Preventing environmental exposures that threaten human health remains among the best but least attended to opportunities to improve everyone’s health. For more than a decade, medical care concerns, exacerbated by voracious competition among medical empires and the implacably growing number of uninsured, have often been misconstrued as constituting a complete agenda for health system reform. The authors explain the predicament from an historical perspective — how defining events moved U.S. health policy away from protecting the public against dangerous exposures toward unrealistic expectations that doctors will fix whatever goes wrong, at least for individuals with ample medical insurance. This research paper outlines methods for American Indians’ and military land managers’ collaborative work of accomplishing resource stewardship aimed at achieving both the Indians’ “One Earth” and military “Mission Preparedness” postures. The research goal is to benefit military facility managers’ by providing tools to establish interaction programs with Indian Tribes and organizations. The paper provides a process framework, gleaned from on-going programs, directives, and policies identified by reviewing books, journals, and reports. A comparison of the process-streams from several programs was conducted determining steps recurring in the programs. These repeated steps form key processes for use by installation managers in …

Burning And Burying In Connecticut: Are Regional Solutions To Solid Waste Disposal Equitable?, Timothy Black, John A. Stewart

New England Journal of Public Policy

To comply with federal legislation, states throughout the country are replacing old town dumps with a regional system for municipal solid waste disposal.This system includes trash-to-energy incinerators and ash landfills as well as recycling and reduction facilities. While these new types of facilities are expected to be environmentally safer, they have concentrated the disposal process of waste generated throughout the state in fewer locations. State leaders champion the use of newer, cleaner disposal methods, while local community groups complain that they have become the dumping grounds for the state. This is the first environmental equity study to examine whether these …

Objective. Inequity in the distribution of environmental burdens among social groups, for example, minority and disadvantaged segments of the population, is an important topic in policy research. This research has largely focused on hazardous waste facilities and Superfund sites. Yet federal mandates to the states raise similar concerns over the social distribution of low-level radioactive waste facilities (LLRWFs). This study seeks to provide the first evaluation of equity in the distribution of LLRWFs within a state.

Methods. We use data from the 1990 Census to compare selected characteristics of tracts with low-level radioactive waste facilities to tracts without, tracts nearby …

Even with a considerable amount of attention being paid to the role of public transportation in addressing inner-city mobility problems, there is very little evidence of the degree to which one affects the other. In other words, little research has specifically focused on how labor participation is impacted by increases in public transportation availability. Research on the spatial mismatch hypothesis has dealt with the relationship between labor participation and the spatial separation of jobs and houses; however, most analyses concentrate on commuting time or distance as a function of auto accessibility.
