Center for Survey Research Publications

In January of 1972, the staff and resident representatives of the Worcester Model Cities neighborhood contracted the Survey Research Program to work with them to conduct a survey of neighborhood residents. The purpose of the project was to collect data that would assist those in the Model Cities area to systematically measure residents' perceptions and feelings, to identify problems and needs, to plan programs, and, perhaps, at a later date to have a basis against which to measure change.

The project, as it was designed and as it was carried out, was a joint effort. A committee of residents and …

The Behavior Of Coalitions As Interorganizational Structures: An Exploratory Study Using A Grounded Theory Approach, Elaine Marie Rothrock

Dissertations and Theses

This study is one of four exploratory studies concerned with coalitions of organizations that are formed to plan and develop social welfare programs within the local community. Although each study was conducted independently, taken together their major purpose was to develop some insights and knowledge into the behavior of organizations and the ways in which they interact as they work together to develop community programs. Public Administration ETDs

Past experience in New Mexico has shown that the traditional agency line-item budget does not serve as a tool for making rational decisions about state government because it does not present the appropriate information needed by the decision-makers. To make rational decisions and policies, the Governor and the Legislature both need to know more about an agency than the cost of salaries and travel. Planning-Programming-Budgeting was introduced in New Mexico in 1969 with the hopes that it would be developed into the tool needed for making rational decisions effecting the state. According to Charles Schultze:

Much has been published on …
