The CMC Grant Program remains a vital statewide investment in equitable access to justice and community well-being in Massachusetts. In FY2025, the Commonwealth allocated $3,100,202 to the Program, with $2,376,002 awarded directly to 12 community mediation Centers for operational support, technical assistance, and participation in statewide initiatives. These funds continued to serve as the financial foundation of the community mediation system, accounting for half of Centers’ collective revenue and enabling them to leverage an additional $2,435,797 from private, municipal, state, and federal partners—demonstrating strong public return on state appropriations. In Nepal, landless populations can broadly be categorized into two groups: urban squatters and rural landless families. Each group can further be distinguished by its level of political connection and access to power.

Among urban squatters, politically connected groups often occupy open public spaces in cities with some degree of protection or tolerance from political parties. In contrast, less powerful urban squatters usually settle on public land because they cannot afford formal housing. These settlements are commonly located in unsafe or marginal areas, such as riverbanks, flood-prone zones, and unused public spaces. Despite these risks, many remain in urban areas …

This paper will evaluate how security governance contributes to both the development of democracy and the establishment of stable institutions within newly independent post-colonial states in Africa. Security governance is examined here as it relates to the long-term influence of colonial legacy, military presence, and the politicization of the security services. The authors have based their analysis of this issue on qualitative data gathered from Nigeria, Ghana, South Africa, Democratic Republic of Congo, and Kenya. While breastfeeding is recognized as fundamental to global public health, oral restrictions that can affect infant latch, milk transfer, and feeding efficiency warrant further examination within policy frameworks. This dissertation proposes an expanded conceptualization of tethered oral tissues (TOTs) that encompasses not only anatomical frenal restrictions but also fascial tensions, neuromuscular limitations, and other conditions restricting orofacial function that may be congenital or acquired. On June 28, 2021, activist Ibrahim Mohammed (Macho Kaaka) was murdered in Ejura, Ghana, after using social media to criticize government failures. When protesters demanding justice were shot by security forces, politically engaged Ghanaian hip hop artists refused silence, contributing to Ghana’s #FixTheCountry movement—the nation’s largest youth mobilization in a generation. Yet scholarly debates about how hip hop contributes to social change remain unresolved, divided between those celebrating its activist potential and those critiquing its limitations. Transit-Oriented Development (TOD) is a cornerstone of California’s climate and land use policy, promising walkable, compact neighborhoods near high-quality transit. However, these benefits are not always distributed equitably. This study introduces a scalable framework for identifying and scoring Affordable Transit-Oriented Development (A-TOD) across the state’s High-Quality Transit Areas (HQTAs). The goal is to equip policymakers, planners, and housing agencies with tools to evaluate station areas based on their physical form, affordability, and equity outcomes. Immigration remains one of the most contested public policy issues in the United States, and racial attitudes have become increasingly important in shaping public opinion and political debate. While prior research has shown a strong relationship between racial resentment and restrictive immigration attitudes, less is known about whether these attitudes extend to legislative discourse and the adoption of immigrant-inclusive state policies. In recent years, the Division for Early Childhood (DEC) of the Council for Exceptional Children (CEC) has put forth recommendations for the field through the development of the Position Statement on Ethical Practice and Personnel Standards in Early Childhood Special Education. Additionally, principles outlined in the Early Childhood Education/Early Intervention/Early Childhood Special Education (ECE/EI/ECSE) Crosswalk and the DEC promote supervised, community-based learning across varied environments and the birth-to-age-8 continuum. This article, which includes four figures, provides support to faculty in developing experiential learning opportunities (ELOs) within their programs of study for EI, ECE, and/or ECSE preservice professionals.

Beneath the policy debates of many environmental controversies lies a dynamic network of actors making claims, forming coalitions, and contesting policy discourses. Drawing on theories of discourse coalitions, discourse networks, network brokerage, and public finance, and using the Delaware River Basin hydraulic fracturing debate as a case study, this dissertation examines how discourse coalitions evolve, how discourse brokers shape coalition dynamics, and whether resulting policy decisions produce meaningful fiscal consequences. This study aims to explore the mediating role of entrepreneurial capabilities in the relationship between digital transformation and competitive advantage in the Iraqi banking sector. The study adopted a descriptive-analytical approach, and data were collected through questionnaires distributed to 235 managers in private banks in Iraq, using a structured survey instrument. Structural Equation Modeling (SEM) was employed via AMOS v.25 to analyze the data and test the hypothesized relationships. Artificial Intelligence (AI), especially Generative AI (GenAI), is transforming how we work, learn, acquire, produce, and deliver knowledge, as higher education experiences existential pressures, including demographic changes that reduce enrollment and revenues, as well as shifting public and government perceptions of higher education's value.

This hermeneutic phenomenology dissertation study explores how faculty early adopters critically engage, innovate, and experiment with this nascent transformational technology in their pedagogies amid multilevel pressures: macro—market-driven (neoliberalism) logic, Big Tech, and demographic change; meso—institutional policy, broader faculty community, and pedagogical innovation; micro—widespread student adoption, pedagogical experimentation, and innovation.

This qualitative study investigates how pedagogical choices in Israeli-Palestinian peace education programs shape the enactment of educational aims related to citizenship, justice, and democratic engagement. Drawing on interviews, observations, and document analysis from four educational organizations working with Jewish and Palestinian citizens of Israel, the study explores how educators navigate core dilemmas including whether and how to address the conflict directly, contend with language asymmetries, respond to participant resistance, and facilitate dialogue during periods of political violence. Adolescents in the United States (U.S.) are experiencing a mental health crisis, with disproportionately high prevalence rates among marginalized youth. Approximately 1 in 5 adolescents are diagnosed with a mental, emotional, or behavioral condition (Panchal, 2024; Sappenfield et al., 2024). Yet, an estimated 40% (1.8 million) of adolescents aged 12-17 who experience a major depressive episode did not receive treatment (Substance Abuse and Mental Health Service Administration, 2024). This study addressed a gap in the existing research, as prior studies have examined special education policy and school-level implementation challenges, but few have explored the experiences of general education teachers implementing inclusion in low-socioeconomic public schools. This qualitative study explores how Chicana and Mexican American teachers and librarians along the Texas-Mexico border describe their experiences navigating books bans and curriculum restrictions. Through a Chicana feminist epistemological lens, the research centers the testimonios of four educators who reflect on their lived experiences navigating censorship, representation, and professional identity in politically charged educational spaces.

Using a testimonio-based methodology, participants shared personal narratives that illuminated how state politics and local interpretations of "appropriate" texts shape classroom and library decisions.
