กองทัพเมียนมา หรือตัตมะด่อ (Tatmadaw) เป็นตัวแสดงหลักที่ก่อให้เกิดการเปลี่ยนแปลงทางการเมืองและเศรษฐกิจของเมียนมา วิทยานิพนธ์นี้มุ่งวิเคราะห์ความสัมพันธ์ระหว่างการเปลี่ยนแปลงทางการเมืองภายใต้อำนาจของกองทัพเมียนมากับการขยายธุรกิจของกองทัพเมียนมานับตั้งแต่ได้รับเอกราชจากอังกฤษจนถึงปัจจุบัน โดยต้องการพิจารณาว่าการเปลี่ยนแปลงทางการเมืองที่เกิดขึ้นในแต่ละช่วงเวลาสำคัญส่งผลต่อผลประโยชน์ทางธุรกิจของกองทัพอย่างไร และในทางกลับกัน อำนาจทางเศรษฐกิจนี้ส่งผลต่อการรักษาและขยายอำนาจทางการเมืองของกองทัพเมียนมาอย่างไร การศึกษานี้วิเคราะห์ผ่านกรอบแนวคิดว่าด้วยความสัมพันธ์ระหว่าง ‘รูปแบบของความสัมพันธ์พลเรือน-ทหาร’ กับ ‘ระดับการควบคุมของทหารต่อธุรกิจกองทัพ’ ของ Ayesha Siddiqa ผลการศึกษาพบว่า ‘อำนาจทางการเมือง’ กับ ‘อำนาจทางเศรษฐกิจ’ ของกองทัพเมียนมาเป็นเงื่อนไขเกื้อหนุนซึ่งกันและกัน กองทัพเมียนมาได้อาศัยอำนาจทางการเมืองเพื่ออำนวยความสะดวกแก่การสร้างและดำเนินธุรกิจของตนเอง ธุรกิจของกองทัพสามารถปรับตัวและยืดหยุ่นต่อการเปลี่ยนแปลงทางการเมืองที่เกิดขึ้น และขยายตัวมากขึ้นออกไปครอบคลุมธุรกิจทุกประเภท ทั้งในรูปของเครือบริษัทที่ดำเนินการโดยกระทรวงกลาโหม อย่างเครือบริษัท UMEHL และเครือบริษัท MEC, ธุรกิจที่ดำเนินการโดยหน่วยงานย่อยต่างๆ ในกระทรวงกลาโหม, ธุรกิจของหน่วยทหารในระดับภูมิภาค รวมถึงเอื้อให้เกิดระบบ ทุนนิยมแบบเครือญาติ (Nepo-capitalism) และระบบทุนนิยมแบบเครือข่ายบริวาร (Crony capitalism) ในทางกลับกัน กองทัพเมียนมาก็ใช้อำนาจทางเศรษฐกิจที่ตนเองครอบครองเพื่อรักษาและขยายอำนาจทางการเมืองของตนเองให้เข้มแข็งมากขึ้นกว่าเดิม อันจะเป็นหลักประกันว่าตนเองจะสามารถควบคุมธุรกิจให้เป็นไปตามเงื่อนไขที่พึงพอใจได้ กองทัพจึงดำเนินการเสริมสร้างศักยภาพทางการทหาร, สะสมความมั่งคั่งในหมู่ผู้นำทหาร, สนับสนุนสวัสดิการเพื่อสร้างความจงรักภักดีในเหล่าเจ้าหน้าที่ทหาร และทหารเกษียณอายุ, ก่อตั้งมวลชนจัดตั้ง และให้การสนับสนุนขบวนการชาตินิยมที่ฝักใฝ่กองทัพ ตลอดจนเปิดโอกาสให้พลเรือนเข้ามาประกอบอาชีพในธุรกิจของกองทัพ เพื่อขยายความนิยมทางการเมืองของตนเองออกไปสู่ภาคพลเรือนในช่วงการเปลี่ยนแปลงทางการเมือง การศึกษายังพบว่า อำนาจทางการเมืองและเศรษฐกิจของกองทัพเมียนมาที่ปราศจากการควบคุมและตรวจสอบจากรัฐบาลหรือหน่วยงานใดๆ เป็นอุปสรรคสำคัญที่บ่อนเซาะการเปลี่ยนผ่านไปสู่ประชาธิปไตยของเมียนมา ให้กลายเป็นเพียงการเปลี่ยนผ่านไปสู่ระบอบประชาธิปไตยภายใต้กองทัพผู้พิทักษ์ระบอบเดิมเท่านั้น

Previous literature into online trolling behavior has focused upon the role of the Dark Tetrad and political measures separately. This study extended the existing body of research by examining the relationship between the Dark Tetrad personality traits, social dominance orientation (SDO) and online political trolling in the United States of America. The data was collected using an online questionnaire from American users of Facebook and Reddit in the summer of 2020, during the COVID-19 pandemic, Black Lives Matter movement, and in the runup to a hotly contested national election. Genocide Studies and Prevention: An International Journal

Studies of the onset of genocide and accompanying early warning and forecasting efforts have focused almost exclusively on states. This article suggests that genocide prediction must move beyond a purely state-centric approach. Specifically, I suggest three major avenues that will refine and complement existing research and related prediction efforts. These include 1) theorizing and analyzing non-state actors who commit genocide, 2) engaging in conflict-centered approaches, and 3) addressing the onset and triggers of genocide within subnational spaces. I conclude with a discussion of how these three avenues can be pursued simultaneously to inform more robust genocide prevention endeavors.

Parallel security structures are often limited to books and articles published on secret police organizations in the broader security literature. This study and numerous prior works have argued that remittances increase the likelihood that states will implement external voting. However, quantitative studies have generally failed to find a relationship between reliance on remittances and the adoption and implementation of external voting. In this study it is argued that the pooling of observations from developed and developing countries as well as autocracies and highly consolidated democracies has altered previous results. Most studies have also not investigated possible non-linearities in the relationship between remittances and external voting. The peaceful transition from authoritarianism under Francisco Franco to a democratic constitutional monarchy after Franco’s death stands as a critical juncture in modern Spanish history because of the uniqueness of the historical event. The transition occurred without direct foreign intervention to manipulate Spanish politicians into passing democratic legislation; instead, the transition was initiated by Francoist leaders who willingly enacted the regime’s change which undermined their initial place in society. In the aftermath of the September 11, 2001 attacks against the United States, foreign aid has focused on winning public hearts and minds in the aid recipient states as a hedge against insecurity and means to achieve progress in the “war on terror.” Western donors, especially the United States, argue foreign aid is an effective tool to expand government capacity and control over territory, win public hearts and minds, and ultimately mitigate the need and significant military costs of deployment to counter insecurity, extremism, and terrorism in weak, fragile and failing states.

China’s goals in the South China Sea are twofold: to expand sovereignty while keeping the peace. I argue this is accomplished through rhetorical strategic ambiguity and military clarity, which have characterized China’s maritime grand strategy since 2010. Using confusion and clarity—two seemingly opposite strategies—allows China to simultaneously expand sovereignty and maintain peace. Sexual violence produces detrimental and long-lasting physical and psychological trauma that deters a victim’s ability to fully participate in the economic, political and social development of their community and nation-state (Legal Action Worldwide, 2014). To fight this crime, the UNDP has developed an International Sexual Violence Protocol. This Protocol recommends consolidation of sexual violence legislation into one document called the Sexual Offense Act. These laws tend to use a justice through rights approach to effectively criminalize and prosecute sexual violence within a comprehensive human rights-based model. I analyze the effects of economic and informational globalization on the diffusion of military capabilities in the 20th and 21st centuries. To test these relationships, I use the KOF Swiss Economic Institute’s data on economic and informational globalization and the Correlates of War data on National Material Capabilities for all states of the international system from 1970 to 2011. Using an Ordinary Least Squares (OLS) regression of all states with standard errors clustered at the state-level, I find that economic globalization negatively correlates with increases in military capabilities; while informational globalization positively correlates with increases in military capabilities. The study analyzes how the government of the Republic of Biafra used international norms to win foreign support during its 1967–1970 campaign to secede from Nigeria. Secession conflicts occur at the intersection of international and domestic politics. For independence movements, support from outside is crucial. But, as Bridget Coggins has asked, how can secession movements find “friends in high places”? International support for unilateral secession attempts is strictly prohibited. Domestic and international asymmetry are limiting secessionist foreign policy instruments to intangible means. Legitimacy is a central concept to illuminate the phenomenon. How does warfare impact the political and civil liberties of men, women, and minorities? Hintze (1906) and Lasswell (1941) argue states facing a severe security threat are likely to reduce rights in order to minimize domestic opposition to the war and maximize mobilization potential. Downing (1992) and Klinkner and Smith (1999) argue that under certain circumstances mobilization for war can unintentionally lead to an expansion of rights. This presentation explores these arguments with finding from historical case studies (e.g., Imperial Russia, Austro-Hungarian Dual Monarchy, African Americans in World War I and II, and Tirailleurs Senegalese in World War I).

In Genealogies of Terrorism: Revolution, State Violence, Empire, Verena Erlenbusch-Anderson takes on the ambitious project of providing a broadly Foucauldian genealogical account of the concept and practice of “terrorism.” While I am not quite sure she summits every mountain she attempts to climb, Erlenbusch-Anderson makes a valuable contribution to an under-developed literature and she offers some tantalizing points of departure for future explorations of an important and timely subject. Genealogies is an eminently worthwhile read; while some grounding in Foucault (among others) is sure to enhance the experience, Erlenbusch-Anderson’s introduction provides an able road map, making the ascent up through …

This November marks six years since Ukraine’s Euromaidan protests. Sometimes referred to as the “Revolution of Dignity,” the events of winter 2013–14 had far-reaching consequences not only for Ukraine’s government and Ukrainian national identity, but also for global geopolitics. After the corrupt Yanukovych government fell, Putin’s Russia annexed Crimea and became involved in separatist conflict in Ukraine’s eastern regions, under the premise of “protecting Russian speakers.” This edited volume investigates the events of 2013–14 and their impact on culture, politics, society and identities.

This scholarly, serious-minded book represents a valuable addition to the Columbia University Press series, Columbia Studies in Terrorism and Irregular Warfare. Considering the decades-old Arab-Israeli conflict, Wendy Pearlman and Boaz Atzili address the issue of what they term “triadic coercion—in which a state directs military threats or strikes at another state to force it to take action against a nonstate actor to which it offers shelter or assistance” (242). This tactic has been common enough to be historically significant, and the Israeli case that is examined here offers a useful laboratory within which to offer systematic consideration of the phenomenon.

This article argues despite opportunities to learn valuable strategic lessons from Denmark’s effort in the Afghanistan War (2001–14), Danish civil authorities implemented a comprehensive approach policy that failed to establish a bridge to lessons learned by the military. Denmark’s experience in the Afghanistan War demonstrates promises and perils of lessons learned processes.

This dissertation exposes the limitation of international retributive justice in realizing interstate reconciliation and proposes including a restorative dimension into the existing international criminal justice system. I maintain that justice within the international criminal system is conceptualized purely on a punitive notion influenced by the liberal institutionalist understanding of the state and the international system. Hence, the current retributive structure does not engage rival stakeholders, who experience interstate wars, in the process of international justice, as it is centered on upholding international law and punishing states that violate the law.
