Moral Panic In The Modern Era: The Effects Of Moral Panic On Policy Implemented Through The Field Of Law Enforcement, Charles J. Oakley
Doctoral Dissertations and Projects
This study employed a grounded qualitative approach to explore the intricate relationship between moral panic and public administration policy in the subfield of law enforcement administration. Using a nationwide survey derived from the U.S. Major Cities Chief Association census, postsurvey interviews and employing document analysis and crime statistics, the research investigated the impact of moral panic-induced policy decisions on law enforcement agencies from 2018 to 2022. Social media emerged as a significant catalyst, fueling public outrage and facilitating political rent-seeking. The punctuated equilibrium theory highlights abrupt budgetary and policy shifts notably found in a surge of legislative initiatives in 2021. …

Waste Management Process And Malaria-Induced Child Mortality In Côte D’Ivoire., Kouame N'Guessan
Walden Dissertations and Doctoral Studies
Malaria-induced child mortality is a Sub-Saharan African phenomenon, and Côte d'Ivoire, in West Africa, has one of the highest rates. This general qualitative study investigates waste management as a potential factor of malaria-induced child mortality to inform policy changes and fill a gap in the body of knowledge. The study is grounded in Skocpol's policy feedback theoretical framework. The research question explored aspects of waste management in Côte d'Ivoire which contribute to the high rate of malaria-induced child mortality. Eighteen participants, equally divided into three groups, were purposely recruited via email and WhatsApp messages for semi-structured interviews using a smartphone …
The Impact Of Viet Nam’S Socialization Policy On Education And Health Equity Among Disadvantaged Children, Trang Quynh Nguyen
The Impact Of Viet Nam’S Socialization Policy On Education And Health Equity Among Disadvantaged Children, Trang Quynh Nguyen
Walden Dissertations and Doctoral Studies
The Xa hoi hoa (socialization) policy was officially adopted by the government of Viet Nam in the late 1990s as a coping strategy for its acute funding shortage in public services with the intent of improving social equity. There was hardly any assessment on the policy to learn its impact on social equity as documented in its key document. Using secondary data from UNICEF’s Multiple Indicator Cluster Surveys conducted in Viet Nam and Viet Nam Household Living Standards Surveys, this study examined the policy’s impact on education and health outcomes among disadvantaged children’s cohorts: the rural, the ethnic minorities and …

Participatory Democracy: The Potential For Civic Transformation Understanding Participants' Learning In The Milwaukie Citizens Jury, Amanda Grace Hudson
Participatory Democracy: The Potential For Civic Transformation Understanding Participants' Learning In The Milwaukie Citizens Jury, Amanda Grace Hudson
Dissertations and Theses
Faced with unresponsive government institutions and the limitations of representative democracy, participatory and deliberative democrats have created alternative models for robust democratic participation such as civic juries, civic assemblies and participatory budgeting. Advocates claim that these methods create better citizens and better outcomes and they claim these forums act as a school of democracy. The schools of democracy theory describes participation as a virtuous circle--that doing democracy will make people more democratic. While these processes often produce enthusiastic supporters and encouraging results, there has been very little research to date that attempts to explain how and why people learn and …

The potential and threat of digital tools to achieve health equity has been highlighted for over a decade, but the success of achieving equitable access to health technologies remains challenging. Our paper addresses renewed concerns regarding equity in digital health access that were deepened during the COVID-19 pandemic. Our viewpoint is that (1) digital health tools have the potential to improve health equity if equitable access is achieved, and (2) improving access and equity in digital health can be strengthened by considering behavioral science-based strategies embedded in all phases of tool development. Using behavioral, equity, and access frameworks allowed for …

Genotype prediction from RNA-seq data has become widespread. RNA-seq data, unlike DNA-seq data, are available as raw reads for many projects, with related protocols and consent terms typically inaccessible. However, there is a lack of clarity in current policy and inconsistency in practice with regard to the handling of these data. Here, we call for a framework for management of RNA-seq data and the predicted genotypes that includes registered access for RNA-seq data, controlled access for predicted genotypes, and a code of conduct for data access and use, as well as enhanced downstream protections.

Carceral Degrees: Successful Postsecondary Educational Pathways For Students Impacted By The Criminal Justice System In Maine, Mara Sanchez Phd
Muskie School Capstones and Dissertations
The benefits of postsecondary degrees are striking for populations who have experienced incarceration, yet little is understood about how this population succeeds with educational attainment upon release from incarceration. This qualitative collective case study examined to what extent and how six formerly incarcerated individuals who started educational programming while incarcerated successfully persisted with postsecondary degrees after being released back into Maine communities. This study found that participants related education to self-care or treatment, described their own education journeys as different, or taking a different path, and felt motivated to persist with education despite external expectations, which one participant labeled “transformational …

Human Rights Violations Against Legal Immigrants In Minnesota, John Ewu
Walden Dissertations and Doctoral Studies
Despite legal entitlements to protections under the International Bill of Human Rights, legal immigrants in Minnesota face human rights violations, including discrimination, harassment, and denial of essential services. These violations hinder their well-being, social integration, and economic stability, exacerbate existing disparities, and their ability to provide for their families and secure legal representation. The purpose of this study was to provide information that could be used in considering policy reforms to improve the treatment of immigrants in Minnesota. This was achieved by exploring how Mexican, Somali, and Hmong legal immigrants experienced human rights violations in Minnesota as a vulnerable population …

Freight forwarding plays a crucial role in facilitating global trade and logistics. However, as the freight forwarding market is extremely fragmented, freight forwarders often face the issue of not being able to fill the available shipping capacity. This recurrent issue motivates the creation of various freight forwarding networks that aim at exchanging capacities and demands so that the resource utilization of individual freight forwarders can be maximized. In this paper, we focus on how to design such a collaborative network based on collaborative game theory, with the Shapley value representing a fair scheme for profit sharing. Noting that the exact …

Clinical genetic laboratories must have access to clinically validated biomedical data for precision medicine. A lack of accessibility, normalized structure, and consistency in evaluation complicates interpretation of disease causality, resulting in confusion in assessing the clinical validity of genes and genetic variants for diagnosis. A key goal of the Clinical Genome Resource (ClinGen) is to fill the knowledge gap concerning the strength of evidence supporting the role of a gene in a monogenic disease, which is achieved through a process known as Gene-Disease Validity curation. Here we review the work of ClinGen in developing a curation infrastructure that supports the …

In response to calls for public engagement on human genome editing (HGE), which intensified after the 2018 He Jiankui scandal that resulted in the implantation of genetically modified embryos, we detail an anticipatory approach to the governance of HGE. By soliciting multidisciplinary experts’ input on the drivers and uncertainties of HGE development, we developed a set of plausible future scenarios to ascertain publics values—specifically, their hopes and concerns regarding the novel technology and its applications. In turn, we gathered a subset of multidisciplinary experts to propose governance recommendations for HGE that incorporate identified publics’ values. These recommendations include: (1) continued …
