Political De-Moralization Of The Poor: Organizing Lower-Class Families Of The Mentally Retarded, Leonard Fontana Jan 1980

Political De-Moralization Of The Poor: Organizing Lower-Class Families Of The Mentally Retarded, Leonard Fontana

The Journal of Sociology & Social Welfare

This paper employs an analytic framework based on organizational incentives to explain the failure of recent welfare reform efforts. The data consists of observations, interviews, and routine inhouse reports collected on a federally funded program, Project STAR. The project was developed with the aim of mobilizing lower-class and minority families of the mentally retarded in support of reform of mental retardation services in five cities in the U.S. A service-inducement strategy was pursued by the reform organization to overcome the difficulties of enticing lower-class families of the retarded to participate in organizational activities. This strategy appears to have had several …

This issue of Review of Applied Urban Research features "Burglary Offender Characteristics Can Be Predicted: Enhancing Investigation Efficiency Through the Development of Probability Models1," by Chris W. Eskridge.

Crime is not a new phenomenon in American living. For decades, researchers have documented and projected the growth and devastating complexity of the crime problem in the United States, its causes, and its destructive effects on national life. The intense damage to innocent persons, property, and spirit, coupled with the lingering fear of unprovoked, unpredictable violence are indeed familiar entities in all realms of society.

The Soco-Legal History Of Child Abuse And Neglect: An Analysis Of The Policy Of Children's Rights, Diana M. Richett, James R. Hudson Nov 1979

The Soco-Legal History Of Child Abuse And Neglect: An Analysis Of The Policy Of Children's Rights, Diana M. Richett, James R. Hudson

The Journal of Sociology & Social Welfare

The focus of this paper is on the two major axes that have influenced the course of child welfare policy. One upholds corporal punishment as the predominant method of child rearing, that is, "Spare the rod, spoil the child." The other defines the status of the child as property of "loving" parents. Because of these two conceptions, the authors maintain that reliance on parental benevolence or the "benevolent intrusion" of the state will not suffice to protect the child's best interests. On the contrary, the examination of the socio-legal history of child abuse and neglect highlights the authors' warning that …

Social Services In The Iron Cage, James Latimore Nov 1979

Social Services In The Iron Cage, James Latimore

The Journal of Sociology & Social Welfare

Interview and documentary data from a study of a voluntary job placement agency revealed that counselors were effectively weeding out the hard-to-place clients. These clients were the target population of the agency and its funded programs. The clients who were weeded out tended to be younger, with less education and less work experience. Weeding out was accomplished by discouraging unrealistic clients, and by not retrieving clients who were insufficiently motivated to keep in touch with the counselor. This marked a change in the counselors' practice compared with an earlier period, and appeared to be in conflict with the agency's mission, …

This issue of Review of Applied Urban Research features "Interstate Freeways Attract New Office Sites," by Murray Frost and Armin K. Ludwig.

Completion of the interstate highway network in American metropolitan areas has opened a wide variety of locational options for urban land uses. New office sites have been salient among these developments. The purpose of this study is to compare Interstate radial freeway corridors with other spatial units in Omaha and six other metropolitan areas to determine their differential attraction for new office sites in the period 1970-1976. The seven metropolitan areas studied were Atlanta, Dallas, Denver, Louisville, Minneapolis-St. …

During the following six years, however, these losses had begun to abate.1 This study examines the 1970-1976 net migration changes in a bloc of 320 nonmetropolitan, nonmetropolitan- fringe counties roughly coincident with the Great Plains and seeks to account for the higher net migration gains recorded …

Affirmative Marketing Handbook: A Guide To Integrated Housing, Judy Wunker, Wilma Scott, Donald L. Demarco, Dudley Onderdonk

Park Forest

From the Preface:

As fair housing laws have been adopted during the late 1960's and the 70's, tools have been forged for implementing integration and fighting discrimination and segregation. One such tool, affirmative marketing, has come to public attention as the implementation of affirmative action became an important issue in the United States. For those groups interested in avoiding (re)segregation and promoting integrated communities through affirmative marketing, literature on the subject is sparse and scattered. Because of the need for a comprehensive guide, we pulled together existing information, and pooled our own ideas, observations and experiences concerning affirmative marketing to …

This issue of Review of Applied Urban Research features "New Migration Patterns Emerge in U.S.: The Movement of Metropolitan Populations to Nonmetropolitan America: Anomaly or Trend?" by David R. DiMartino.

Internal migration patterns have shifted markedly in the United States during the twentieth century. The exodus of rural populations to urban centers which dominated internal migration during the nineteenth century continued into the twentieth. By mid-century, however, that earlier pattern had given way to different, dominant trends. On the one hand, urban centers had grown massively and were sprawling rapidly out· ward, creating a pattern of decentralized metropolitan populations in …

This issue of Review of Applied Urban Research features "Change Develops in Migration Patterns: Destinations of Household Moves from the City of Omaha, 1975-76 and 1977-78," by Armin K. Ludwig.

American Migratory Patterns between 1970 and 1976 began to reflect a growing tendency for metropolitan counties (SMSA's)1 to suffer net migration losses and for nonmetropolitan counties to record net migration gains. The nonmetropolitan counties which had the largest net gains were those which are contiguous to an SMSA and which thus form a metropolitan fringe. This contiguity of SMSA and fringe suggests that a loss in a given SMSA is …

The Social Policy Of Denial: Unemployment In Israel, Harris Chaiklin May 1979

The Social Policy Of Denial: Unemployment In Israel, Harris Chaiklin

The Journal of Sociology & Social Welfare

When reality does not match the dream nations tend to suffer. In Israel unemployment compromises social democratic ideals. The country oscillates between bombast and despair. Official data is not trusted. Those who leave Russia on Israeli visas and do not come are "dropouts." Those who leave Israel for other countries are "yordim." Those who go to work every day when there is nothing to do are draining the nation with "hidden unemployment." These are terms of derision. Some of the difficulty with unemployment data and understanding Israeli response to the problem may be for security reasons. Israelis have lived in …

For more than a century Americans have migrated from the rural communities in which they were raised, but by 1970 this process had begun to change. Nebraska, however, has not reflected this change, and as late as 1976 the State stood alone among seven central and southern plains states in having non-metropolitan losses in population.! Nevertheless, during the 1970's the number of manufacturing industries in the State's …
