Social Choice And Policy Formulation: Problems And Considerations In The Construction Of The Public Interest, Irv Berkowitz

The need for and adoption of certain social policies for the nation are frequently rationalized by their advocates as being in the public interest. Often, though, the interest of the many merely disguises the special interests and wants of the few. It is obvious that the social choices made in the policy process only rarely benefit the interests of all without being adversely consequential to some. This paper argues that the problem of social choice in the conflictual process of policy making is as much a conceptual dilemma as a practical political or economic one. A major source of this …

Introduction
Grand Canyon National Park comprises 1009 square miles of contrasting life zones and landscapes, with elevations ranging from 2500 feet at the Colorado River to more than 9000 feet of the North Rim. This area includes 117 miles of the Canyon, part of the Kaibab Plateua known as the North Rim and part of the Coconino Plateau or South Rim. Both formations are included in the Colorado Plateau (See Figures 1 and 2).

This paper was written for a faculty seminar at the School of Social Work, University of Tennessee, Knoxville, where at the time the author was an Assistant Professor. It makes the case that contemporary social work at the time was an uneasy mix of three very different approaches: A public affairs perspective addressing broad social policy issues; a community services perspective extending to agency management, planning and financing; and a personal care perspective built on psychotherapy, social casework and group work. Even at the height of the economics of disarmament studies in the 1960s the most that economists could demonstrate was that disarmament could take place without severe economic dislocations, and that resources released from arms could be used for improving the global standard of living. In this paper I want to explore and 2begin to elucidate a fundamental problem in social welfare theory. The problem centers on the conception of the relation between individuals and social structure. Before proceeding with this task, it is important to note the senses in which the term "social welfare" will be used. The term has two basic senses, deriving from two more or less distinct intellectual traditions. In one sense the term refers to the provision of goods and services to needy individuals, either through government "transfers" or private philanthropy. I shall present a selective overview of recent themes and directions in social research on housing in the U.S. I narrowed the topic by focusing on research centering on the family and on neighborhood. These topics offer ways to concentrate on "social" research and to narrow a rather broad topic.
My meaning of "social" research encompasses work not only by sociologists. It also includes the separate or collaborative work of other disciplines, especially psychology, anthropology, social psychology, architecture and urban planning. America's 15 HUD-aided new towns are mired in such serious financial problems as to make likely the emphatic close of the 1968-1974 Golden Age of modern new town development. Contrary, however, to present-day indications there is reason to expect a revival of new town prospects in the late 1970's, and social welfare components may be center stage in the matter.
There is no gainsaying the seriousness of the 1975 collapse of the American new towns movement: HUD, for example, from a prior commitment to approving at least ten projects a year between 1968 and 2000 A.D. is now refusing to …
