Social Choice And Policy Formulation: Problems And Considerations In The Construction Of The Public Interest, Irv Berkowitz
The Journal of Sociology & Social Welfare
The need for and adoption of certain social policies for the nation are frequently rationalized by their advocates as being in the public interest. Often, though, the interest of the many merely disguises the special interests and wants of the few. It is obvious that the social choices made in the policy process only rarely benefit the interests of all without being adversely consequential to some. This paper argues that the problem of social choice in the conflictual process of policy making is as much a conceptual dilemma as a practical political or economic one. A major source of this …

Internal migration patterns have shifted markedly in the United States during the twentieth century. The exodus of rural populations to urban centers which dominated internal migration during the nineteenth century continued into the twentieth. By mid-century, however, that earlier pattern had given way to different, dominant trends. Attitudes Of A Selected Sample Of Middle-Aged Women Toward Aging, Helen Jane Speece

The primary objective of the study was to survey attitudes of middle-aged women toward aging. The secondary objective was to give direction in planning educational programs for this age group. The problem was to determine the relationship among attitudes toward aging and attitudes toward self, satisfaction in resolving developmental tasks, and contact with older people and planning for old age. An analysis was also made of the relationship of attitudes toward aging and perceived financial security and perceived health in old age. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

When reality does not match the dream nations tend to suffer. In Israel unemployment compromises social democratic ideals. The country oscillates between bombast and despair. Official data is not trusted. Those who leave Russia on Israeli visas and do not come are "dropouts." Those who leave Israel for other countries are "yordim." Those who go to work every day when there is nothing to do are draining the nation with "hidden unemployment." These are terms of derision. Public Monitoring Of Contracts With Nonprofit Organizations: Organizational Mission In Two Sectors, Bruce S. Jansson
The Journal of Sociology & Social Welfare
Public officials in the human service delivery system must wrestle with complex decisions regarding utilization of agencies in the nonpublic sector to deliver publicly funded services. Data from a survey of 167 agencies in a major metropolitan area suggest that there are still substantial differences in priorities and service approaches of public and nonpublic agencies. These differences suggest that public officials may need to devote more resources to ascertaining whether and when public agencies should themselves deliver publicly funded services and to strengthening public monitoring of contracts in the private sector.

Survey Of Nebraska Women's Employment Participation, Attitudes, And Needs, Murray Frost

The purpose of this report is to present an analysis of the survey data collected by the Center for Applied Urban Research concerning Nebraska women and their participation in the labor force.
The survey, conducted in November and December, 1978, involved a random telephone survey of 1,640 women between the ages of 18 and 64. The survey focused on three broad areas: 1) current labor force characteristics and other questions related to current work, 2) attitudes and perceptions related to work and working women, and 3) needs for·training and information. The first three sections of this report present these data. …

Effective administration of social welfare programs requires the integration of knowledge of social policy with the understanding of the theory and practice of management and administrative decision making. This integration of substantive knowledge of social policy with administrative practice is needed to avoid overemphasis on means to the detriment of the goals of social programs. This paper discusses a policy analysis framework in relationship to a model of decisionmaking which includes rational and non-rational elements. The tremendous growth of government occasioned by greater involvement in the social and economic life of the nation has been the cause of many concerns. Two perennial concerns have been the extent to which the government can prevent public access to information on the basis of which policies and decisions are made and the possibility for misuse by the government of information private to individuals or business firms. The Significance Of Projecting Enrollment In Determining School District Apportionment Revenue In Washington State For 1979, Charles M. Plesha

The enrollment of the Sunnyside School District for the 1979-80 school year was estimated. This enrollment figure determined the potential staff allocation size, which in turn determined the 3010 apportionment revenues from the state. Revenues, likewise, determined the district's 00, 30 and 97 programs' staff expenditures. Those predictions were made for the general fund budget only. In addition, other revenues received from the state by Sunnyside School District, which effected the 3010 apportionment account, were explained. Actual historical enrollment data of Sunnyside School District No. 201 were utilized to make all projections as meaningful as possible.
