Busoga, Uganda's most sugarcane-intensive sub-region, hosts seven mills and an expanding outgrower economy, yet remains among Uganda's most food-insecure areas, with over half of its households food-insecure. This study examined how governance of climate change and sugarcane expansion shapes capabilities for food access, land tenure, and decision-making among women, youth, and land-poor households in Jinja and Buyende.

The study developed an integrated CA-CEP-RFS framework, combining the Capability Approach, Comparative Environmental Politics, and the Resilient Food Systems framework, with Sen's Entitlement Framework bridging capabilities to production, trade, own-labor, and transfer entitlements. Effective policy implementation is crucial for improving educational outcomes and ensuring equitable learning environments. While existing literature has shown that policy implementation is influenced by factors such as leadership capacity, stakeholder engagement, communication, resource availability, organization context, and accountability, there is little known about how K-12 urban principals narrate, interpret, and make meaning of their experiences to implementing board-mandated policies. This research examines France’s Immigration Law LOI n°2024-42 du 26 janvier 2024 and its representation in three mainstream media outlets across the ideological spectrum: Le Figaro (right), CCFD-Terre Solidaire (left), and France Info (center). Using Critical Discourse Analysis (Fairclough, 1995) and Maurice Halbwachs’s theory of collective memory, the study explores how legal and media discourses construct symbolic and administrative boundaries of national citizenship. Findings reveal that integration is framed not as civic inclusion, but as the internalization of a singular national identity and memory. Migration scholars have long assumed that women migrant laborers move as individuals, leave family behind, are governed by labor migration policies, and are employed full-time. However, in the context of South-South migration, many workers migrate as families, with husbands, wives, and sometimes even children. Some engage in the informal economy, serving as casual and on-call workers. These types of employment fall outside the scope of standard labor migration policies and therefore receive less attention. Public online communication has increasingly included violence-related content that is meme-based, ironic, visually stylized, multimodal, and only partially ideological. This comprehensive literature review synthesized research on online extremism, extremist memes, toxic multimodal content, dehumanizing digital communication, nihilistic violent extremism, warning behaviors, platform affordances, and youth-facing online environments. The purpose was to clarify what the literature had established; identify where the scholarship remained fragmented; and map research domains relevant to social, behavioral, public safety, and human services scholarship. People with intellectual disability deserve a system that offers flexible, timely, and person-centered support — one that is innovative, sustainable, and holistic in enabling them to live fulfilling lives. This qualitative study, grounded in Critical Participatory Action Research (CPAR), examines how people with intellectual disability experience participation in decision-making within New York State's disability service system. By centering lived experience, the study identifies factors that facilitate or hinder participation in decision-making and examines structural, social, and policy-related barriers that limit agency. This study examines the impact of generative artificial intelligence (GenAI) applications on employees’ perceived job security within knowledge-intensive organizations in Iraq. A quantitative, descriptive–analytical field design was employed. Data were collected through a five-point Likert-scale questionnaire administered to a stratified random sample of 420 employees from four organizations: Zain Iraq, Asiacell, Korek, and Rafidain Bank. Malaria during pregnancy is a significant public health issue in Cameroon, affecting maternal health and birth outcomes. Despite preventive measures, disparities exist among socioeconomic groups and between urban and rural areas. The study was guided by the social-ecological model and explored how socioeconomic factors and geographic location influence malaria infection in pregnant women. Specifically, the impact of wealth index, maternal education, and healthcare access on infection rates, considering maternal age, parity, and residence, was examined. Nearly 700 million people worldwide live in extreme poverty, and almost half of the world’s population lives below the poverty line. Cash transfer programs are increasingly used to address poverty’s effects on family well-being, yet less is known about how families experience programs that combine cash transfers with peer-driven mutual aid. Children International’s (CI) Community Independence Initiative (CII) provides conditional cash transfers and promotes family-led goal setting, mutual support, and shared learning. The Edge of Sentience offers an ambitious and timely institutional framework for proportionate precaution under uncertainty about sentience. Its systematic treatment of empirical and theoretical uncertainty across diverse cases is a major contribution. Focusing on the problem of identifying and weighing different risks when designing proportionate precautions, this commentary suggests three areas in which Birch’s framework could be developed further: a more domain-sensitive justification of the priority given to avoiding under-attribution; a clearer distinction among competing forms of risk aversion and their divergent policy implications; and a fuller explanation of how the framework generates different recommendations across cases.

Hydrogen fuel cell electric buses (FCEBs) are rapidly transforming public transportation in the United States. However, while transit agencies are investing heavily in new zero-emission vehicles and fueling infrastructure, far less attention has been paid to the workforce needed to operate and maintain them. The Mundlak Estimator In A Panel Data Model With Serially Correlated Error Component Disturbances, Badi H. Baltagi, Long Liu

This paper shows that the classic Mundlak (1978) result where the random effects estimator reduces to the fixed effects estimator when the regressors are all correlated with the individual effects, may not hold if the remainder disturbances have a general serial correlation variance-covariance matrix. This includes the popular AR(1), MA(1) and ARMA(p, q) processes for serial correlation. This is illustrated with an empirical example for the AR(1) case.

Purpose: This paper explored the business educational skills aviation fire officers use to manage airport fire departments.

Design/Methodology/Approach: The methodology was a qualitative phenomenological study design. The participants began with 10 aviation fire officers from airports throughout the USA who were at least 28 years old, in a leadership role, and had at least 10 years of experience as aviation fire officers (Buttenschon, 2016). Saturation was reached at seven during the interview phase. The limitations of this study were gaining participants' trust and obtaining comprehensive information from them.

The aim of this study was to critically examine student voice in school boards, specifically how student representation is enacted, negotiated, or constrained in public school board meetings across multiple states. This study used a critical political analysis, multi-site, multi-year case study, as I wanted to showcase the different forms of student board memberships and the enactment of policy. In total, three school years of public regular board meetings were observed across three different school districts. The study employed a critical policy analysis to examine state statutes, district bylaws, board policies, meeting recordings, agendas, minutes, and transcripts.

Military veterans are disproportionately exposed to potentially traumatic events across service eras. While much of the clinical and research literature has focused on posttraumatic stress disorder (PTSD) and symptom reduction, a growing body of work highlights the possibility of posttraumatic growth (PTG) following adversity. PTG refers to positive psychological changes that may emerge through engagement with traumatic experiences, including enhanced appreciation for life, renewed purpose, personal strength, deepened relationships, and reintegration into community roles. Importantly, PTG does not imply the absence of distress but may coexist alongside ongoing trauma-related symptoms. This policy analysis examines how two Colorado laws, House Bill 22-1374 (Foster Care Success Act), and Senate Bill 22-008 (Higher Education Support for Foster Youth), aim to improve educational outcomes and long-term stability for youth who age out of the foster care system. Critical Policy Analysis (CPA) and Resilience Theory are used in this paper to examine how these policies address systemic inequities, promote resilience, and offer protective factors that support educational attainment. This study examined the factors influencing antenatal care (ANC) utilization in the eastern region of Nepal, focusing on the Morang and Sunsari districts, with the aim of identifying key determinants affecting ANC uptake and assessing the extent of ANC service utilization among mothers. Using lot quality assurance sampling, a community-based, descriptive, cross-sectional design was employed, surveying 164 mothers who had given birth within the previous 12 months; data were collected from June through November 2023. The United States continues to face a persistent mental health crisis after the COVID-19 pandemic, raising a policy question about the long-term role and regulation of telebehavioral health as a core modality of care. This thesis examines that question through a case study of New York State, an early center of the pandemic and a leader in telehealth policy reform.
