Faculty and Staff Publications

New Orleans, Louisiana, faces profound environmental vulnerabilities arising from the convergence of industrial pollution, urban runoff, and climate change–driven weather events. This paper examines systemic challenges affecting water and air quality in the region, with particular focus on low-income and marginalized communities disproportionately burdened by environmental degradation. Drawing on educational and community-based monitoring initiatives at Xavier University of Louisiana and Southeastern Louisiana University, we highlight the integration of student learning with real-time data collection of contaminants such as fecal coliforms, heavy metals, hydrocarbons, and polycyclic aromatic hydrocarbons (PAHs). The aftermath of Hurricane Katrina revealed significant fecal contamination in sediment layers, …

Analyzing Methods To Support Students Left Behind In Colorado Primary/Secondary Schools, Grace Hudson

Undergraduate Theses, Capstones, and Recitals

In the United States, there has been an increase of deportations, since 2024, of undocumented immigrants. This has disproportionally affected Mexicans and others from Latin American countries (Dreby 2012) due to them being the largest group of undocumented people in the United States. One effect of these deportations is an increase in children that are left in the United States while their parent(s) are in detention or have been deported. Some of these children are in mixed-status families, which means that the child has a different citizenship status than their parents or other members in their family, which allows for …

Mineta Transportation Institute

Access to healthcare is a key component of public health equity, yet many U.S. communities remain dependent on private vehicles for medical travel. This study introduces an integrated framework, the Transit+Walk Score (TWS), to evaluate how effectively residents of Sacramento, California, can reach healthcare facilities via public transit and how safely, comfortably, and conveniently they can walk from transit stops to those facilities. The research aims to inform planners, transit agencies, and policy makers in designing equitable and multimodal transportation systems. The research team combined geospatial network modeling and field-based walkability audits to assess 123 healthcare facilities across Sacramento, with …

The Development Of Poker As A Sport In Japan: Intersections With Culture, Law And Public Administration, And Community, Masatoshi Minowa

Japanese Society and Culture

This study examines the emergence of poker as a competitive mind sport in Japan, a country where strict anti-gambling laws (Penal Code Article 185) prohibit cash wagering. Drawing on secondary materials—including newspaper and magazine reports, and online media—as well as primary data from Poker Guild Corporation and interviews with the Kamiichi Town Planning Division, the research applies established theoretical frameworks (Getz & Page’s event tourism, Putnam’s social capital, Reith’s techno-economic systems) to analyze the distinctive evolution of Japanese poker culture. Findings reveal that tournament‐focused venue operations and the innovative Poker Web Coin system have fostered a nationwide network of skill‐based …

Healthcare Decision-Making In An Ageing Society: Legal, Policy, And Ethical Challenges In Japan, Yukio Sakurai Mar 2026

Healthcare Decision-Making In An Ageing Society: Legal, Policy, And Ethical Challenges In Japan, Yukio Sakurai

Japanese Society and Culture

This paper examines the evolving landscape of healthcare decision-making in Japan’s rapidly ageing society, with a focus on the legal, policy, and ethical challenges it entails. It analyzes the limitations of the adult guardianship system, the risks associated with family-dependent decision-making, and the underutilization of advance care planning (ACP). The study further considers how demographic shifts, advances in medical technology, and socio-legal inertia affect end-of-life care, particularly for individuals with diminished capacity. A central theme is the inherent ethical dilemma in balancing individual autonomy with Japan's cultural context, where explicit self-assertion can be challenging, especially for older adults. Cultural dimensions …

Institutional Transitions In The Employment Of Foreign Workers In Japan’S Agriculture And Food Manufacturing: From Technical Intern Training To Employment For Skill Development And Specified Skilled Worker In Comparison With The Uk, Tomoyuki Kuwaharada

Japanese Society and Culture

This paper investigates the institutional transition in Japan’s acceptance of foreign workers in the agriculture and food manufacturing sectors, focusing on the restructuring of entry-stage training schemes and their linkage to skill-based employment. In particular, it traces the shift from the Technical Intern Training Programme (TITP) to the Employment for Skill Development (ESD) Programme as the primary entry route, and examines how these institutional changes are embedded within the Specified Skilled Worker (SSW) framework.

Drawing upon official statistics from 2012 to 2024 and sector-specific case studies, the analysis demonstrates that the introduction of the SSW status in 2019 marked a …

A Decade Revealed By Npo Financial Data In A Depopulating Region — Tottori Prefecture, Japan, 2014–2023, Yoshinori Shimosakai

Japanese Society and Culture

This paper examines the quantitative scale, field composition, and financial structure of nonprofit organizations (NPOs) in rural regions experiencing population decline and aging at three levels—the nonprofit sector as a whole, policy fields, and individual organizations—and explores their adaptation and sustainability under demographic change. The empirical setting is certified NPO corporations located in Tottori Prefecture. Drawing on publicly available financial data for fiscal years 2014–2023, the study constructs ratio indicators and per-capita indicators and, in particular, depicts recent trends through a two-point comparison between FY2014 and FY2023 together with a description of year-by-year changes. The analysis shows that, although the …

A Consideration Of Food In A Diversity Society, Masayo Morofushi

Japanese Society and Culture

In recent years, the number of foreign visitors such as tourists and businesspeople, and the number of foreign residents such as workers and international students, have been steadily increasing in Japan. However, the decrease in the number of foreign residents in Japan is relatively small compared to the number of foreign visitors to Japan, due to travel restrictions during the COVID-19 pandemic. Regarding restaurants, Japan has experienced diversity, progress, and cross-cultural understanding; however, these changes have been stagnant due to a decrease in the number of foreign visitors to Japan during the pandemic. Many natural disasters have recently occurred, and …

Exploring The Definition Of Child Poverty : For Consideration Of Legal Policy, Kazuko Ikeya, Fumie Adachi, Kazutoshi Imade

Japanese Society and Culture

We explore the definition of child poverty for consideration of legal policy.

Survey of the actual situation in local governments and private organizations concerning child poverty.

① Some parents don’t know how to prioritize their spending, and there are cases where parents don’t provide for their children.

② This cannot be addressed only with financial investment.

It is inappropriate to define child poverty only by low household income. It should also be

defined as whether children are being provided for through their development.

Construction Of Emerging Contaminants Risk Governance System, Cheng Li, Mingcheng Wang, Chunlei Li

Bulletin of Chinese Academy of Sciences (Chinese Version)

Emerging contaminants pose considerable risks to the ecological environment, human health, and social safety. The establishment of an emerging contaminants risk governance system constitutes a crucial component of the national ecological security strategy and the ecological civilization framework in the new era. When examined through the lens of the holistic view of national security and guided by the ecological civilization philosophy of the new era, China’s current efforts in managing emerging contaminants reveal several shortcomings—including a fragmented and incomplete risk management system, as well as preliminary stages in chemical environmental management policies and related technologies. Therefore, grounded in national conditions …

Public Policy Issues Faced By Educators Teaching Incarcerated Youth, Tariq Shabazz Mar 2026

Public Policy Issues Faced By Educators Teaching Incarcerated Youth, Tariq Shabazz

Walden Dissertations and Doctoral Studies

Educational policies at the federal, state, and juvenile levels shape the academic transfer and reintegration processes for youth returning from confinement to public schools in the United States. Despite the passage of the Every Student Succeeds Act of 2015, the literature indicates that policies at the federal, state, and programmatic levels were not fully aligned. Each required education to be provided to juveniles while incarcerated, but each did not show how this education was transferred afterward or if this was a requirement at each level. The purpose of this general qualitative study was to conduct a comparative policy analysis of …

U.S. Foreign Aid’S Effects On Un Voting Patterns From Years 2017-2023, Brody Young

Undergraduate Theses

This is a study of the relationship between U.S. Foreign Aid and its effects on a receiving nation’s voting coincidence, with voting coincidence measuring how often a nation votes the same as the U.S. in the UN General Assembly. In this study the dependent variable is voting coincidence in the UN General Assembly. The primary independent variable is the average amount of foreign aid UN nations have received from the U.S. in 2017-2023. With several other more minor independent variables including average GDP of nations from 2017-2023, the average population of a nation from 2017-2023, whether a nation is a …

Legal Permanent Residents’ Five-Year Residency Benefits Restriction, Enoch Olayinka Badamosi Mar 2026

Legal Permanent Residents’ Five-Year Residency Benefits Restriction, Enoch Olayinka Badamosi

Walden Dissertations and Doctoral Studies

The contemporary U.S. welfare system, shaped by the 1996 Personal Responsibility and Work Opportunity Reconciliation Act and reinforced by the Illegal Immigration Reform and Immigrant Responsibility Act, established structural exclusions that bar lawful permanent residents (LPRs) from accessing core social welfare programs during their first five years of residency. Existing research provides support that exclusionary provisions caused economic instability, bureaucratic discrimination, and racialized stigma for immigrant participants, limiting access to basic needs, reinforcing poverty, and ultimately eroding trust in U.S. institutions. The purpose of this study was to bridge the gap in knowledge by examining the cumulative socio-economic and moral …

Dating Among University Undergraduates Living With Disability In South-Western Nigeria, Usman A. Ojedokun, Bukunmi I. Oluborode, Lateef J. Adeyemo

The Journal of Social Encounters

In many university campuses in Nigeria, undergraduates living with disability are visible and functionally involved in academic, political, social, and religious activities. However, the social life of these students is hardly the focus of scholarly research. Therefore, this study explored dating behaviours among undergraduates of selected public universities in south-western Nigeria living with disability. The social disability model was employed as the conceptual framework. Data were elicited through in-depth interview and focus group discussion methods.  Findings showed that the choice of partners among undergraduates living with disability was guided by trust, communication, emotional safety, shared values, and acceptance of disability …

Where Are The Women Memorialized? Commemoration Of Women In The U.S. Congress, Deborah Saki, Alexander Leasure Mar 2026

Where Are The Women Memorialized? Commemoration Of Women In The U.S. Congress, Deborah Saki, Alexander Leasure

The Journal of Social Encounters

In the United States, a study of the memorialization of political actors through monuments reveals the disgracefully small number of women memorialized. We find little effort to preserve the memory of trailblazing women in the U.S. Congress. By 2021, as the National Monument Audit indicates, only two congresswomen were memorialized in public spaces across the country: Rep. Barbara Jordan (D-T.X.) and Rep. Millicent Fenwick (R-N.J.). Drawing on frameworks of historical memory and theories of reputational politics, we examine the public conversations that led to the memorialization of these women. We find motive, institutional power, and clarity of narrative in …

Frontline Medicine During War In Sudan: Confronting Health System Collapse, Mogahed Halaly

The Journal of Social Encounters

Since the outbreak of war in Sudan in April 2023 between the Sudanese Armed Forces and the Rapid Support Forces, the country’s fragile health system has deteriorated rapidly. As hospitals closed, medical supplies vanished, and millions were displaced, frontline health workers were forced to make impossible choices. This essay recounts my experience as a young physician during the collapse of Sinnar Teaching Hospital, my displacement to White Nile State, and the creation of a community-led humanitarian initiative that provided clinical care, shelter, food, and livelihood support to thousands. It reflects on the intersection of war, displacement, public health collapse, and …

Islamic Relief As A Transnational Advocacy Network In Building Global Solidarity For Gaza, Nura Alanda Nabila, Zhafirah Fatin Azzah, Nuraeni -, R. Dudy Heryadi

The Journal of Social Encounters

This article examines the role of Islamic Relief in supporting Palestine from the perspective of the Transnational Advocacy Network. The conflict in Palestine, particularly in Gaza, raises the central question of how non-governmental actors contribute to global advocacy efforts amid the large-scale civilian suffering. The article is based on qualitative research, utilizing a literature review as a data collection technique, with constructivism as the theoretical framework. This study positions Islamic Relief as a transnational humanitarian organization whose work is shaped and rooted in Islamic values. The findings showed that the efforts to address the crisis in Gaza are carried out …

Introduction: The Arab World And Middle East In An Age Of Dynamism And Change, Eslam Elbahlawan, Mawa Mohamed, Ron Pagnucco

The Journal of Social Encounters

On February 28, 2026, the United States and Israel began a massive joint military attack against the Islamic Republic of Iran to which Iran has responded. At the time of the publication of this issue, the fighting continues and could become more widespread; the ultimate outcome of the conflict is unknown.  This conflict highlights the importance of a deeper understanding of the region.

In the shadow of these events, people of the Middle East once again find their lives reordered by decisions taken far above their heads and far beyond their borders. The current war not only devastates cities, infrastructure, …

Identifying Common Trend Determinants In Panel Data, Yoonseok Lee, Peter C. Phillips, Suyong Song, Donggyu Sul Mar 2026

Identifying Common Trend Determinants In Panel Data, Yoonseok Lee, Peter C. Phillips, Suyong Song, Donggyu Sul

Center for Policy Research

This paper develops a novel method for identifying observable determinants of latent common trends in nonstationary panel data, which are typically removed or controlled in two-way fixed effects regressions. By examining cross sectional dispersion processes, we assess whether panel series exhibit distributional convergence toward specific observed time series, revealing them as long run determinants of the underlying latent trend. The approach also offers a new perspective on cointegration between time series and panel data, focusing on the relative variation of the panel data with respect to the cointegration error. Applying this method to U.S. state-level crime rates demonstrates that the …

Can Mayor Mamdani Freeze The Rent? It’S Complicated, Nestor Davidson, David J. Reiss Mar 2026

Can Mayor Mamdani Freeze The Rent? It’S Complicated, Nestor Davidson, David J. Reiss

Cornell Law Faculty Publications

In Can Mayor Mamdani Freeze the Rent? It’s Complicated, former New York City Rent Guidelines Board (RGB) chairs Nestor Davidson and David Reiss examine the legal and policy realities behind Mayor Zohran Mamdani’s campaign promise to freeze rents for the city’s approximately one million rent-stabilized apartments. The authors explain that, although the mayor appoints members of the RGB, state law grants the board—not the mayor—the authority to set annual rent adjustments using statutory criteria and economic data. They argue that the RGB must independently evaluate evidence concerning tenant affordability, landlord operating costs, and the overall health of the city’s …
