International Post-Conflict Peacebuilding In Bosnia And Herzegovina And Cambodia, Mia Fisher
International Post-Conflict Peacebuilding In Bosnia And Herzegovina And Cambodia, Mia Fisher
Senior Honors Projects, 2010-2019
The end of the Cold War brought many changes to the international system, including a rise in intrastate armed conflict and violence against civilians. Consequently, the international community performed increasingly complex and multidimensional peace support operations, and peacebuilding advanced onto the international agenda during the 1990s. Despite the increased attention on peacebuilding in recent decades, most operations have been relatively unsuccessful, and local and international actors continue to struggle with how to implement effective policies to rebuild post-conflict states. The purpose of this research paper is to examine how the international community contributes to post-conflict peacebuilding efforts and to better …
Public Access To Crime Maps From Police Agencies: Frequency, Agency Characteristics, And Maps Used, Jordan A. Grant, Kris R. Henning
Public Access To Crime Maps From Police Agencies: Frequency, Agency Characteristics, And Maps Used, Jordan A. Grant, Kris R. Henning
Student Research Symposium
Advances in desktop computing, research and theory addressing the geography of crime, and evidence for the efficacy of hotspot policing have resulted in rapid adoption of GIS mapping technology by police agencies. Some of these agencies have gone a step further and now offer access to crime maps for public viewing through their website or linked services. This includes maps depicting all or some criminal offenses, calls for service, and the location of specific offenders. These maps have the potential to influence community perceptions, and yet we know very little about the prevalence of public crime mapping, the characteristics of …

Ecological Sustainability Within California's Improved Forest Management Carbon Offsets Program, Cory Hertog
Ecological Sustainability Within California's Improved Forest Management Carbon Offsets Program, Cory Hertog
Sustainability and Social Justice
Forest Carbon offsets are being used as a climate change mitigation strategy in multiple programs around the world. But, are programs setup in a way that are ecologically sustainable? This paper reviews concepts pertinent to ecologically sustainable forest management and then examines if Improved Forest Management Carbon offset policies and projects within the California emissions trading scheme are setup in an ecologically sustainable manner. After a review of the Improved Forest Management Protocol and 31 project documents, it is apparent that policies and projects promote aspects of ecologically sustainable management. However, there is room for improvement when managing for natural …

Sustainability and Social Justice
This report details my 2017 summer internship experience; both the report and the internship being requirements of the GIS for Development and Environment Graduate Degree at Clark University. My internship was hosted by the World Resources Institute, an international non-profit organization in Washington D.C. As implied by my position title, “Energy Access-GIS Intern”, I spent the duration of my internship (14 weeks) applying my geospatial expertise to address the topic of energy access which is an issue effecting rural areas of many developing countries. I was given the responsibility of creating an interactive map application of Tanzania accessible by energy …

Sex Trafficking Of Transgender And Gender Nonconforming Youth In The United States, Meaghan Tomasiewicz
Sex Trafficking Of Transgender And Gender Nonconforming Youth In The United States, Meaghan Tomasiewicz
Center for the Human Rights of Children
There is a growing body of research from a variety of disciplines highlighting the overrepresentation of LGBTQ identified individuals among sex trafficked and commercially sexually exploited (CSE) youth. A much smaller subset of this research specifically focuses on transgender female youth. Transgender male, GNC, and intersex youth are largely excluded from the available literature. The issues and obstacles faced by the transgender and GNC communities require specialized services that are not necessarily applicable to the LGBTQ community as a whole due to population-specific healthcare, mental health, and safety factors in addition to employment discrimination, housing discrimination, and familial rejection. By …

We also outline the conclusions drawn from this research and our analysis of the data we uncovered, and make specific recommendations for technology to be utilized in Leicester’s new school. Finally, we present a 3-part framework that …
Colonialism And Peace And Conflict Studies, Sean Byrne, Mary Anne Clarke, Aziz Rahman
Colonialism And Peace And Conflict Studies, Sean Byrne, Mary Anne Clarke, Aziz Rahman
Peace and Conflict Studies
The nature of colonialism is examined in this comparison of British colonial policy in Ireland and Canada toward Indigenous people. The histories and realities of Indigenous peoples’ experiences of colonizing violence are not adequately addressed by the dominant approaches of the democratic peace theory’s universalist neoliberal technocratic values, expectations, and assumptions (see Mac Ginty, 2013). PACS scholars and practitioners need new interpretive frames to make sense of the impact and consequences of colonialism and the intent of genocidal destruction across different colonial contexts in order to understand the deep roots of conflict (economic exploitation, internalization of oppression, racist ideology), and …
Modus Operandi Of Oppressing The “Savages”: The Kenyan British Colonial Experience, Peter Karari
Modus Operandi Of Oppressing The “Savages”: The Kenyan British Colonial Experience, Peter Karari
Peace and Conflict Studies
Colonialism can be traced back to the dawn of the “age of discovery” that was pioneered by the Portuguese and the Spanish empires in the 15th century. It was not until the 1870s that “New Imperialism” characterized by the ideology of European expansionism envisioned acquiring new territories overseas. The Berlin Conference of 1884-1885 prepared the ground for the direct rule and occupation of Africa by European powers. In 1895, Kenya became part of the British East Africa Protectorate. From 1920, the British colonized Kenya until her independence in 1963. As in many other former British colonies around the world, …
The Nation As Corporation: British Colonialism And The Pitfalls Of Postcolonial Nationhood In Nigeria, Benjamin Maiangwa, Muhammad Dan Suleiman, Chigbo Arthur Anyaduba
The Nation As Corporation: British Colonialism And The Pitfalls Of Postcolonial Nationhood In Nigeria, Benjamin Maiangwa, Muhammad Dan Suleiman, Chigbo Arthur Anyaduba
Peace and Conflict Studies
This article re-examines the British colonial policy of indirect rule in Nigeria. Moving away from extant scholarly attention on this colonial policy that focuses on governance through local or native authorities, we focus rather on British colonial rule through imperial companies. We argue that the British colonist did not conceive of or organize “Nigeria” as a “nation”, rather it was administered as a business enterprise in which the Crown depended on companies to “govern” its Nigerian colonies. Accordingly, the idea of the nation as a business enterprise defined its subjects and resources in ways that produced problematic notions of nationhood …
Emerging Grassroots Energy Communities: An Assemblage Theory Analysis, Ali Mohammed Adil
Emerging Grassroots Energy Communities: An Assemblage Theory Analysis, Ali Mohammed Adil
Public Affairs Dissertations - Archive
In context of the federal leadership vacuum in the United States on climate action and sustainable energy development and consequent subnational policy and regulatory variations, the rise of citizen-led grassroots energy communities (GECs) is increasingly considered as a countervailing civic force in the mainstream energy system. However, as grassroots attempts to transform the carbon-intensive, centralized energy system gain in prominence, attracting broad-based support and generating a multitude of social organization and governance models, citizen advocacy, activism and on-the-ground local projects encounter varying socio-cultural, policy and regulatory support structures across urban and regional landscapes leading to disparate outcomes. Yet, the advent …
Improving Demand Modeling In California's Rail Transit System, Rui Liu
Improving Demand Modeling In California's Rail Transit System, Rui Liu
Mineta Transportation Institute
This paper analyzes urban rail-fare elasticity and compares the results across four California transit systems. A method of Internet search is adopted to collect monthly transit-fare records from 2002 to 2013. This paper contributes towards improving demand modeling for public transit using more precise and monthly data and applies econometric techniques involving autoregressive integrated moving average (ARIMA) and panel data models. Results show that demand for public transit in California is very inelastic. Any ridership promotion policy may have a heterogeneous impact across transit systems.

This report describes the rationale, background, establishing organization, and future steps of CATPAD, the Central Archive for Transit Passenger Data. The Central Archive for Transit Passenger Data is a repository that collects, indexes, archives, and makes available online the transit survey instruments, data, and reports collected across the country. This resource is unique in its focus on the disaggregated information of individual transit users – information that is critical for a range of transportation planning analyses. In addition, where available, CATPAD contains aggregated information, such as station boardings and service and fare schedules, to provide key context for the disaggregate …
Art & Agency: Transforming Relationships Of Power Through Art In Iraqi Kurdistan, Autumn Cockrell-Abdullah
Art & Agency: Transforming Relationships Of Power Through Art In Iraqi Kurdistan, Autumn Cockrell-Abdullah
Doctor of International Conflict Management Dissertations
Today, the Kurds factor significantly both as a key to some of the most critical conflicts in the Middle East and also as citizens of the world interacting with a highly global, highly interconnected reality. Despite their importance, we lack a nuanced understanding of the complex and multi-layered cultural context of the Kurds that impacts the socio-political factors inside Iraqi Kurdistan.
The deeply entrenched political rhetoric of the hegemonic Kurdish nationalist narrative in Iraqi Kurdistan has served to homogenize the idea of what the Kurdish “nation” is, to whitewash deep social, economic and political concerns inside Iraqi Kurdistan and to …
Winter Bat Activity In A Landscape Without Traditional Hibernacula, Amy M. Hammesfahr, Rene E. Ohms
Winter Bat Activity In A Landscape Without Traditional Hibernacula, Amy M. Hammesfahr, Rene E. Ohms
United States National Park Service: Publications
Abstract
Prior to 2014, bat research at Devils Tower National Monument (DETO) focused on bats present during the summer months. Biologists at DETO assumed local bats were strictly summer residents due to the presumed lack of typical habitat features associated with bat hibernation, such as caves and mines. This lack of traditional hibernacula features at DETO discouraged staff and research cooperators from studying winter bat populations. Despite the earlier assumption that bats were unlikely to hibernate on the monument, DETO documented significant winter bat activity through passive winter acoustic monitoring. This study is the first study at DETO that documents …
Does Migration Cause Income Inequality?, Pia M. Orrenius, Madeline Zavodny
Does Migration Cause Income Inequality?, Pia M. Orrenius, Madeline Zavodny
Mission Foods Texas-Mexico Center Research
Inequality has been rising across the world in recent decades. Latin America has been an exception to what otherwise seems to be the prevalent trend in the U.S., Europe and Asia. In the U.S. the rise in inequality since the 1970s has coincided with the rise in Mexican immigration. In Mexico, inequality has been declining since the mid-1990s, a period during which emigration to the U.S. first increased to historic highs and then declined steeply.
Our review of the literature suggests that low-skilled immigration to the U.S., much of it from Mexico, has only played a minor role in rising …

¿La Migración Causa Desigualdad De Ingresos?, Pia M. Orrenius, Madeline Zavodny
Mission Foods Texas-Mexico Center Research

This research aims at revealing the challenges and opportunities in implementing Community Revitalization and Investment Authorities (CRIAs) in California.
This study will focus on the implementation of CRIAs, but it is worth examining alternative economic development tools to draw comprehensive comparisons and understand their advantages and disadvantages.
Understanding economic development tools may be valuable for the commercial and industrial growth and prosperity of cities and local governments. It may also be important to increase the number of affordable housing units in an area. Businesses and low-income families alike share the benefits of successful redevelopment. It may be possible to reveal …

Urban Studies and Planning Faculty Publications and Presentations
Abstract:
This article focuses on the complex relationship between development and disaster risk. Development and disaster risk are closely linked as the people and assets exposed to risk, as well as their vulnerability and capacity, are largely determined by development processes. Transformation is key to moving from current development patterns that increase, create or unfairly distribute risks, to forms of development that are equitable, resilient and sustainable. Based on a review of existing literature, we present three opportunities that have the potential to lead to transformation in the development-disaster risk relationship: (i) exposing development-disaster risk trade-offs in development policy and …

How Public Transit Agencies Maintain Regulatory Compliance While Using Transportation Network Companies, Aaron Vogel
Master's Projects
The recent rise of Transportation Network Companies (TNC) has prompted some public transit agencies to collaborate with them to enhance their mobility options. Agencies around the country in cities like Pinellas Park, Fla., Boston, Mass., Dallas, TX and Livermore, Calif. are using TNCs as a part of their service delivery model to offer paratransit services, first and last mile solutions and general transit. This research focuses on the following questions:
- How do public transit agencies adhere to regulatory requirements when implementing TNCs into their service plan?
- Have agencies been challenged by any state or federal regulatory agencies on non-compliance by …

Benchmarking The Delivery Of Fema Training To Operation Line Employees Within Surface Transit Agencies, Matthew E. Mccann
Benchmarking The Delivery Of Fema Training To Operation Line Employees Within Surface Transit Agencies, Matthew E. Mccann
Master's Projects
In February 2003, in the aftermath of the September 11, 2001 terror attacks, the administration of then President George W. Bush developed Homeland Security Presidential Directive-5 (HSPD-5), which mandated the use of the National Incident Management System (NIMS), and the Incident Command System (ICS) by all agencies receiving federal funding (Bush, 2003). The intent of HSPD-5 was to “enhance the ability of the United States to manage domestic incidents by establishing a single, comprehensive national incident management system” (Bush, 2003), or in other words, to ensure that emergency response by the many disparate agencies under the umbrella of government funding …
The State And Future Of Autonomous Vehicle Regulation In The United States, Nikolay Nyashin
The State And Future Of Autonomous Vehicle Regulation In The United States, Nikolay Nyashin
Dissertations, Theses, and Capstone Projects
Autonomous vehicle technology is poised to revolutionize transit around the world. There are currently tens of private companies either testing or building autonomous vehicles, including industry juggernauts like Ford and Google. This new mode of transportation falls into a regulatory grey area. Once cars reach full autonomy, governments will have to decide what entities will regulate them, where they will be allowed to drive, who will be responsible for them and a host of other issues. In some municipalities like San Francisco and Phoenix, autonomous vehicles (AVs) are being tested on public streets in real life conditions. Meanwhile, in 2017, …

The student bodies of universities are made up of a diverse financial class of students which utilize various methods to cover financial obligations on campus, even with the use of welfare governmental assistance. Low-income students that are involved in government welfare programs are given an Electronic Benefit Transfer (EBT) card to support them while they are pursuing an education; however, every university in San Diego, CA (and nearly the entire United States), segregate EBT into an unacceptable category and refuse to accept the card at any venues on campus. The EBT card is a plastic card that can be used …
Coca, Capitalism And Decolonization: State Violence In Bolivia Through Coca Policy, Margaret A. Poulos
Coca, Capitalism And Decolonization: State Violence In Bolivia Through Coca Policy, Margaret A. Poulos
Political Science Honors Projects
I approach Bolivian coca policy under Evo Morales, Bolivia’s first indigenous President, as a site to examine the broader issue of decolonization. My paper argues that the new General Law of Coca, passed in March 2017, is part of a larger systemic pattern of violence towards historically disenfranchised communities in Bolivia, despite Morales’ indigenous Aymara identity and pro-coca activism. Drawing on interviews I conducted and a postcolonial theoretical framework, I analyze how although Morales has rhetorically advocated for indigenous communities and decolonizing Bolivia, colonial legacies supplanted in the subjectivity of Bolivians and institutions of its government have persisted. I suggest …
