The Community Resilience Extreme Events Portal (CREEP) provides a centralized platform for accessing wildfire danger indices, critical asset locations, and vulnerability scores for rail segments. The project team developed a data-driven, indicator-based vulnerability assessment framework that defines vulnerability as a function of exposure, sensitivity, and adaptive capacity. To build this framework, the team selected publicly available datasets, prioritizing national datasets whenever possible to ensure transparency, reproducibility, and scalability. The portal allows users to analyze and visualize vulnerability across 1-kilometer segments of Class I freight and passenger rail lines in California, supporting planning and mitigation prioritization to help reduce rail-related fatalities, …

Over the past decade, financial innovation has moved from open banking, centred on consumer-permissioned data sharing, to banking-as-a-service (BaaS), which modularises core banking functions through application programming interfaces. This shift allows fintechs and non-financial platforms to embed financial products seamlessly, reducing transaction costs and fostering innovation. Yet the 2024 collapse of Synapse in the United States exposed the fragility of this model when intermediaries operate outside robust oversight, leaving consumers without recourse and revealing liability fragmentation and regulatory blind spots. The drivers of the opioid epidemic in the United States include the oversupply of prescription opioids, the availability of illicit drugs, under-resourced healthcare settings, and several socio-economic factors. Federal and state-level initiatives, including policy interventions to curb the oversupply of prescription opioids, providing access to healthcare, prevention and recovery support services, and community-level engagement, have been adopted to combat the opioid epidemic. A Machine Learning And Artificial Intelligence Sentiment Analysis Of Esg Disclosures, John Barnett Davis

This dissertation examines whether environmental, social, and governance (ESG) disclosure sentiment extracted from SEC Form 10-K Item 1A risk disclosures aligns with Bloomberg ESG scores. The study combines SEC textual disclosures, Bloomberg ESG ratings, firm financial data, executive compensation data, and executive gender characteristics. Natural language processing and artificial intelligence methods, including FinBERT, Loughran-McDonald sentiment measures, BART-MNLI zero-shot classification, LLaMA-based ESG scoring, and readability analysis, are used to evaluate ESG-related disclosure signals. Results reveal that SEC 10-K Item 1A risk-factor sentiment and Bloomberg ESG scores represent related but distinct constructs. ESG sentiment in Item 1A is poorly aligned with third-party …

Background and Objective. Despite laws prohibiting the sale of pharmaceuticals outside licensed pharmacies, sari-sari stores continue to informally sell medicines, bridging access challenges especially in remote areas. The study explores the roles and perceptions of sari-sari stores as informal medicine providers. Methods. The study draws on ethnographic insights from key informant interviews with fourteen (14) sari-sari store owners or tinderas, probing into medicines sold in sari-sari stores and their perceived effectiveness. This dissertation investigates how institutional communication, state bureaucracy, and Indigenous sovereignty intersect within Rhetoric and Writing Studies (RWS) and Technical and Professional Communication (TPC). Current TPC research increasingly focuses on social justice; however, the field still lacks ethical frameworks to deal with the complicated dynamics of transnational Indigenous Environmental Justice Communication (IEJC). This study addresses this gap by examining how two distinct Indigenous communities - the Tharus of Chitwan, Nepal, and the Ysleta del Sur Pueblo Tigua Indians of El Paso, Texas - communicatively navigate, contest, and resist state environmental policies.

The article examines Transaction Intercept (TI), an artificial‑intelligence platform designed to reduce sex trafficking by disrupting the revenue streams that draw organized crime into the market. Transaction Intercept deploys decoy online ads that appear to offer commercial sexual exploitation or prostitution. Automated "decoy" personas connect to individuals who click on these ads and engage them in text conversations. These exchanges can remain fully automated, ending with deterrence messages, or be transferred to police for potential enforcement action or to trained volunteers who attempt to discourage further attempts to buy sex. Freight and rail networks across the United States face mounting risks from weather-related hazards and other systemic disruptions that threaten operational continuity, economic stability, and community well-being. While state freight plans are federally mandated, local and metropolitan freight planning varies widely, leaving gaps in how resilience is addressed across scales. This study examines how resilience is being integrated into freight and rail planning through a two-part approach: (1) a content analysis of 43 recent state and metropolitan freight plans, and (2) a nationwide survey of 56 transportation professionals engaged in freight and rail planning. Wildfires are becoming increasingly frequent and severe, creating growing risks for mid-sized communities with limited emergency response resources. The January 2025 Los Angeles wildfires—which burned more than 57,000 acres and destroyed over 18,000 structures—underscore the urgent need to strengthen wildfire response strategies through the integration of unmanned aerial systems (UAS) (Hardy, 2025).
This study develops a scalable framework for drone-assisted wildfire response in resource-constrained environments. Oral history interview with John Barry, who has served as Executive Director of the Southern Tier AIDS Program (STAP) since 2008. He was born in Endicott, New York in 1966, grew up in Vestal, and attended high school at Seton Catholic Central in Binghamton before serving in Germany with the United States Army during the early 1980s. When he returned to Broome County in 1987, some of his friends had been affected by HIV/AIDS and, while earning a degree at SUNY Binghamton, Barry became involved in mutual aid efforts to help people affected by the disease. Should We Flee? The Mortality And Economic Impacts Of Hurricane Evacuation Orders, Lucas Kaplan

I estimate the mortality and county-level regional economic impacts of hurricane evacuation orders using a novel instrumental variables framework. Relative to similarly affected but non-evacuated areas, evacuated counties experience fewer deaths but lower personal income, employment, and business establishments into the second year following the storm, likely stemming from delayed returns in wealthier neighborhoods. I then develop a threshold decision rule that balances the mortality benefits against these persistent economic costs and apply this framework to orders issued from 2016–2022. Incorporating these persistent economic costs alters policy evaluation: the largest orders generate net benefits that dwarf their costs, but the …

Focusing on the period from 2021 to 2024, this monograph argues the declassification and public disclosure of US intelligence in anticipation of Russia’s invasion of Ukraine—together with the subsequent sharing of intelligence with Ukraine during the conflict—have significant implications for national security policy making and military operations in future support of allies and partners. The monograph differs from previous studies in three ways. First, it examines public disclosure as a tool of strategic messaging in information warfare. In November, 2022, the giant cryptocurrency exchange FTX filed for bankruptcy. The financial fallout from that event, including two bank failures, made crypto politically radioactive. Yet less than three years later, crypto, like Donald Trump himself, staged a triumphant Second Coming, as the President signed into law the so-called “GENIUS Act” – short for Guiding and Establishing National Innovation for U.S. Stablecoins. Analysts have traced the industry’s phoenix-like resurrection, showing how key crypto billionaires and companies aligned with Trump early in the 2024 campaign, transforming him from a skeptic into a political champion. The accelerating militarization of artificial intelligence (AI) has transformed the ethics, politics, and governance of warfare. This article interrogates how AI-driven targeting systems function as epistemic infrastructures that classify, legitimize, and execute violence, using Israel’s conduct in Gaza as a paradigmatic case. Building on interdisciplinary debates in security studies, critical technology studies, and international law, the paper advances the concept of "genocide by algorithm"—a mode of technologically mediated extermination in which opaque computational systems automate and rationalize mass violence. The study argues that these systems collapse distinctions between military and civilian targets, and between intentional and accidental harm, thereby eroding …

The governance of new pollutants has been becoming a critical strategic demand for the high-quality development of China. The policy will be further advanced during the coming National 15th Five-Year Plan period. Super political action committee (Super PAC) spending has become a prominent feature of U.S. elections, yet limited research had examined how independent expenditures related to electoral success in competitive U.S. House races and whether that relationship varied by candidates’ abortion policy positions in the post-Dobbs era. Grade retention policies create incentives for students to make adequate progress ahead of evaluation. The threat of retention thus has the potential to affect all students’ academic outcomes, increasing achievement especially among students with test scores near the retention policy’s threshold. By using unique data from Ohio which allows us to implement a regression discontinuity design, we find that students exposed to the threat of retention in Grade 3 experience larger learning gains than students who are not under retention threat. As the building sector shifts toward community-led energy efficiency (EE) initiatives to mitigate the climate crisis, scaling adoption requires understanding behavioral drivers. This study examines key drivers of EE measure adoption: perceived non-energy benefits, trusted advisors, and behavioral signaling. This research contributes to the energy policy and social science literature by empirically linking social trust with signaling preferences. It extends existing EE adoption decision theories by identifying distinct clusters of “expert” versus “close” advisors across demographic groups. Data from an experimental survey (n = 238) in Portland, Oregon, were analyzed using principal component analysis (PCA) and multivariate regression modeling. Results …
