Public Concepts Of Poverty: The County Commissioners' View, Charles Ramsey, Rita Braito Jan 1974

Public Concepts Of Poverty: The County Commissioners' View, Charles Ramsey, Rita Braito

The Journal of Sociology & Social Welfare

Every program designed to decrease poverty is based upon assumptions either as to the nature and causes of poverty or what is necessary to help the poor improve their lot (Spilerman and Elish, 1970; Task Force on Economic Growth and Opportunity, 1966; Valentine, 1968). Often these assumptions are only implicit, and supervisors of the program might not even agree with the assumptions if they were stated. Nevertheless, a program would itself make no sense unless certain statements about poverty were true. For example, a program of economic development to increase employment opportunities assumes that, first, much poverty is due to …

Perspective On Youthful Deviance: Implications For Social Policies, Albert S. Alissi Jan 1974

Perspective On Youthful Deviance: Implications For Social Policies, Albert S. Alissi

The Journal of Sociology & Social Welfare

Excerpt from the full-text article:

The way a society deals with its younger deviants reflects the place assigned to youth in hat society. In his famous study of European family life, Phillippe Aries pointed out that for centuries children shared the same status as adults and were mixed with adults as soon as they were weaned from their mothers at about the age of seven. And so it was possible that in England in 1801, a child of thirteen was hanged for stealing a spoon. A girl of seven was publicly hanged in 1808 and a boy of nine was …

Representatives In Government - A Role For Social Planning Councils , Alan Cohen Jan 1974

Representatives In Government - A Role For Social Planning Councils , Alan Cohen

The Journal of Sociology & Social Welfare

Excerpt from the full-text article:

I have referred to a key problem of how to make individual and group concerns known to the decision makers without ignoring the weakly organized and unorganized-and without putting both the legislators and administrators in the position of merely ratifying bargaining negotiated between these interest groups. I have suggested non-governmental Social Planning Councils have a potentially significant role to play in the changing need for representativeness for the myriad of strong, weak and unorganized groups and individuals.

This role recognizes the feedback benefits resulting from the proposition that people learn to participate by participating, and …

The Constitutional Right To Free Communication Of The Institutionalized Resident, Lawrence O. Gostin Jan 1974

The Constitutional Right To Free Communication Of The Institutionalized Resident, Lawrence O. Gostin

Georgetown Law Faculty Publications and Other Works

This article comes from the notes and comments section of the North Carolina Central Law Journal from 1973.

Justified by the generic first amendment protection to unabridged expression and association, a United States citizen cannot be unreasonably denied the right to communicate by mail; by telephone; with legal counsel; with the opposite sex; with others. In most states where such a citizen becomes "mentally ill," the person may be involuntarily civilly committed. Although there is no justification for such a commitment beyond the fact that the individual is sick and is in need of care, often the individual's first amendment …

Exploitation Of Migrants By Crew Leaders: A Proposal For Change, Roberta Getman Oct 1973

Exploitation Of Migrants By Crew Leaders: A Proposal For Change, Roberta Getman

IUSTITIA

The agricultural industry, because of seasonal nature of crops, is unique in its use of labor. The required labor force fluctuates not only from year to year but from week to week, and day to day. Not as many laborers are required to weed and cultivate as are needed to plant and harvest. Inclement weather reduces the need for workers. The grower in Indiana needs an efficient means for ensuring a supply of labor for each season. Each spring between fifteen and twenty thousand Mexican- Americans come to Indiana to plant, cultivate, and harvest its crops. Traditionally, the work force …

Protest: A Forensic Concept, L. Michael Kosanovich

IUSTITIA

Today's police administrators need administrative policy statements that can be easily followed by individual officers in reacting to civil disorders.' Historical analysis reveals a system in which the police have deepened racial divisions in the United States by failing to cope with problems in ghetto areas. Employing careless policies, sometimes initiated by the police chief and other times initiated by the individual officer, the police have shown weaknesses in two major areas. First, the police have no established procedures to follow when civil disturbances erupt. Second, the police have over-reacted to civil disturbances, apparently manifesting anti-black fury by means of …

How Citizens Can Use The Initiative Power, Robert L. Scott Oct 1973

How Citizens Can Use The Initiative Power, Robert L. Scott

IUSTITIA

The purpose of this discussion is to demonstrate how the initiative power may be employed by citizens wishing to pass a law independent of the state legislature. Although the initiative power is granted in many state constitutions, in the past it has been used sparingly. However during these days of political activism the initiative power has been given new vitality. For example, in the area of environmental law it has been employed by citizens groups in such states as California, Illinois, and Wisconsin to reserve greater individual rights against environmental polluters.

Reallocation Of Responsibilities And/Or Financing For Selected Municipal Services To The State: A Municipal Finance Alternative, Joseph S. Slavet, Katharine L. Bradbury, Philip I. Moss, Boston Urban Observatory, University Of Massachusetts Boston Oct 1973

Reallocation Of Responsibilities And/Or Financing For Selected Municipal Services To The State: A Municipal Finance Alternative, Joseph S. Slavet, Katharine L. Bradbury, Philip I. Moss, Boston Urban Observatory, University Of Massachusetts Boston

Boston Urban Observatory Publications

This report recommends that the administration and/or financing of a selected group of public services be shifted from municipalities to the state government in Massachusetts.

Several criteria are used to identify local functions and local fiscal responsibilities which are more suitable for state than local financing. The first criterion is the efficiency of delivery of the service: for some functions, such as solid waste disposal, technology makes it more costly per capita to provide the service separately through individual municipalities than to operate regionally-based waste disposal facilities. The second criterion is the degree to which residents of the service area …

Research Data As Aides In Formulating Agency Policy, Ludwig Geismar, Isabel Wolock Oct 1973

Research Data As Aides In Formulating Agency Policy, Ludwig Geismar, Isabel Wolock

The Journal of Sociology & Social Welfare

Excerpt from the full-text article:

Much is being written these days about the role of evaluation in the formulation of social policy. While few writers question the need for basing policy on systematic evaluation a good deal of the literature appears to focus on the obstacles in Larrying out as well as applying evaluative research. By contrast, the number of studies which in the eyes of critics measure up to minimum standards of scientific adequacy appears to be exceedingly small. Regardless of the problems inherent in the use of research data for policy formulation, the dearth of good studies constitutes …

Social Work, Social Welfare, And The American Family, Ronald A. Feldman Oct 1973

Social Work, Social Welfare, And The American Family, Ronald A. Feldman

The Journal of Sociology & Social Welfare

The following discussion proceeds from two basic premises: (1) that the family constitutes one of the most basic units of social structure in contemporary American society, and (2) that the social work profession represents a major, if not the primary, institutional mechanism for coping with the myriad of social problems encountered by American families. The former premise is readily substantiated in view of the observation that the vast majority (over 9O%) of American men and women are married at least once in their lifetimes. However, since family units oftentimes experience severe difficulty in performing key functions and, indeed, in maintaining …

Creating Accountable Public Bureaucracies, James R. Hudson Oct 1973

Creating Accountable Public Bureaucracies, James R. Hudson

The Journal of Sociology & Social Welfare

Excerpt from the full-text article:

During the past several decades there has been a persistent and constant trend in our society that has not gained the prominence it deserves. This trend has been the continuous growth in the autonomy and power of public bureaucracies. The community power literature, for example, has systematically ignored public bureaucracies in its search for the power structure of cities (Aiken and Mott, 1970). The reasons why public bureaucracies have been overlooked by these researchers stem from a number of theoretical and methodological shortcomings that need not concern us here. The point, however, is that we …

Review Of Applied Urban Research 1973, Vol. 01, No. 02, Center For Public Affairs Research (Cpar)

This issue of Review of Applied Urban Research features "Issues in School Desegregation" by Peter E. Pflaum.

The current school desegregation crisis in Omaha makes a review of the issues in school desegregation especially relevant. Desegregation first referred to the dismantling of the southern dual school systems. The general principle is that the racial identity of schools should be removed. There should not be 'black' schools or 'white' schools, just schools. Since 1964, the courts have acted not only where the segregation was 'de jure' (by law) but in cases of 'de facto' segregation (where segregation existed without clear action …
