The coordinated digital-intelligent and green transformation of traditional manufacturing is an important pathway for upgrading traditional industries and accelerating the development of a modern industrial system. Based on field research involving more than 20 representative enterprises in Shandong Province across automobile manufacturing, coal processing, textiles, and petrochemicals, this study systematically examines the practical progress, typical models, major constraints, and policy needs associated with this transformation. The findings show that China’s traditional manufacturing sector is shifting from isolated upgrading to system integration, from production-focused transformation to full life-cycle coordination, and from individual-enterprise initiatives to industrial-chain collaboration. Coordinated digital-intelligent and green transformation is an important pathway for advancing high-quality manufacturing development. Focusing on the first batch of comprehensive pilot programs for coordinated digital and green transformation launched in 2023, this study combines literature review, text analysis, and comparative case analysis to examine the practices and phased outcomes of ten pilot regions. It identifies three pathways—digital-enabled green transformation, green-driven digital transformation, and integrated digital-green development—and summarizes key experiences in institutional design, infrastructure restructuring, platform innovation, and tool empowerment. In recent years, following the implementation of the South-to-North Water Diversion Project and comprehensive control of groundwater over-exploitation, coupled with natural factors such as more frequent and intensified extreme rainstorms, the groundwater level at large extent of the North China Plain has stopped declining and even started rising, with gradual recovery of groundwater storage. Nevertheless, the rapid rise in groundwater levels has disrupted the long-standing hydrological-geological-ecological balance shaped by prolonged over-extraction, triggering multiple secondary risks. Operation Enduring Freedom-Philippines was a 14-year mission that entailed a 21st-century, long-term special operation conducted by the United States with a partnered nation in the Pacific. This qualitative study explored how U.S. advisors interpret successes, failures, and strategic adaptations during joint operations in the Philippines, and what these interpretations reveal about the processes shaping advisory outcomes applicable to future strategy in the Pacific. Social and economic disparities in the Midwestern Reservation Community have persisted for more than five decades despite the enactment of federal Indian policy designed to address them. Mental health challenges among first responders require coordinated stakeholder efforts. Although employee assistance programs (EAPs) are commonly offered as workplace benefits, little is known about firefighters’ experiences with these programs and how they can be tailored to meet their unique needs. Existing literature suggested that EAP utilization among firefighters is influenced by program awareness, confidentiality concerns, organizational support, stigma, and the extent to which services are tailored to first responders’ needs. Using a generic qualitative design and policy feedback theory, this study explored southeastern Michigan firefighters’ experiences with EAPs. In the late 1960s, police began to unionize. Today, they are the most well-organized labor force in the United States, with 70% to 80% of sworn officers now represented by a union. Though it has been decades, little scholarship has developed about how police unions affect policing. Much of the research that does exist uses race-neutral frames to address an organization steeped in racial history. This study aims to address this gap in scholarship, in part, by introducing race as a motivation for and explanation of organizational output.

This essay examines the constitutions of the Republic of Sudan and minority rights, with a focus on Armenians in that country.  It provides (1) the demographics of Sudan; (2) an overview of the Armenians of Sudan; (3) a history of Sudan’s constitutions; (4) an analysis of their provisions and related laws on minority rights, citizenship, naturalization, and inheritance; (5) an overview of Sudan’s civil war, which began on April 15, 2023, and (6) a concluding section which analyzes risks to Armenians and other religious and ethnic minorities in Sudan.

Prompted by the pogrom that erupted in Belfast in June this year, this article explores how a women’s collective, Anaka, established by female asylum seekers, refugees and migrants (ASRMs) less than a decade previously, took the lead in ensuring the safety and welfare of the city’s migrant communities in a context where they were horrifically failed by police and politicians, by the state and the institutions meant to protect them. Anaka began as a small-scale endeavour to mitigate the difficulties confronting women struggling to navigate a harsh asylum system. It became a widely respected advocacy and campaigning group for ASRMs. …

On January 19, three American Catholic bishops issued a striking warning about the future of American foreign policy, lamenting that it was undermining “the moral foundation for America’s actions in the world.” The bishops responded to a retreat toward transactional, power-centric diplomacy – one where human rights, international solidarity, and the common good are increasingly secondary to narrow national interests. This shift is most evident in the global race for “critical minerals,” – and perhaps nowhere is the need and opportunity for Church moral leadership clearer.

Southern Africa is a relatively peaceful region, however, it has witnessed a range of diverse, multiple and ongoing conflicts that have prompted various peace interventions from the Southern African Development Community (SADC), neighbouring countries and international actors. Since its establishment in 2011, the United Nations Mission in South Sudan (UNMISS) has been tasked with protecting civilians in the context of ongoing violent conflict and political instability. The mission has recorded some important achievements, especially through the creation of Protection of Civilians (PoC) sites that have provided shelter to hundreds of thousands of displaced people. However, these gains have been accompanied by major limitations. Following the downgrade of Level 3 Evacuation orders at Flett Middle School and Indian Trail and Woodridge elementary schools on Aug. 9, district staff worked with Fulcrum Environmental Consulting to conduct visual inspections and air-quality testing at these sites. More than 100 interior and exterior locations were tested, with indoor air quality within the Good-to-Moderate range under the EPA Air Quality Index. Inspectors also found no indication of unusual ash, soot or other settled particulates inside or outside the buildings.

The recent cyberattacks targeting municipal water facilities across multiple U.S. states serve as another reminder that America’s critical infrastructure remains under constant attack. According to the FBI, Environmental Protection Agency (EPA), and the Cybersecurity and Infrastructure Security Agency (CISA), attackers successfully compromised operational technology (OT) devices, including programmable logic controllers (PLCs), by exploiting Internet-connected systems, changing administrator credentials, and disrupting normal operations. Fortunately, local operators responded quickly by isolating affected systems, restoring backups, and preventing what could have become a significant public health crisis.

While these incidents focused on water treatment facilities, they represent a much larger national security issue. …

This case study examines fleet sustainability challenges within the University of Texas Rio Grande Valley Police Department, a multicampus public safety agency operating aging gasoline vehicles central to daily patrol and administrative functions. Rising maintenance costs, increased vehicle downtime, and extensive idling created both operational strain and avoidable environmental impacts. Aging internal-combustion vehicles contributed to elevated emissions and fuel consumption, particularly under high-heat conditions and equipment demands typical of campus policing. Telematics monitoring indicated that approximately 48% of total engine-on time consisted of idling, highlighting a substantial source of avoidable fuel use and emissions.
