Indigenous Water Rights: Navigating Sovereign Waters, Cynthia N. Pina Aug 2023

Indigenous Water Rights: Navigating Sovereign Waters, Cynthia N. Pina

Master's Projects and Capstones

The issue of Native American water rights and the sovereignty of their land on reservations is gaining increasing prominence, making it the focal point of this thesis as an environmental justice concern. Native Americans face disproportionate public health challenges related to water accessibility, contamination, sanitation, outdated infrastructure, and other social determinants of health. The legal framework that governs the coexistence of Native Americans in the United States is rooted in a settler colonial perspective. Consequently, this has created a dependent relationship between Native Americans and the United States federal government. Despite the long-standing advocacy of Tribes for sovereignty since the …

Marginalized Populations’ Access To Transit: Journeys From Home And Work To Transit, Miriam J. Abelson, Ivis Garcia, Sadika Khan, Amy Lubitow, Nicholas Puczkowskyj, Marisa A. Zapata

TREC Final Reports

Previous scholarship has shown that low-income individuals who also might identify as racial, ethnic, and gender minorities (such as transgender and gender nonconforming) are more likely to be dependent on public transportation. What remains understudied is how these marginalized groups, given their intersectional identities of oppression, might experience transit. The primary research question guiding this project is how do people with intersecting marginal identities experience social exclusion as they travel via mass transit? To answer the above research question, we employed a photovoice methodology and video-call interviewing, in Portland, OR, and Salt Lake City, UT. Across these two sites we …

Measuring Social Vulnerability And Exposure To Potential Risks Induced By Spaceport Operations In South Texas: An Empirical Study Utilizing Gis Methods And Social Vulnerability Indicators, Evan D. Garcia

Theses and Dissertations

The commercialization of space has increased spaceport development and activity across the United States. The magnitude of growth can be witnessed through the spaceport expansion and spacecraft testing at the SpaceX “Starbase” Launch Facility, located along the Texas-Mexico border. Matching the pace of SpaceX’s growth while evaluating levels of risk, the Federal Aviation Administration (FAA) diligently conducted a comprehensive Programmatic Environmental Assessment (PEA). While this assessment provides significant environmental impact data and risk analysis, much is left to understand regarding hazards and risk exposure to local communities. More specifically, research is needed to understand hazards associated with operational- and anomaly- …

International Journal of Aquatic Research and Education

Art exhibitions, with a focus on water safety and drowning prevention, are rarely seen as a medium to address social justice and public health, or water safety awareness and drowning prevention efforts in communities. Globally, data have shown drowning is considered a “neglected public health threat” (World Health Organization, 2021, CDC, 2023). Additionally, reports have shown that across the globe there are demographic groups of people impacted by drowning, historical traumas, and social determinants, also impacting some communities that are at greater risk (WHO 2021, CDC, 2023). Although there are national and international efforts to address the importance of water …

The Role Of The Armed Forces Of The Philippines (Afp) In Disaster Response And Adaptation Strategies To Climatic Disasters In Manila, Edmundo Nicolas Jr. Jun 2023

The Role Of The Armed Forces Of The Philippines (Afp) In Disaster Response And Adaptation Strategies To Climatic Disasters In Manila, Edmundo Nicolas Jr.

Geography Masters Research Papers

This study described the roles of the Armed Forces of the Philippines (AFP) in Disaster Risk Reduction Management (DRRM) in Metro Manila and how climate-induced hazards impact the role of the military. It used a qualitative approach, which involved semi- structured interviews among AFP officers and barangay leaders with expertise and experience in DRRM and an analysis of selected policy documents and military doctrine. These methods revealed that: (1) the military acts as a political first-aid, since they are the first responders – thus, the face of the local government – in climactic disasters during peacetime; (2) the military is …

Resitance Art And Urban Space: A Strategic Comparison Of Artistic Urban Space Usage In Buenos Aires And San Francisco, Adeline Rose Schmitz May 2023

Resitance Art And Urban Space: A Strategic Comparison Of Artistic Urban Space Usage In Buenos Aires And San Francisco, Adeline Rose Schmitz

Undergraduate Honors Theses

In the early Twentieth century the Mexican Muralism movement reached two important port cities: San Francisco and Buenos Aires. The artists in these cities quickly adopted the usage of public art as means to insert political dialogue into the everyday life of their citizens. Throughout the years the resistance art in these cities has evolved in parallel, shaped by their dynamic histories of social and political change. This paper critically compares the evolutions of resistance art in Buenos Aires and San Francisco over the past twenty years. It does so by analyzing the public art archives of local collectives in …

Abolition Ecologies And The Making Of Freedom As A Place In Bayview-Hunters Point, Spencer Daniel O'Hara May 2023

Abolition Ecologies And The Making Of Freedom As A Place In Bayview-Hunters Point, Spencer Daniel O'Hara

Master's Theses

In this paper, I critically explore the subjectivities of Hunters Point Naval Shipyard (HPNS), part of the largest redevelopment project in San Francisco since 1906. Applying an abolition ecologies framework, I ask what explains the duplicity of the Shipyard as a site of radioactive contamination and capital accumulation, and in the same time-space one that creates the conditions for radical place-making. Hunters Point Naval Shipyard is a former commercial and military shipyard located on a peninsula in southeastern San Francisco. Motivated by its desire for a major shipbuilding and repair facility to project maritime power in the Pacific, the Navy …

An Analysis Of Us Energy Policy Within A Shifting Geopolitical Landscape, Rodney Ford May 2023

An Analysis Of Us Energy Policy Within A Shifting Geopolitical Landscape, Rodney Ford

Helm's School of Government Conference - 2021-2024

Through numerous policy initiatives and a catalogue of antagonistic rhetoric, the Biden administration has made it clear since January of 2021 that America will be last when it comes to energy policy. As the rest of the world pursues far-fetched goals to eliminate fossil fuels and usher in the era of green energy, the administration has actively sought to conform to these goals at the expense of the American taxpayer. The issue of climate change, undeniably an issue indeed, will prove itself to be a hallmark of the Biden White House as everything from the tightening of ESG policies to …

Living And Dying In 'Cancer Alley': Using Human Rights Law And Environmental Justice To Create A Litigation Framework For Marginalized Communities, Neeharika Sistu

Honors Scholar Theses

Cancer Alley, Louisiana is a poignant example of the intersection between environmental justice, legal harm, and human rights abuses. This thesis dissects the laws and policies underpinning the creation of Cancer Alley with special attention to how they constitute human rights abuses under the International Covenant on Civil and Political Rights and the International Convention on the Elimination of All Forms of Racial Discrimination.

Then, by performing a comprehensive analysis of litigation surrounding environmental justice in Louisiana, this thesis scrutinizes the efficacy of environmental law in creating environmental justice and suggests the integration of international human rights law and environmental …

Community Planning, Environmental Stewardship, And Water: A Comparative Assessment Of Green Infrastructure In Texas Cities, Amruta A. Sakalker May 2023

Community Planning, Environmental Stewardship, And Water: A Comparative Assessment Of Green Infrastructure In Texas Cities, Amruta A. Sakalker

Public Affairs Dissertations - Archive

Riparian lands, the interface between terrestrial and water ecologies, play a critical role in keeping urban ecosystems healthy. However, rapidly sprawling metropolitan regions in Texas continue to urbanize environmentally vulnerable riparian areas. As urban areas are growing, access to green spaces is shrinking, bringing contestation for programming, ownership, and use of lands around water bodies. Over the past two decades, there has been a growing trend of using greenbelt plans for trails, parks, preserves, and wetlands around water bodies. Although these plans mitigate some environmental impacts, their ability to address equity and justice needs to be examined to ensure that …

Vertiport research and development trails in the emerging commercial air taxi sector known as Advanced Air Mobility (AAM). Published scholarship remains limited as federal, state, and local governments have yet to create or implement policies for the rapidly progressing larger AAM ecosystem, which is designed around autonomous electric vehicle takeoff and landing aircraft. With the potential for frequent low altitude flights, long-range planning must demonstrate awareness, knowledge, and utilization of geographic information science to select safe and just vertiport locations. This study summarizes the AAM literature and offers planners a set of stakeholder-informed parameters to use in a no-cost preliminary …

Exploring The Association Of Brownfield Remediation Status With Socioeconomic Conditions In Wayne County, Mi, Brendan F. O'Leary, Alex B. Hill, Colleen Linn, Mei Lu, Carol J. Miller, Andrew Newman, F. Gianluca Sperone, Qiong Zhang

Urban Studies and Planning Faculty Research Publications

Urban neighborhoods with locations of environmental contamination, known as brownfields, impact entire neighborhoods, but corrective environmental remedial action on brownfields is often tracked on an individual property basis, neglecting the larger neighborhood-level impact. This study addresses this impact by examining spatial differences between brownfields with unmitigated environmental concerns (open site) and sites that are considered fully mitigated or closed in urban neighborhoods (closed site) on the US census tract scale in Wayne County, MI. Michigan’s Department of Environment, Great Lakes, and Energy’s leaking underground storage tank (LUST) database provided brownfield information for Wayne County. Local indicators of spatial association (LISA) …

It highlights the various impacts of utility-scale renewable energy projects on peoples and communities, associated risks for policymakers, and explains how national, regional, and global policies can help mitigate those impacts and risks. The briefing addresses different agents of policy- and decision-making: Host states, where renewable energy projects are proposed or located; Home states where corporations pursuing renewable energy investments, especially investments abroad, are based; Development Finance Institutions (DFIs) financing renewable energy investments, especially …

Property Pillagers: Effects Of Dirty Urbanism, Chase Wilson, Kayli Clark Apr 2023

Property Pillagers: Effects Of Dirty Urbanism, Chase Wilson, Kayli Clark

[Archive] Belmont University Research Symposium (BURS)

This podcast dives into American urbanism and its associated development targeting certain minority communities; the ill intentions to disrupt specific neighborhoods led us to refer to the practice as “dirty urbanism”. The pair of I-40 and Jefferson Street in north Nashville, alongside similarly treated areas across the United States, exemplify dirty urbanism. Exercising their raw power and ability to cover up to 90% of the costs, the federal government incentivizes the local governments to construct the highway system: a highway system used as a racially motivated tool to sever black-built urban fabrics. With the highways, vehicular space overrides …

Unleash The Heat: Exploring Geothermal Energy Perspectives And Energy Literacy In São Miguel, Azores, Lena Mcdonough Apr 2023

Unleash The Heat: Exploring Geothermal Energy Perspectives And Energy Literacy In São Miguel, Azores, Lena Mcdonough

Independent Study Project (ISP) Collection

The green energy transition is moving ahead in EU countries at very different paces, and there are some key challenges that all regions currently face in trying to phase fossil fuels out of their energy mixes. One of these challenges is that most regions simply cannot harness enough renewable energy sources and simultaneously have the storage technology for creating a baseload power source as reliable as oil, coal and natural gas. That is, unless you sit in the middle of the Atlantic Ocean on the boundary of three tectonic plates, with a continuous and reliable renewable energy source beneath your …

People Power & Politics: Evaluating The Impact Of The Conselho De Cidadãos De Lisboa On Climate Policy And Political Efficacy In Lisbon, Marion Linde

Independent Study Project (ISP) Collection

As the social and ecological effects of climate change intensify, governments across the globe must evaluate how best to deal with the climate crisis. Likewise, increasing citizen participation in decision-making processes has been a key strategy for dealing with such issues. Theories on the benefits of citizen participation inform real practices such as democratic mini-publics and citizens assemblies. In Lisbon, Portugal, the Câmara Municipal de Lisboa implemented the first edition of the Conselho de Cidadãos de Lisboa (CCL) in May 2022. The CCL is a citizens assembly designed to directly involve residents in city policy-making, with the first edition focusing …

Towards Data And Solution-Focused Approaches For Homeless Populations On Publictransit, Anne Nordberg, Jaya Davis, Stephen Mattingly, Nithisha Gudipati, Ebonie Kinney, Hadiisha Butts

TREC Final Reports

People experiencing homelessness frequently rely on public transit systems and facilities as more than a mode of transportation to needed services, but also as safe shelters from weather and danger. This is a challenge for many transit agencies and impacts transit employees and passengers. Dallas and the surrounding counties have the largest homeless population in Texas, and they utilize the services of the Dallas Area Rapid Transit (DART) that serves 220,000 people per day in Dallas County and 12 surrounding counties. While there is much research focused on people experiencing homelessness, there are gaps in understanding how this population utilizes …

Peace Studies And The Limits To Growth, Selina Gallo-Cruz

The Journal of Social Encounters

150 Peace Studies and the Limits to Growth Selina Gallo-Cruz Scientists have issued increasingly dire warnings about the present and future danger posed by ecological overshoot. Peace scholars’ entrée into this discourse is often through a concern over extractive politics, a central locus for how conflicts are bound up in environmental destruction at the hands of the same industries responsible for ecological decline. Policy and practical responses to the urgent need to scale down production lag behind reality, however, and a global growth-based economy continues to prevail. Here, I explore the dilemmas faced by peace studies scholars who may want …

Working Across Organizational Lines: Grassroots And Grasstops Tensions And Possibilities, Corrie Grosse

The Journal of Social Encounters

The climate justice movement is increasingly stressing the importance of building broad-based coalitions for addressing climate change. Two important elements in these coalitions are grassroots and grasstops organizations. The former bring creativity and flexibility to coalitions whereas the latter bring resources, staff, and specialized expertise. Drawing on 106 in-depth interviews and ethnographic fieldwork in Idaho and California, this chapter from the book Working Across Lines: Resisting Extreme Energy Extraction (University of California Press, 2022) analyzes how grassroots and grasstops organizations work to build effective coalitions. Contributing to emergent theory on social movement coalitions, I argue that organizational form, particularly nonprofit’s …

Fixing Prior Consultation For Indigenous Empowerment, Marcela Torres-Wong, Elia Méndez-García Mar 2023

Fixing Prior Consultation For Indigenous Empowerment, Marcela Torres-Wong, Elia Méndez-García

The Journal of Social Encounters

Over the last three decades, extractive conflicts in Latin America have become increasingly violent. Hundreds of Indigenous activists have been murdered for defending their land against extractive interests. The international formula for addressing this type of conflict is for governments to conduct prior consultation procedures with Indigenous communities before affecting indigenous territories. However, the misuse of consultations by governments and companies to legitimize ecologically destructive projects has led a sector of Indigenous organizations to reject prior consultation, while others continue advocating for free, prior, and informed consent. We compare two cases of Indigenous communities from Oaxaca and Yucatán in Mexico …
