The Ohio Geographic Information Systems Network (Ohio GIS-Net) is an innovative consortium of Ohio’s urban and rural universities. The purpose of this study is to analyze AFCEE's draft environmental justice methodology. The study provides background on the meaning of environmental justice along with related terminology, and covers historical events of the environmental justice movement leading up to the publication of EO 12898. A discussion of EO 12898, subsequent draft guidance, and other pertinent literature leads to the development of evaluation criteria used to analyze both AFCEE's methodology and an application of that methodology: the March AFB Disposal Final Environmental Impact Statement Given that AFCEE formed their own methodology to address environmental justice prior to any definitive guidance regarding …

As mentioned in previous editions, one of the critical functions of this journal is to facilitate communication between researchers and practitioners working in community development. The United States would benefit greatly by reforming the national system of taxation to encourage more saving and investment. Doing so would help to achieve faster economic growth, higher levels of unemployment, and smaller budget deficits. Specifically, a savings-exempt income tax on individuals and families coupled with a companion cash-flow tax on business should replace the existing federal income taxes.

This paper advances a process for determining whether, e.g., waste-to-energy facilities are disproportionately located in minority and poor communities, and the author asks others to join in searching for a scientifically sound and fair process of resolving conflicting interests in locating LULUs. He also discusses some difficult issues and argues that they need to be addressed by a representative panel.
