Analytic expressions for the mutual coherence function (MCF) and the scintillation index of a partially coherent lowest order Gaussian beam wave propagating through the atmosphere (based on Kolmogorov spectrum model) are developed for the pupil plane of a receiving system. Partial coherence of the beam is modeled as a thin (complex) phase screen with Gaussian spectrum (Rytov theory and ABCD ray matrices are applied). The relation between the second- and fourth-order statistics for a beam with any degree of coherence in the atmosphere is introduced with the help of “effective” beam parameters, deduced from the free-space MCF. This study researches the varying threats that emanate from terrorists who carry their activity into the online arena. It examines several elements of this threat, including virtual to virtual attacks and threats to critical infrastructure that can be traced to online sources. It then reports on the methods that terrorists employ in using information technology such as the internet for propaganda and other communication purposes. It discusses how the United States government has responded to these problems, and concludes with recommendations for best practices.

A quality assurance testing of the ECLOX-M™, a rapid water quality indicator used in potential terrorist attacks, was evaluated for its adequacy in nine regional Louisiana water systems. The ECLOX-M™ system uses enhanced chemiluminescence to measure toxicity in water by integration of a mixture of luminol (C8H7O3N3), and an oxidant in the presence of a catalyst enzyme - horseradish peroxidase (HRP). Water samples were tested for chemiluminescence, chlorine content, pH, and arsenic and/or nerve agent/pesticide contamination. A sediment geoacoustic parameter estimation technique is described which compares bottom returns, measured by a calibrated monostatic sonar oriented within 15° of vertical and having a 10°–21° beamwidth, with an echo envelope model based on high-frequency (10–100 kHz) incoherent backscattertheory and sediment properties such as: mean grain size, strength, and exponent of the power law characterizing the interface roughness energy density spectrum, and volume scattering coefficient. An average echo envelope matching procedure iterates on the reflection coefficient to match the peak echo amplitude and separate coarse from fine-grain sediments, followed by a global optimization using a combination of simulated annealing …

Many thousands of hectares of field peas are harvested trouble free each year. Growers experience together with recent machinery innovations and modifications have solved the majority of harvesting difficulties. Optimum harvesting conditions are in a crop of uniform density on a level soil surface with the machine either working into or across the direction that the crop has been laid by the wind.

To make harvest easier the receival standard for moisture in pulses has been lifted to 14 per cent, which allows harvest to begin sooner when the crop is the range of 14 to 15 per cent moisture. …

Application adaptive bandwidth management is a strategy for ensuring secure and reliable network operation in the presence of undesirable applications competing for a network’s crucial bandwidth, covert channels of communication via non-standard traffic on well-known ports, and coordinated Denial of Service attacks. The study undertaken here explored the classification, analysis and management of the network traffic on the basis of ports and protocols used, type of applications, traffic direction and flow rates on the East Tennessee State University’s campus-wide network. Bandwidth measurements over a nine-month period indicated bandwidth abuse of less than 0.0001% of total network bandwidth. The conclusion suggests …

This paper addresses the human aspects of change at a time when the rapid wide-spread implementation of a new infostructure has become the cornerstone of national security policies. The author explores the behavioral characteristics of human beings from a point of view that is not based on inter-human comparisons, but on an examination of the innate physical, biological, intellectual, emotional, and social characteristics of our species. Keeping sensitive information private in a public world is a common concern to users of digital credentials. A digital credential may contain sensitive attributes certifying characteristics about its owner. X.509v3, the most widely used certificate standard, includes support for certificate extensions that make it possible to bind multiple attributes to a public key contained in the certificate. This feature, although convenient, potentially exploits the certificate holder's private information contained in the certificate. This report describes work performed by the Collaborative Agent Design Research Center (CADRC) over the past several years in the design and implementation of collaborative, computer-based, decision-support systems, mostly for military applications. In these systems multiple components, either program modules or separate processes (i.e., software agents), cooperate with each other and human decision makers to solve complex problems. The components are essentially of two types: knowledge-based narrow domain experts that provide services to other agents (i.e., service-agents); and, more autonomous agents (i.e., object-agents) that represent the interests of selected objects in high level information representation schemas.

The feasibility of a transverse single-mode Raman fiber laser using a multimode fiber has been investigated. The Raman fiber laser operates in low-order transverse modes despite the fact the fiber supports multimode beam propagation. Deception aims to affect a decision-making process in a way that somehow benefits the deceiver. More knowledge is desired in the area of purely text-based scenarios. The determination of methods by which a user is able to locate his computer when that user does not know his current location, termed "homestation", will provide the Air Force an advantage over its adversaries. The methods are a combination of different mathematical techniques that enable the user to manipulate data to minimize the effects of delay caused by various factors on the network. The timely detection and classification of chemical and biological agents in a wartime environment is a critical component of force protection in hostile areas. Moreover, the possibility of toxic agent use in heavily populated civilian areas has risen dramatically in recent months.
