World of Coal Ash Proceedings
Dewatering of coal combustion residual (CCR) surface impoundments is a technically challenging item for sites with CCR units at closure. Generation has ceased at this site where fly ash was mostly sold for beneficial use and bottom ash was sluiced to composite-lined CCR surface impoundments to passively drain prior to landfilling. During site closure and restoration, bottom ash and relatively minor amounts of other permitted waste materials were consolidated into the site’s landfill and bottom ash impoundment. Coal combustion residuals (CCR) present one of the most significant waste management challenges in the United States. Illinois hosts 72 coal ash impoundments at 23 facilities across 22 counties. In 2019, the state enacted Public Act 101 0171 (Coal Ash Pollution Prevention Act), followed by Illinois Administrative Code Title 35, Part 845, establishing CCR surface impoundment standards. Even with federal and state requirements, significant gaps remain in identifying management options and site-specific risks. Key limitations include: (1) incomplete understanding of ash composition and variability within and among impoundments; and (2) fragmented information on impoundment physical properties, operational status, and geological …

This work investigates the micro hydration of the beryllium trifluoride anion (BeF3–) with up to three water molecules (BeF3–(H2O)n where n = 1–3). Full geometry optimizations and harmonic vibrational frequencies were computed on various BeF3–(H2O)n stationary points using density functional theory methods (B3LYP-D3BJ, B3LYP, ωB97XD, and M06-2X) as well as the CCSD(T) and MP2 ab initio methods with a triple-ζ correlation-consistent basis set augmented with diffuse functions on all non-hydrogen atoms (haTZ). However, conventional feedback mechanisms such as summary performance scores or first-person video recordings often lack the spatial and contextual detail necessary to support effective reflective learning. We investigate the spatial dynamics of a population modeled by a general discrete integrodifference equation incorporating k-generation long-term memory. While classical models rely solely on the im- mediately preceding state to determine population growth and dispersal, introducing multiple past states causes the associated evolution operator to lose compactness. Consequently, standard fixed- point theorems are insufficient to prove the existence of traveling wave solutions. We overcome this difficulty by constructing a time-independent moving frame operator and employing the monotone iteration method. By assuming the fecundity function is locally Lipschitz, bounded, and nondecreasing on a specified interval, and by relaxing continuity requirements …

The High Luminosity upgrade of the Large Hadron Collider (HL-LHC) places increased thermal and operational demands on detector electronics, requiring highly reliable power systems. The ATLAS Tile Hadronic Calorimeter (TileCal) uses low-voltage power supply (LVPS) bricks to power front-end electronics, but these units operate in inaccessible regions, making failures difficult to repair. Therefore, rigorous qualification procedures are essential. This work focuses on improving LVPS reliability through a structured burn-in process. Each unit undergoes pre-burn-in electrical verification using a Single Test Stand (STS), followed by sustained operation under load and elevated temperature, and post-burn-in requalification. Screen reader users face significant barriers when using web-based cybersecurity tools, however, the accessibility of these interfaces has received minimal systematic research attention. Existing automated evaluation tools assess Web Content Accessibility Guidelines (WCAG) conformance but do not measure the practical operability of complex and domain-specific interfaces for users of assistive technology. Signal simulation environments require accurate three dimensional representations of physical spaces, yet current methods for generating these representations, including Light Detection and Ranging (LiDAR) scanning, manual 3D modeling, and commercial photogrammetry, are both costly and time intensive. SpaceForge addresses this gap with a prompt guided pipeline that takes an ordinary indoor photograph and a configurable set of simulation relevant object categories as input and produces a voxelized 3D scene compatible with downstream signal simulation workflows. Nanodiamonds (NDs) offer a promising platform for biomolecular applications due to their stability, biocompatibility, and three-dimensional structure. This study focused on developing a nanodiamond–DNA complex in which streptavidin-functionalized NDs would form a protective shell around biotinylated single-stranded DNA (ssDNA), creating a core–shell system like an “M&M” candy with DNA at the center and a protective coating on the outside. DNA has many uses in nanotechnology, including DNA origami, nanomachines, and drug delivery systems, but its degradation limits its practical use, making protective strategies essential.

In this thesis, we present Hurwitz’s proof of the Isoperimetric Inequality, which roughly states that the area enclosed by a simple closed curve is always less than or equal to the area of a circle with the same perimeter. Hurwitz’s proof relies on Wirtinger’s Inequality. We survey results about periodic functions and Fourier series, and we use them to provide a proof of Wirtinger’s Inequality. We then give a new proof of a variant of Wirtinger’s Inequality due to Alzer and generalize this variant to higher powers.

Blazars are jetted active galactic nuclei, with the jet aligned along the observer’s line of sight. Their spectral energy distributions are dominated by non-thermal emission, with an underlying thermal component at optical/ultraviolet wavelengths. However, the underlying jet magnetic field structure and particle acceleration mechanisms requirements for the non-thermal emission are still under debate. Polarization measurements can provide critical insights, and we investigate the optical polarization properties of TeV-emitting blazars using long-term optical monitoring. We present results from the first 21 months of the Spectro-Polarimetric Observations of TeV Sources campaign, using the Southern African Large Telescope, of 14 blazars. Overall, observations …

Recent United States federal policy for military installations has emphasized the importance of developing a standardized approach for water security assessment to monitor changes in water resources and the ability for an installation to meet both its civilian and mission needs. For military installations in the United States, these assessments must consider demands both inside and outside the installation’s fence line, as regional resources are required to meet mission readiness. Closure of Coal Combustion Residuals (CCR) surface impoundments and landfills offers unique opportunities for conversion to solar power sites with the potential to offset costs of post-closure care via generation of clean electricity. In 2023 the US Environmental Protection Agency (EPA) collaborated with the National Renewable Energy Laboratory (NREL) to create a report entitled “Coal Ash Disposal Sites and Opportunities for Solar Photovoltaic Development” (EPA Publication #540-S-23-004). The treatment of water from a CCR unit is an important step in the closure strategy for surface impoundments to comply with 40 CFR §257.102(d)(2)(i) of the CCR rule. The unwatering and dewatering of a surface impoundment is a necessary first step in ensuring that the eventual closure of the unit will meet the requirements for closure in place described in 40 CFR §257.102(d). The site, a former coal-fired power plant in southern Illinois, generated coal combustion residuals (CCR) such as bottom ash and fly ash stored in surface impoundments. Adjacent to the Ash Pond, boron was detected in groundwater above the state standard of 2 mg/L. In late 2025, a groundwater extraction system was installed to control hydraulic conditions and prevent boron migration offsite until source control measures are completed. The system is expected to operate for up to 11 years. American Electric Power (AEP) is closing and restoring a legacy Coal Combustion Residuals (CCR) site in Ohio that once held a power plant that pioneered innovative steam generation technology. The plant was closed in 1975. Today, the legacy CCR site is being transformed back to natural, sustainable vegetation. To comply with and close the Stormwater Pollution Prevention Plan (SWPPP) permit, permanent stabilization is required on the site. Rainbow Energy Center’s (REC’s) Coal Creek Station manages process water in various engineered impoundments across the facility. As part of the ongoing life of the plant, one of the site process water ponds has been decommissioned to allow for construction of a new coal combustion residuals (CCR) impoundment within the same footprint. In order to transition from a non-CCR impoundment to construction of a CCR impoundment, the existing impoundment was closed and decommissioned in 2025. TVA is the largest public power company in the U.S. and has historically operated a fleet of 12 coal-fired plants as part of their diverse generating portfolio. Utilities are implementing closure‑by‑removal (CBR) of coal combustion residual (CCR) impoundments as part of corrective action programs to meet groundwater protection standards (GWPSs) and are evaluating closure strategies for Legacy Units. Although CBR and associated decanting and dewatering systems can substantially reduce source mass and improve groundwater quality, lingering “tail” concentrations in the aquifer are often observed after closure because groundwater remediation typically requires extended timeframes. These persistent concentrations may be compounded by secondary source zones beneath the former impoundment, where constituent mass stored in low‑permeability materials or immobile pore spaces is slowly released into the transmissive aquifer after CBR. …

A northern US power plant is preparing for the closure of 40-year-old coal ash and wet FGD (flue gas desulfurization) ponds per CFR 257.102. The pond’s contents must be dried before capping to allow heavy machinery to operate on the surface to spread the cover and liner materials. However, the high moisture content (55%) and the water holding capacity of the pond mixture, combined with a wet, cold climate, are preventing adequate drying to achieve the mandated closure dates. The US Forest Service funded this project to determine whether biochar made from waste wood can aid in ash pond remediation. …
