The Framing Of Political Advocacy And Service Responses In The Crime Victim Rights Movement, Frank J. Weed

The Journal of Sociology & Social Welfare

This paper analyses two major aspects of the mobilizing frames found among local organizations in the crime victim rights movement. A national survey of 301 organizations demonstrated that organizations shape their service/action responses in terms of three conceptualizations of the "victim problem." These conceptualizations clearly influence the pattern of service programs found in different types of organizations. In addition it is shown that some types of organizations are more oriented to political advocacy than others; yet all types of organizations are more apt to be involved in political action if their staff members are oriented to "victim rights" framed as …

Implementing Public Policy : The Virginia Comprehensive Community Corrections Act For Local-Responsible Offenders, Tracey L. Jenkins

This is a study of how the Department of Criminal Justice Services (DCJS) attempted to implement a major crime initiative, the Comprehensive Community Corrections Act (CCCA). The aim is to explain the implementation process in DCJS with reference to organizational models developed by Richard Elmore (1978). A careful analysis of the day-to-day operation and decision-making processes of DCJS, with particular emphasis on the implementation of the CCCA, shows that DCJS normally corresponds with the expectations of the "organizational development" and "bureaucratic process" models described in Elmore's typology of organizations. In this research, I will examine public opinion on the death penalty from 1972 to the present. In doing so, I will show that as the awareness of violence and crime increases, support for the death penalty increases. I intend by the consideration of prevalent trends and ideas over the past twenty-five years to show that awareness of crime and prejudice against ethnic groups traditionally associated with crime often dictates public opinion of the death penalty. Political Formation Of Korean Americans In Los Angeles: Visions Of Political Power, 1992-1996, Edward J.W. Park

Asian and Asian American Studies Faculty Works

Since the Los Angeles Civil Unrest of 1992, Korean Americans have taken their first steps toward mainstream political participation and inclusion. From its initial stages, their struggle for political empowerment has been marked by profound partisan divisions. These divisions implicate a range of issues and point to pivotal concerns that organize and divide the political formation of the Korean American community. As the Korean American community is being transformed by its political engagement, mainstream politics in Los Angeles is also undergoing change as it confronts the new issues and complexities Korean Americans have brought to the city's political agenda.

The Silver Bullet Hypothesis : Case Studies Of Post-Webster Virginia Gubernatorial Elections, Anne M. Morgan

The 1989 Webster vs. Reproductive Health Services U.S. Supreme Court decision triggered a "new politics of abortion," marked by a shift in venue of the abortion political debate to the states and by invigorated mobilization of pro-choice activists alarmed about a potential erosion of abortion rights in state laws. Surfacing in the wake of the decision was a "silver bullet" theory of abortion: that unrestricted support for legal abortion guarantees a candidate's electoral victory. Case studies of two post-Webster gubernatorial elections in Virginia fail to confirm the validity of the silver bullet theory. Public opinion findings reveal that the electorate …

That is, what happens within the legitimate borders of a nation, what docs not affect other nations, is to be decided by the people of that nation or the government of' that nation and no one else. This thesis reviews many of the historical, constitutional and legal factors behind today's gun control policy and how they relate to the laws governing the carrying of concealed firearms within the state of Oregon. Many legal cases are explored for their impact on the carriage of concealed weapons. A thorough examination was made of the Oregon legislative history behind HB 3470, sponsored by then-House Speaker Vera Katz, which was enacted in July 1989, was effective January 1, 1990, and became the kernel of the snowball passage of CCW (carry concealed weapon) laws within the United States. Alienation And Altruism Among Street Level Bureaucrats: A Study Of The Virginia Victim/Witness And Crime Assistance Program, Susan Margaret O'Donnell

Author Michael Lipsky argues that street-level bureaucrats are unresponsive to clients' needs because of five conditions that characterize the bureaucratic setting. These conditions include a chronic lack of resources, an ever-increasing client load, ambiguous or conflicting agency goal expectations, goal measures that encourage impersonal service, and the lack of a client reference group for workers. One purpose of this paper is to determine if the five conditions of work that frame Lipsky's argument in a street-level bureaucracy exist for the Virginia Victim/Witness and Crime Victim Assistance (V /W-CVA) program. Detection Of Deception In Law Enforcement Applicants: A Preliminary Investigation, Randy Borum, Harley Stock

Using the MMPIand the IPI, the present study examined the differences in psychometric defensiveness between two groups of law enforcement applicants: applicants identified as being deceptive and a comparison group of candidates for whom no deception was indicated. Significant differences were found on the traditional validity (minimization) scales for both instruments as well as several supplemental scales and indexes from the MMPI. A new index (Es-K) from the MMPI showed a highly significant difference between groups and good classification accuracy. The results suggest that deceptive applicants show more defensiveness on psychometric testing and that test results may assist in raising …

Play Fair With Punishment, Richard Dagger

If we want to provide a justification for legal punishment, then, we must answer two distinct questions: (1) What justifies punishment as a social practice? and (2) What justifies punishing particular persons? The principle of fair play is an especially attractive theory of punishment, I shall agree, because it offers plausible and compelling answers to both these questions. I shall also suggest that there is a third question - How should we punish those who commit crimes? - that fair play cannot answer without help from other sources.
