Perceived Barriers And Proposed Solutions For Employment Of The Handicapped: Attitudes Of Employers And Employment Agencies, Leonard Robert Mcconnell Ii Aug 1986

Perceived Barriers And Proposed Solutions For Employment Of The Handicapped: Attitudes Of Employers And Employment Agencies, Leonard Robert Mcconnell Ii

Dissertations

The intent of this research was to analyze the employment barriers and to identify possible policy strategies for the unique employment problems faced by persons with handicaps. The study surveyed barriers to employment and proposed employment solutions for the handicapped as perceived by private- and public-sector employers and employment agencies. The handicapped and six disability groups were compared with women, blacks, and Hispanics on the same barriers and solutions. It was hypothesized that: (1) the handicapped as a protected group faced more and different employment barriers than did women, blacks, or Hispanics, and therefore (2) the handicapped needed more and …

Managing Change: Reflections On Innovation In The Public Sector, Ira A. Jackson, Jane P. O'Hern Jun 1986

Managing Change: Reflections On Innovation In The Public Sector, Ira A. Jackson, Jane P. O'Hern

New England Journal of Public Policy

In January 1983, when Governor Michael S. Dukakis appointed Ira Jackson as commissioner of revenue, the Commonwealth of Massachusetts was facing an estimated $300 million deficit. The state was also suffering from a severe loss of public confidence in the integrity of its tax administration. His first and most urgent priority being the restoration of that confidence, Commissioner Jackson implemented a three-part strategy to improve voluntary compliance with the tax laws: raising the stakes for evaders, treating honest taxpayers as customers rather than victims, and changing public attitudes about tax evasion. Productivity gains and innovative procedures at the Department of …

The Reclamation Of Boston Harbor: A Scientist's Perspective, Gordon T. Wallace Jr. Jun 1986

The Reclamation Of Boston Harbor: A Scientist's Perspective, Gordon T. Wallace Jr.

New England Journal of Public Policy

A major effort, costing in the neighborhood of $2 billion, is under way to restore the environmental quality of Boston Harbor. While Boston Harbor is unquestionably one of the most polluted urban estuaries in the world, it is also one of the least understood with respect to the basic physics, chemistry, and biology involved. This information is essential for the purpose of identifying processes that control the transport, effect, and fate of contaminants entering the estuary. Failure to obtain this information may lead to continued inappropriate and unnecessarily expensive solutions to a complex environmental problem. An effective solution will require …

Editor's Note, Padraig O'Malley Jun 1986

Editor's Note, Padraig O'Malley

New England Journal of Public Policy

In recent years, New England has done itself proud. The chronic post-World War II decline in its manufacturing sector has been replaced by what for the present at least continues to be a record growth in services directly and indirectly related to high technology and a continuing competitiveness in high technology itself. As a result, the region leads the nation in growth in per capita income and enjoys the lowest level of unemployment in the country as well. Self-congratulation, however, is too often a prescription for complacency, and complacency inhibits the kind of searching inquiry which assumes that economic miracles …

Welfare Fair Hearings And Client Advocacy: A Role For Social Workers, Jan L. Hagen May 1986

Welfare Fair Hearings And Client Advocacy: A Role For Social Workers, Jan L. Hagen

The Journal of Sociology & Social Welfare

As a legally mandated grievance mechanism, welfare fair hearings provide a formal recourse for applicants and recipients of welfare dissatisfied with agency decisions. Fair hearings may be viewed as an example of one agency's attempt to foster fairness and to control administrative discretion. However, as a mechanism for redressing grievances, welfare fair hearings have a number of severe limitations. Social workers practicing with potential and actual recipients of public welfare are in a position to reduce these limitations through client advocacy.

Personality Type Differences Of Licensed Nurses And Implications For Continuing Education, Sally L. Cole May 1986

Personality Type Differences Of Licensed Nurses And Implications For Continuing Education, Sally L. Cole

Department of Agricultural Leadership, Education, and Communication: Dissertations, Theses, and Student Research

This research was undertaken with the specific intent to develop a personality profile of licensed nurses (RN's and LPN's) which would provide a basis for recommendations of techniques to be utilized in continuing education programs for nurses. The instrument selected to measure the psychological type preference, and thus create the personality profile, was the Myers-Briggs Type Indicator (MBTI) Carl Jung's theory pertaining to personality, known as type theory, states that individuals perceive and respond to information differently according to their psychological type preference which is measured by the MBTI. There was considerable correlation between the findings of this study and …
