Us/Japanese Trade Policy: A Defense Of Limited Unilateralism, Stephen D. Behnke Apr 1997

Us/Japanese Trade Policy: A Defense Of Limited Unilateralism, Stephen D. Behnke

Honors Theses

With the end of the Cold War, the Soviet threat is no longer a factor in our formulation of trade policy with Japan. In days past, the State Department cited geopolitical concerns in its on-going battle with those sections of the government who were more willing to slap trade restrictions on Japan for alleged unfair trading practices. Until the early 1970s, United States trade policy was almost totally subjugated to winning the Cold War; our market was thrown open to imports even if others were not. Back then, though, this was not only a wise Cold War "military tactic," but …

The Economic Link-Up Of Hong Kong And Guangdong : Structural And Development Problems, Shu-Ki Tsang, Yuk-Shing Cheng Mar 1997

The Economic Link-Up Of Hong Kong And Guangdong : Structural And Development Problems, Shu-Ki Tsang, Yuk-Shing Cheng

CAPS Working Paper Series

The phenomenal link-up between the Hong Kong and Guangdong economies has been proceeding at a remarkable speed since the launching of the Chinese economic reform in late 1978. The process has largely been market-driven and seems to suit the short-run comparative advantage on both sides. In essence, however, it has been a result of a reallocation of resources across the border, made possible by China's open policy. It has not yet led to a benign form of developmental upgrading which embodies the strengthening of the long-term foundation for productivity and competitiveness enhancement. Indeed, the tremendous "windfall profits" obtained so far …

Hong Kong As A Financial Centre Of Greater China, Y. C. Jao Mar 1997

Hong Kong As A Financial Centre Of Greater China, Y. C. Jao

CAPS Working Paper Series

During the past three decades, Hong Kong has emerged as one of the leading international financial centres (IFCs) of the world. Since China began its economic reform and open-door policies in 1979, and since cross-strait economic contacts began to improve in the mid-1980s, Hong Kong's role has also become more varied and multi-faceted. The purpose of this paper is to evaluate Hong Kong as an IFC of Greater China (which comprises Mainland China, Taiwan, Hong Kong and Macau). The territory's prospects as an IFC after its retrocession to China on July 1, 1997 will also be discussed.

A Preview Of Ei And Ezi: Programs For Ecological Inference, Kenneth Benoit, Gary King Dec 1996

A Preview Of Ei And Ezi: Programs For Ecological Inference, Kenneth Benoit, Gary King

Research Collection School of Social Sciences

Ecological inference, as traditionally defined, is the process of using aggregate (i.e., ecological) data to infer discrete individual-level relationships of interest when individual-level data are not available. Existing methods of ecological inference generate very inaccurate conclusions about the empirical world- which thus gives rise to the ecological inference problem. Most scholars who analyze aggregate data routinely encounter some form of this problem. EI (by Gary King) and EzI (by Kenneth Benoit and Gary King) are freely available software that implement the statistical and graphical methods detailed in Gary King's book A Solution to the Ecological Inference Problem. These methods make …

Nuclear Pariahs And Regimes In The New World Disorder, Wayne F. Lesperance Jr. Dec 1996

Nuclear Pariahs And Regimes In The New World Disorder, Wayne F. Lesperance Jr.

Graduate Program in International Studies Theses & Dissertations

This thesis discusses the role of pariah states vis-a-vis the nonproliferation regime. Specifically, the foreign policy of the Islamic Republic of Iran (IRI) is analyzed to determine, first, whether Iran is a pariah, second, the potential threat the IRI poses to the Persian Gulf region and third, the possible international responses that may be undertaken to address Iranian pariahtude in the nuclear field. Through the course of this thesis regimes are defined as a set of implicit and explicit rules, principles, norms, and decision-making procedures around which actor's expectations converge and which govern relations among states. Pariahs are defined as …

The Evolution Of International Norms, Ann Florini Sep 1996

The Evolution Of International Norms, Ann Florini

Research Collection School of Social Sciences

This article puts forward a theoretical explanation for why norms of international behavior change over time. It argues that the mainstream neorealist and neoliberal arguments on the static nature of state interests are implausible, as the recent empirical work of the growing constructivist school has convincingly shown. But the constructivists have not yet provided a theoretical basis for understanding why one norm rather than another becomes institutionalized, nor has learning theory yet provided an adequate explanation. An evolutionary approach that draws its hypotheses from an analogy to population genetics offers a promising alternative. This article briefly outlines the constructivist critique …

Information Warfare: Technology And The Information Advantage, Daniel Matthew Parker Jul 1996

Information Warfare: Technology And The Information Advantage, Daniel Matthew Parker

Graduate Program in International Studies Theses & Dissertations

This thesis analyzes information warfare--that emerging form of warfare that attempts to destroy, degrade and exploit the information systems of another, while protecting one's own--in the context of the technology of warfare. Just as one might peel an onion, the analysis proceeds from a general analysis of technology in warfare to the more specific analysis of information warfare as it is currently defined. Information technology is an enabling factor in the emergence of information warfare as a new warfare area. Although it is revolutionizing the way warfare is conducted, the elements of information warfare have been practiced for thousands of …
