The concern of this dissertation is planning theory and practice; its purpose is to make planning more responsive to the problems of the city. The premise that the study is built on is that social planning must be in harmony with the nature of its subject matter, and that social problems is its subject matter. The supposition is that if we grasp the nature of social problems and build planning theory and practice on these insights, planning efforts will be more relevant and more effective.

This article is an analysis of the Wild case that was heard on 15 June 1976 by Judge Lloyd Jones of the County Court, Warrington.
In order to vote, the person's name must appear on the register of electors as a resident of a particular locality. Any place where the elector legitimately resides (even a hostel, a general hospital or a university) may be used as an address which qualifies a person for entry onto the register. The purpose of this study was to identify the functional problems and informational needs of LDS chaplains and bring together official Church statements in relation to them. A list of these needs was obtained by use of interviews and questionnaires from chaplains who have served since the Korean War. Information was also gathered from Military Relations Department files of The Church of Jesus Christ of Latter-day Saints.
Research revealed that many Church statements, pertaining to functional problems and informational needs, were in existence but were not always easily accessible or did not adequately answer specific questions. It was also found …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

During the decade of the 1960's there was continually increasing interest in the programs of public welfare. This interest sprang from several sources. Citizens, always worried about welfare expenditures, developed resurgent concern. Recipients, long a quiet group, became more active, forming the National Welfare Rights Organization. And then there was the rediscovery of poverty as a social problem, and a realization that very many Americans were poor, many more than anyone had somehow realized.
The general interest in poverty and the measures used to relieve it had an effect on the academic community, generating some sustained and critical attention to …

A reading of recent studies in preventative health care behavior recalls the proverb about the blind men and the elephant: each man is able to describe the part of the animal he is closest to, but none can see, and so none can put their diverse and often contradictory opinions together to come up with an accurate description of the whole elephant. Our study is concerned with the effects of filing for divorce on the behavior of children. We are interested in the adjustment of the child to the changes which occur during separation and divorce, and we maintain the attitude that the lives of children are affected in some way when a marriage or family unit dissolves. A generally accepted belief is that divorce produces negative consequences in the lives of children as shown in their behavior. During the past several years, service delivery for mental health in Clark County has changed dramatically. The increase in funding from the federal government in the 1960's, the trend toward de-institutionalization, the emphasis on local control and administration, the proliferation of service agencies and types of programs, and the increase in demand for mental health services, has created the complex, multi-dimensional, multi-funded "system" called the mental health system.

Beginning with this issue of the Review, CAUR will compile and report quarterly economic data pertaining to 25 Standard Metropolitan Statistical Areas {SMSA's) located in the 11-state Mid-Continent Region. The states included in this Region are Montana, Wyoming, Colorado, North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Missouri, Iowa and Minnesota. Comparative statistics on {1) average weekly income of production workers, {2) non-agricultural wage and salary employment, {3) employment in the construction industry, and {4) unemployment are presented in Table I for each of the 25 SMSA's.

The development of Reston, Virginia and Columbia, Maryland in the early 1960's produced much speculation concerning the role of new towns in future urban growth. Supporters of new towns have offered them as prescriptions for many of the ills found in urban America today: as opposed to the sprawling, often poorly designed and frequently single class typical suburban community. However, in the decade that has passed since the inception of Reston and Columbia large numbers of planned new towns have not been built, due in large part to the myriad problems of new town development which are now general knowledge.

I shall present a selective overview of recent themes and directions in social research on housing in the U.S. I narrowed the topic by focusing on research centering on the family and on neighborhood. These topics offer ways to concentrate on "social" research and to narrow a rather broad topic.
My meaning of "social" research encompasses work not only by sociologists. It also includes the separate or collaborative work of other disciplines, especially psychology, anthropology, social psychology, architecture and urban planning. America's 15 HUD-aided new towns are mired in such serious financial problems as to make likely the emphatic close of the 1968-1974 Golden Age of modern new town development. Contrary, however, to present-day indications there is reason to expect a revival of new town prospects in the late 1970's, and social welfare components may be center stage in the matter.

This report discusses the role housing assistance has played in the United States in decreasing social inequality of America's poor, and then, in more detail, discusses the degree to which a housing allowance program, now being experimented with, might do a better job of diminishing social inequality. The report is based on the author's ten years of research on subsidized housing programs, especially public housing, new towns, housing for the elderly, and most recently, the HUD experymental housing allowance program and European housing allowance programs.

There is greater public confusion over housing policy today than there has been in any comparable period in the last thirty years. The Nixon-Ford administration's wholesale program terminations and budget slashes only cloak the problem temporarily. Everyone agrees that the ostrich ought to get his head out of the sand, but few agree where he should go once he doel so. Housing allowances, at this point, seem to many the best answei; at least they haven't been proven wanting yet. But others disagree, and certainly there is reason to be wary.

It is the premise of this paper that forced urban resettlement has more devastating consequences for children and their families than the usual voluntary moving process. The moving process, whether forced or voluntary, involves the following phases: a decision to change the place of residence, an exploration of housing opportunities in various areas, the final selection of one of these, activities associated with making the move, and activities associated with getting settled in the new house and neighborhood.
