problem. The asphalt industry faces major challenges, including the need for pavements that last longer and are more sustainable, as traditional asphalt production is costly and has a high environmental impact. To address this, researchers have been exploring modified asphalt binders such as rubber, charcoal, and waste cooking oil, which have shown promise in extending the lifespan, resistance to deformation, and durability of asphalt pavements. In addition, governments and industries are investing in the use of recycled and “green” materials to reduce the carbon footprint and environmental degradation of conventional asphalt mixtures. Transgender and genderdiverse people face discrimination and harassment in public when making trips in Portland, OR. People who identify as genderdiverse or transgender create unique travel behavior due to the influence of their internalized and expressed gender identity and through interactions in public. This dissertation examines how gender identity influences the travel behavior of genderdiverse and transgender people and how these experiences influence their subjective wellbeing when making trips in Portland, Oregon. The process of building “civil peace” is a dynamic process that aims at creating appropriate conditions of peace when conflicting forces, groups, and polices diverge. This concept is relative because it contains components that balance the internal and external environment, where peace-building is not undertaken in a historical or cultural vacuum, but rather works to develop comprehensive civic and national values: “The movement from the present toward the desired future is not a straight line, but rather a set of dynamic initiatives” (Lederach, 10). This article describes a criminal justice senior-level undergraduate course, CRIJ 4350: Peace, Nonviolence, & Justice, at a Hispanic-serving institution known as the University of Texas Rio Grande Valley, in the U.S.-Mexico borderlands. The course centers five key frameworks: critical pedagogy, intersectionality, decolonial theory, restorative and transformative justice, and trauma-informed care, as this course departs from carceral models of justice education. This report provides an overview of key considerations for using artificial intelligence for community engagement in urban planning. As interest in AI adoption in the public sector increases, an understanding of ethical issues is needed to guide responsible AI implementation. Informed by a literature review and interviews with urban planning practitioners and academics, this report describes and analyzes different AI-supported community engagement methods, explores case studies, and outlines key concerns and opportunities for using AI. We recommend that AI use for community engagement prioritizes transparency, human oversight and accountability, intentional AI implementation, and community involvement.

The New York State (NYS) Excelsior Scholarship Program, introduced in 2017, was designed as a “first-in-the-nation” tuition-free initiative intended to expand college affordability for undergraduate students attending public institutions in New York State. While the program aims to increase access to higher education, its eligibility requirements, particularly the expectation that students complete 30 credits annually through continuous full-time enrollment, may disadvantage students whose academic pathways diverge from traditional enrollment patterns. Scholars offer competing explanations for how congressional polarization develops and operates. The literature variously points to shifting agendas, procedural change, or member adaptation or replacement. In this project, I study how congressional polarization occurs by asking what mechanisms account for the emergence of climate policy polarization. Climate policy is a useful test case to evaluate these competing theories. As a relatively low-salience, highly technical issue that is neither new nor inherently ideological, it is not an obvious candidate for deep partisan division. Yet climate policy has become sharply polarized, extending partisan disagreement even to the underlying science.

The People’s Beach at Jacob Riis Park on the Rockaway Peninsula of Queens, New York, is a vibrant place of queer and trans public-space placemaking—and especially Black and working class queer and trans placemaking. A distinct queer ecology emerges in the interplay of the dynamic movement of the barrier island, queer and trans—especially queer and trans Afro-diasporic—mobilities. This queer ecology, while articulated with, also defies and exceeds logics and workings of private property. Climate justice centers the human rights of communities most impacted by the climate crisis rather than solely focusing on the scientific aspects of environmental challenges and disasters. Higher education institutions play a key role in advancing climate justice education, but research shows that frameworks are not consistently defined across institutions. Derivative from a deeply rooted calcio (“football”/ “soccer”) passion, with years of associated empiricism in diverse contexts, as well as from a profound intellectual interest in examining (im)migratory trends through interdisciplinary lenses, stems the development of this project’s topical focus and multi-dimensional argument. Through collaborations with the City of Terre Haute, specifically the City Parks and Recreation, the following community issue was identified: Resiliency Education (RE-1) Smart parks - Sign designs, Web page design, a community survey to determine park attendance, ideas for ways to track park attendance, recommendations for improvements in high-risk parks, Finding and/or helping with grant applications.
