Rivergrove: An Analysis Of Services, Kathi Arlene Ketcheson, Sheldon Edner

Center for Urban Studies Publications and Reports

Under the Land Conservation and Development Commission Public Facilities Planning Rule, cities in Oregon are required to develop public facilities plans or planning processes to meet the needs of their communities. The City of Rivergrove requested the Center for Urban Studies to undertake this report as part of its compliance with the LCDC rule. Increasing urbanization and demand for services in the area surrounding Rivergrove present this small city with a unique set of planning issues, including the provision of sewer services to its residents. This report examines the City's financial background and three alternatives for service provision: maintaining the …

The Role Of The Nurse Middle Manager In A Military Health Care Setting, Terry Brown Jul 1985

The Role Of The Nurse Middle Manager In A Military Health Care Setting, Terry Brown

Ellmer School of Nursing Theses & Dissertations

This study examined the expectations and perceptions of 63 military nurse participants from all levels of the nurse hierarchy for the role of the military nurse middle manager. Utilizing a tool developed by the researcher, the MMRQ, the study sought to explore role clarity and the importance of the management principles: planning, organizing, staffing, directing, and controlling. Relationships and differences in nursing perceptions were analyzed using Pearson Correlation and Discriminant Analysis. Although the hypothesis of no relationship between expectations and perceptions could not be supported, findings revealed role confusion for two nurse hierarchical levels. The study showed military nurses differed …

Book Reviews: The Endangered Metropolis, Richard A. Hogarty

New England Journal of Public Policy

Reviews of books by Anne Whiston Spirn, Jane Jacobs, George Gallup, Jr., Gary Gappert, and Richard V. Knight.

What all of these books have in common is the futuristic glimpse they give us into urban life in the twenty-first century. In approaching such a milestone, one can be either an optimist or a pessimist. These authors present a balanced mixture; they bring tidings of good news and bad news. As one of them aptly puts it: "In the present lies not only the nightmare of what the city will become if current trends continue, but also the dream of what …

Urban Public Services: What The Future Holds, Robert Morris Jun 1985

Urban Public Services: What The Future Holds, Robert Morris

New England Journal of Public Policy

Health and welfare are usually considered secondary or peripheral concerns of modern society. The article considers how questions about the provision of social welfare are imbedded in the economic, social, moral, and political fabric of contemporary America and New England. Underlying trends of economic, social, and attitudinal change are outlined, and implications for the future are considered. The article also considers the role of universities in equipping the next generation of citizens to cope more effectively with the complex issues that are forcing a restructuring of urban services.

Fiscal Paternalism And New England Cities: A Policy For The Year 2000, Mark S. Ferber, Elizabeth A. Ferber Jun 1985

Fiscal Paternalism And New England Cities: A Policy For The Year 2000, Mark S. Ferber, Elizabeth A. Ferber

New England Journal of Public Policy

The following commentary explores the future of urban public finance by focusing on the fiscal ills of New England's major cities. The impact of general revenue sharing, categorical grants, federal tax policy, state aid, and own-source city revenues is assessed in light of a city's ability to support itself. The authors conclude that a pattern of "fiscal paternalism" — the past and present policies for annual financial assistance to narrow the expenditure-revenue budget gap — must be altered if cities are to enter the twenty-first century as fiscally stable governments capable of providing the necessary services for a varied constituency.

Community-Based Housing: Potential For A New Strategy, Rachel G. Bratt Jun 1985

Community-Based Housing: Potential For A New Strategy, Rachel G. Bratt

William Monroe Trotter Institute Publications

While the housing problem in the United States has changed since Franklin Delano Roosevelt proclaimed that "one-third of the nation is ill-housed," it has by no means disappeared. For most low-income people, and to a lesser extent for moderate income people, housing still presents formidable problems.

Academics and housing analysts recognize four major aspects of the housing problem: affordability (ratio of housing costs to income), adequacy (including quality and overcrowding), neighborhood conditions, and availability. Over the past decade, the nature of the country's housing problem has undergone some important transformations.

Until ten years ago the phrase "housing problem" conjured up …

Boston's Recurring Crises: Three Decades Of Fiscal Policy, Joseph S. Slavet, Raymond G. Torto Jun 1985

Boston's Recurring Crises: Three Decades Of Fiscal Policy, Joseph S. Slavet, Raymond G. Torto

McCormack Graduate School General Publications (active until 2013)

The word "deficit" has dominated the most recent 35 years of Boston's fiscal history. This report probes the experience and lessons of this history in order to propose a more permanent resolution of Boston's financial difficulties.

Three deficit categories are identified and analyzed: appropriation deficits, revenue deficits and overlay deficits. Over the past 35 years, the City has had 12 years of appropriation deficits, 19 years of revenue deficits and 28 years of overlay deficits. In each year the City's budget was certified as in balance. Deficits became a way of life. Fortunately the overlay deficit problem, except for the …

Long-Term Trends In Public Concerns In Two Societies, Rachel Kats May 1985

Long-Term Trends In Public Concerns In Two Societies, Rachel Kats

The Journal of Sociology & Social Welfare

Trends in public concerns from the early 1960's to the mid-1970's are compared for Israel and the United States, relating changes in concerns to historical and social change which occurred during the decade in both societies. The analysis is based on open-ended questions regarding views of either personal or nation's future -- hopes and fears for that future -- and a Self-Anchoring Rating Scale, by which the respondent evaluated personal and nation's situation in various time perspectives. The Israeli's future perspective became centered around peace and war, removing other issues to a secondary plane of concern. In contrast, the American …

Health And Social Welfare Needs Of The Elderly: A Preliminary Study, Baxter Wright, Bruce A. Thyer May 1985

Health And Social Welfare Needs Of The Elderly: A Preliminary Study, Baxter Wright, Bruce A. Thyer

The Journal of Sociology & Social Welfare

In a period of shrinking fiscal resources it is especially important that budgetary decision-making processes be based upon empirical data relating to the actual health and social service needs of the elderly. The present study consisted of a comprehensive survey of the social service needs of a random sample of 75 normative elderly citizens drawn from a multi-ethnic population. The results provide a preliminary data-base for administrative and policy-making bodies to allocate scarce social service resources.

In an era of shrinking fiscal resources and drastic cuts in the provision of human services, funding decisions and budgetary allotments are often made …

Determinant Factors In The Utilization Process Of Social Services In Saudi Arabia, Fahd Abdullah Ali Dileym Apr 1985

Determinant Factors In The Utilization Process Of Social Services In Saudi Arabia, Fahd Abdullah Ali Dileym

Dissertations

The Deputy Ministry of Social Welfare and the Deputy Ministry of Social Security provide a spectrum of social service programs and activities. However, utilization of the designated services is incapacitated by the existing gap between the potential clients and the social service providers. Certain barriers have contributed significantly to the clients' underutilization behavior of the assigned services.

Accordingly, this study had two purposes: (a) to determine whether social services provided by the Deputy Ministries of Social Welfare and Social Security are perceived by administrators, social workers, and college students to be underutilized; and (b) to compare the perceptions of the …
