[Excerpt] “On November 29, 2005, in a Department of Defense press conference with Secretary of Defense Donald Rumsfeld and Gen. Peter Pace, Chairman of the Joint Chiefs of Staff, General Pace stated that white phosphorus “is a legitimate tool of the military,” and can be used for illumination, smoke, and incendiary purposes. Incredibly, the Department of Defense released an addendum to the press conference clarifying that white phosphorus was not used as an incendiary weapon. This dissertation describes approaches towards designs, syntheses, characterizations, and applications of supramolecular chemistry on carbon dioxide. Chapter 1 briefly overviews the field of supramolecular chemistry and highlights its horizons, also introduces the progress of sensing devices on chemical warfare agents. Chapter 2 introduces a modular approach to detect chemical warfare agent: phosgene by Fluorescence Resonance Energy Transfer (FRET). It combines the chemical reactivity between amines and phosgene with fluorescence properties of coumarin fluorophores, forms a fast, selective and reliable sensing system. Five novel 2,2 '-bis bi pyridine Ru(II) complexes have been synthesized and characterized using 1H NMR, 13C NMR, 1H-1H-COSY, elemental analysis, fast atom bombardment or electrospray mass spectra and electronic absorption spectroscopy. Binding of Ru (11) complexes with nerve gas analogos such as diethyl chlorophosphate (DCP), dimethyl methyl phosphonate (DMMP) and hydrolyzed product (HCl) has been investigated by electronic absorption, fluorescence, and lifetime studies. Compound 1 showed a quenching in 3MLCT emission after an initial increase in intensity upon the addition of DCP with a bathochromic shift of 25 nm. Compound 2 exhibit a …

The basis of the research work described here is the use of nanocomposite materials built by bottom-up approach for the selective detection of nerve gas analogs. Nanocomposites materials constructed by using nanoparticle-monomer-receptor (NMR) concept have been utilized to detect nerve gas analogs DCP and DMMP. Synthetic approach used in the construction of nanosensors involved use of robust platforms such as silica nanoparticles and fluorescent quantum dots. Highly conjugated receptor molecules were synthesized by using stilbeneoid compounds. The central hypothesis of this research was development of a novel nanosensor for the detection of nerve agents and explosives. The nanosensor assembly comprises a bottom up approach with nanoparticle (N), monomer (M), nanomolecule (N) and a receptor (R) as moieties of a NMNR assembly. My research was focused on evaluating receptors for their efficiency towards the target analytes such as nerve agents and explosives. A novel series of stilbenoids and their aza analogs were synthesized, characterized and used as photoluminescent components in the detection of nerve agents. Their structure-property relationship was elucidated through UV-visible and fluorescence spectroscopy. The research in this thesis is driven by the hypothesis that the two-block sensor system consisting of a receptor incorporated ruthenium complex and a fluorescent signal molecule of stilbenoids, is capable of detecting chemical warfare agents. The sensor anchored onto nanoparticles and subsequently the nanoparticles were arranged through mediated self-assembly. Bioluminescence In A Complex Coastal Environment: 1. Temporal Dynamics Of Nighttime Water-Leaving Radiance, Mark A. Moline, Matthew J. Oliver, Curtis D. Mobley, Lydia Sundman, Thomas J. Bensky, Trisha Bergmann, W. Paul Bissett, James Case, Erika H. Raymond, Oscar M.E. Schofield

Nighttime water-leaving radiance is a function of the depth-dependent distribution of both the in situ bioluminescence emissions and the absorption and scattering properties of the water. The vertical distributions of these parameters were used as inputs for a modified one-dimensional radiative transfer model to solve for spectral bioluminescence water-leaving radiance from prescribed depths of the water column. Variation in the water-leaving radiance was consistent with local episodic physical forcing events, with tidal forcing, terrestrial runoff, particulate accumulation, and biological responses influencing the shorter timescale dynamics. There was a >90 nm shift in the peak water-leaving radiance from blue (~474 nm) …

Underway measurements of salinity and flow profiles were used to compute salt fluxes at the mouth of the Chesapeake Bay in spring and summer. Waters were sampled along a cross-bay transect over four tidal cycles in 1997: at the end of April, during neap tides, and in mid-July, during spring tides. Data were interpolated onto a uniform grid along the transect area. A least squares regression with semidiurnal and diurnal harmonics was fit on both salinity and flow at each point of the grid to separate tidal from non-tidal influences. Follow The Leader? Price Change Timing In Internet-Based Selling, R. J. Kauffman, Charles A. Wood

Internet technologies should lessen information asymmetry, prompting competitive price reactions, but this does not seem to be happening in Internet-based selling. We study empirical regularities of price change timing for music CD vendors and booksellers to assess several theoretical explanations. Our sample includes 123, 680 daily prices for 169 products and 53 firms. Bertrand competition is insufficient to explain our observation that sellers do not shift prices this way. Tacitly collusive responses to competitors' price changes are observed rather than price changes solely in response to demand or cost shifts as would be expected with Bertrand competition. Attack trees have been developed to describe processes by which malicious users attempt to exploit or break complex systems. Attack trees offer a method of decomposing, visualizing, and determining the cost or likelihood of attacks. Attack trees by themselves do not provide enough decision support to system defenders. This research develops the concept of using protection trees to offer a detailed risk analysis of a system. In addition to developing protection trees, this research improves the existing concept of attack trees and develops rule sets for the manipulation of metrics used in the security of complex systems. Many generations of indigenous pathways through the forests of eastern Texas have their origins obscured in antiquity. Utilized by early European explorers, these pathways became modified through heavy use and the expansions and improvements needed to accommodate easy passage of European horses and carts and finally the heavy wagons of Anglo-American settlers. The first road through Texas, El Camino Real de Los Tejas, utilized portions of these early trails.

The research is focused on developing nanosensors consisting of different components that are chemically linked, namely, nanoparticle, fluorescent monomer, and receptor (NMR sensors) and nanoparticle, monomer, nanomolecule, and receptor (NMNR sensors) for the sensitive and selective detection of nerve gas agents. These sensors detect the target toxins by fluorescence change which is amplified by signal transduction. Model nerve gas toxins (DCP) and (DMMP) and HCl were employed as analytes, and the nitrogen heterocyclic compounds, 5-aminoindazole and dipyrido[3,2-a:2',3'-c]phenazine (dppz) as receptors in the NMR and NNMR nanosensors. The purpose of this project is to develop a statistical method for use in rapid detection of biological agents using portable gas chromatography mass spectrometry (GC/MS) devices. Of particular interest is 2,6-pyridinedicarboxylic acid (dipicolinic acid, or DPA), a molecule that is present at high concentrations in spores of Clostridium and Bacillus, the latter of which includes the threat organism Bacillus anthracis, or anthrax. Dipicolinic acid may be useful as a first-step discriminator of the biological warfare agent B. anthracis. The results of experiments with B. anthracis Sterne strain and Bacillus thuringiensis spores lead to a conceptual model for the chemical …

A Model For Managing Decision-Making Information In The Gig-Enabled Battlespace, Samuel D. Bass, Rusty O. Baldwin

The Defense Department is transforming information-technology systems into a Global Information Grid (GIG) that will connect sensors to weapons systems and provide unprecedented situational awareness. The authors suggest that if not properly implemented, the GIG may overwhelm war fighters with information presented at the wrong time, at the wrong level of detail, and without proper analysis. This article proposes a model to direct the flow of information in the GIG.

Criticism has been leveled at the different forms of state control and the methods employed to enforce state control. Social, political, and legal considerations have contributed to an unfavorable regulatory environment for lethal control of urban coyotes (Canis latrans). I analyze and break adown that environment from a Wildlife Control Operator (WCO) perspective. Currently 3 significant factors frame the issue but a 4th could be emerging. First, our hands are tied: I use the situation in Colorado to illustrate the point. Lanchester's Equations In Three Dimensions, Christina Spradlin, Greg Spradlin

This paper generalizes Lanchester’s equations of warfare to partial differential equations involving time and two spatial variables. Unlike in Lanchester’s original ordinary differential equations, the distribution of armies over the battlefield must be considered. Four different modes of attack are introduced, generalizing Lanchester’s equations for area fire and for direct fire. The effect of the distribution of forces and their movement on the outcome is considered, and numerical simulations given.
