This paper begins by mentioning some problems we found in social networks belonging to corporations such as Facebook and Twitter, emphasizing the inclusion of algorithmic timelines, the verticality of decisions that respond to market logic, and the privacy of users’ data. Grassroots Governance And Resilience: The Role Of Barangay Disaster Communication Amid Political Uncertainty, Karl Lenin Calaramo Benigno, Elsie Pilar, Yolanda Sabado-Lao

This study examines the role of barangay-level communication in disaster preparedness and response amid political uncertainty, focusing on Ilocos Norte, Philippines. Specifically, it investigates how comprehension of disaster warnings and COVID-19-related terms affects citizens’ compliance, and how demographic and barangay-related factors moderate this relationship. A mixed-methods approach was employed, involving surveys of 44 respondents (household heads, barangay officials, and Sangguniang Kabataan officers) and key informant interviews to document communication practices, sources of information, and community trust. Statistical analysis revealed a strong positive correlation (r = 0.843, p < 0.001) between comprehension and compliance, highlighting the critical role of understanding in disaster response. Findings also show that traditional communication channels, such as barangay announcements and personal networks, remain central, while political uncertainty can indirectly undermine trust and affect message adherence. Youth participation via SK initiatives contributes to information dissemination but requires enhanced resources and training. This study contributes novel insights by integrating statistical evidence, qualitative analysis, and political context to explain the dynamics of grassroots disaster communication. Policy recommendations include capacity-building, hybrid communication strategies, participatory governance, youth engagement, and integration of political risk into preparedness planning, aimed at enhancing resilience and adaptive capacity in local communities.

Resistance Is Not Futile: Rethinking Ethnicity, Tactics, And Outcomes In Civil Conflicts, Robert Bivens, Ches Thurber

Recent studies have questioned whether nonviolent tactics can be effective for ethnic minorities. However, they often overlook multiethnic coalitions, shifts in campaign composition, and ethnicity’s parallel role in armed tactics. This paper reevaluates the relationship between ethnicity, tactics, and outcomesin civil conflicts. To do so,we introducenewdata on ethnic groups in contention that offer time-variant measures of the ethnic attributes of campaigns. We find that the effectiveness of nonviolent tactics for ethnic minorities depends on the point of comparison. Campaigns composed solely of excluded groups succeed less often than those made up entirely of privileged groups. However, minorities have still fared …

Contemporary comparative law operates across a landscape riven by protectionism, nationalism, and securitization, all of which complicate comparative law projects. Nowhere is this more evident than in the U.S-China relationship, the most important bilateral relationship in the world. Despite economic “delinking,” the U.S. and Chinese legal systems are interacting more than ever; however, how this interaction works is poorly understood. This Article proposes “adversarial comparativism” to explain this dynamic. It is an approach to comparative law and politics that includes different modalities: competition, aggressiveness, transactionalism, misunderstanding, opportunism, and gaslighting. This article examines the Myanmar government’s illiberal peacebuilding practices in addressing the ongoing conflict with the Karen ethnic group. Using qualitative descriptive methods and a literature review, the author analyzes the dynamics of the relationship between the state and the Karen ethnic group, examining how security strategies, co-optation, and discriminatory policies are employed to suppress resistance. Using Comparative Historical Analysis as its method, this article will discuss the issue of this conflict from 2015 to 2021. This study discusses the implementation of Indonesia’s free and active foreign policy under President Prabowo Subianto concerning the Palestinian issue and its implications for Indonesia’s global role. The principle of Indonesia’s free and active foreign policy serves as the foundation for determining the direction of its foreign policy, particularly regarding the Israel–Palestine conflict. This research employs a qualitative method using Rosenau’s Foreign Policy Analysis theory to analyze the domestic and international factors influencing Indonesia’s foreign policy decisions, and interviews with experts. The supermarket industry is an “industry in flux.”[1] Modern grocery stores face multinational opposition at the millennium paralleling the extinction of neighborhood “mom-and-pop” stores with the rise of chain stores of the late 19th century (Strasser, 1989). With this large-scale reorganization of the grocery store industry comes a concomitant restructuring of what constitutes a grocery store itself—its architecture, services, and signs. Beginning in the late 1990s and the arrival of the file-sharing program Napster, the recording industry used a “piracy panic narrative” in an attempt not only to prevent file-sharing, but also, to change the basic parameters of copyright law. In this piracy panic narrative, major record labels and their representative trade associations made the argument that file-sharing is piracy, piracy is stealing, and this stealing hurts recording artists.
