Green Local Governments In Florida: Assessment Of Sustainability Performance, Naimish Upadhyay, Robert Brinkmann Jan 2010

Green Local Governments In Florida: Assessment Of Sustainability Performance, Naimish Upadhyay, Robert Brinkmann

School of Geosciences Faculty and Staff Publications

The sustainability performance of local governments that adopted the Florida Green Building Coalition’s Green Local Government standard was evaluated using a web-based review and survey of 26 local governments within the context of the Three Es of environment, equity, and economic development. The results indicate that while many local governments exhibit a broad commitment to sustainability as evidenced by the inclusion of sustainability in formal documents, such efforts are not present across all government functions or departments. In addition, while local issues are often addressed, interrelated sustainability goals of equity and economic development are not clearly articulated. Most local governments …

Modeling Decision Making Related To Incident Delays During Hurricane Evacuations, Robert Michael Robinson Jan 2010

Modeling Decision Making Related To Incident Delays During Hurricane Evacuations, Robert Michael Robinson

Computational Modeling & Simulation Engineering Theses & Dissertations

Successful evacuations from metropolitan areas require optimizing the transportation network, monitoring conditions, and adapting to changes. Evacuation plans seek to maximize the city's ability to evacuate traffic to flee the endangered region, but once an evacuation begins, real time events degrade even the best plans.

To better understand behavioral responses made during a hurricane evacuation, a survey of potential evacuees obtained data on demographics, driving characteristics, and the traffic information considered prior to and during an evacuation. Analysis showed significant levels of correlation between demographic factors (e.g., gender, age, social class, etc.) and self-assessed driver characteristics, but limited correlation with …

A Review Of The Professionalization Of The Software Industry: Has It Made Software Engineering A Real Profession?, Heng Ngee Mok Jan 2010

A Review Of The Professionalization Of The Software Industry: Has It Made Software Engineering A Real Profession?, Heng Ngee Mok

Research Collection School Of Computing and Information Systems

Every industry strives to be called a "profession", and software engineering is no exception. This paper attempts to define "profession" from three different perspectives and provides a chronological narration of the professionalization efforts of major IT bodies such as the IEEE Computer Society, Association of Computing Machinery and British Computer Society to promote software engineering from "occupation" to "profession". The outcome of this professionalization process is then examined against the three vastly different definitions of "profession" to qualitatively gauge the success of the professionalization process.

Coexisting With Cougars: Public Perceptions, Attitudes, And Awareness Of Cougars On The Urban-Rural Fringe Of Calgary, Alberta, Canada, Clarisse Thornton, Michael S. Quinn

Human–Wildlife Interactions

Interactions between humans and cougars (Puma concolor) have been steadily increasing over the past 20 years largely due to human encroachment into cougar habitat and an increase in the human population. We determined the attitudes, knowledge, and perceptions toward cougars by residents in the urban-rural fringe of Calgary, Alberta, Canada, an area populated by both cougars and humans. We sent a survey to a stratified, random sample of 1,508 residents. Survey analysis included a potential for conflict index (PCI) to help provide quantitative direction for future cougar management. We analyzed and tested for differences among 7 variables: livestock …

Optimal-Location-Selection Query Processing In Spatial Databases, Yunjun Gao, Baihua Zheng, Gencai Chen, Qing Li Aug 2009

Optimal-Location-Selection Query Processing In Spatial Databases, Yunjun Gao, Baihua Zheng, Gencai Chen, Qing Li

Research Collection School Of Computing and Information Systems

This paper introduces and solves a novel type of spatial queries, namely, Optimal-Location-Selection (OLS) search, which has many applications in real life. Given a data object set D_A, a target object set D_B, a spatial region R, and a critical distance d_c in a multidimensional space, an OLS query retrieves those target objects in D_B that are outside R but have maximal optimality. Here, the optimality of a target object b \in D_B located outside R is defined as the number of the data objects from D_A that are inside R and meanwhile have their distances to b not exceeding …

City Of Gloucester Harbor Plan & Designated Port Area Master Plan, July 2009, Sarah Buck, Greg Ketchen, Urban Harbors Institute, University Of Massachusetts Boston

Urban Harbors Institute Publications

A harbor plan is a waterfront land and water use plan intended to establish the community’s objectives, standards, and policies for guiding public and private utilization of land and of water within and adjacent to the commonwealth’s jurisdiction. The 1999 Gloucester Harbor Plan was chiefly focused on infrastructure improvements for both maritime and visitor oriented industries along the waterfront as a central means of recharging the harbor’s economic engine. Many of the improvements have been completed in the wake of this plan. However, it largely ignored the confusing web of land use regulations that has since emerged as the central …

Science Tools To Implement Ecosystem Based Management In Massachusetts (Draft), Mrag Americas, Incorporated, Massachusetts Ocean Partnership, Woods Hole Oceanographic Institute, Urban Harbors Institute, University Of Massachusetts Boston

Urban Harbors Institute Publications

In this report we provide a framework for implementing ecosystem based management (EBM) and suggest a range of science information tools and their appropriate application to the decision making process. These tools can be broadly classified as modeling tools, decision analysis tools, and indicators. Modeling tools allow the user to organize data, communicate scientific findings to management and stakeholder audiences, and test alternative management scenarios. When used unwisely, however, models can preclude options, present unusable scenarios, generate results in scales that differ from management needs, and impose huge time, data, and technical requirements (Manno et al., 2008). Decision analysis tools …

The Massachusetts Ocean Partnership (MOP) Planning Frameworks Team, in consultation with the Massachusetts Executive Office of Energy and Environmental Affairs (EEA), and based on collective experience and a review of ocean, coastal and resource management programs from the US and other countries, suggests that nine elements are essential components of the framework for the Massachusetts Ocean Plan and its implementation. While management plans and programs generally have these elements in common, there are a range of options for carrying out each program component. These options were presented to structure and inform the development of the Massachusetts Ocean Plan. For the …

An Efficient And Effective Implementation Of The Trust System For Power Grid Compartmentalization, Juan M. Carlos Gonzalez Jun 2009

An Efficient And Effective Implementation Of The Trust System For Power Grid Compartmentalization, Juan M. Carlos Gonzalez

Theses and Dissertations

As utility companies develop and incorporate new technologies, such as moving to utility Internet technology based architecture and standard; it is crucial that we do so with history in mind. We know that traditional utility protection and control systems were not designed with security in their top priorities. This presents a danger in an environment where near real-time responses are required to ensure safe operations. As a consequence, system security becomes a burden to the system rather than necessary protection. Unfortunately, technology implementation is not the only concern. The number of utility privately-owned companies has multiplied as the market has …

Key collaborations formed during the process were …

Leadership In Partially Distributed Teams, Linda Plotnick May 2009

Leadership In Partially Distributed Teams, Linda Plotnick

Dissertations

Inter-organizational collaboration is becoming more common. When organizations collaborate they often do so in partially distributed teams (PDTs). A PDT is a hybrid team that has at least one collocated subteam and at least two subteams that are geographically distributed and communicate primarily through electronic media. While PDTs share many characteristics with both traditionally collocated and fully distributed teams, they also have unique characteristics and issues.

This dissertation reports on a field study of PDTs conducted over two semesters with student participants, This research was conducted as part of a larger series of studies investigating PDTs, In these studies, participants …

Deer Guards And Bump Gates For Excluding White-Tailed Deer From Fenced Resources, Kurt C. Vercauteren, Nathan Seward, Michael J. Lavelle, Justin W. Fischer, Gregory Phillips

United States Department of Agriculture Wildlife Services: Staff Publications

White-tailed deer (Odocoileus virginianus) causing damage is a reoccurring theme in the realm of wildlife damage management, especially regarding human safety, disease transmission, and agricultural losses. Fences often are the only reliable long-term nonlethal means of controlling deer damage. The efficacy of fences, however, relies on their weakest link: human-operated gates. Although not overly time-consuming, the act of closing a gate appears to be a burden to individuals, resulting in open-access to an otherwise protected resource. We examined the efficacy of 2 alternatives to traditional gates to evaluate their potential to be used for excluding or containing deer. …

White-Tailed Deer Attacking Humans During The Fawning Season: A Unique Human–Wildlife Conflict On A University Campus, Ryan D. Hubbard, Clayton K. Nielsen

Human–Wildlife Interactions

Human–wildlife conflicts associated with suburban white-tailed deer (Odocoileus virginianus) populations have increased in the last 20 years. Primary threats to human health and safety associated with overabundant deer populations include deer–vehicle collisions, attacks on humans, disease, and damage to native and ornamental vegetation. During the fawning seasons (May–June) of 2005 and 2006, 13 confirmed incidences of white-tailed deer attacking humans occurred on the campus of Southern Illinois University–Carbondale. To our knowledge, no report exists that documents free-ranging does attacking humans during the fawning season. The attacks occurred at multiple locations on campus, with injuries to humans, including minor …

Modeling Of Aircraft Deicing Fluid Induced Biochemical Oxygen Demand In Subsurface-Flow Constructed Treatment Wetlands, William J. Mclaughlin Mar 2009

Modeling Of Aircraft Deicing Fluid Induced Biochemical Oxygen Demand In Subsurface-Flow Constructed Treatment Wetlands, William J. Mclaughlin

Theses and Dissertations

Aircraft deicing is vital to safe operation in cold weather environments. Unfortunately, release of glycol-based aircraft deicing fluids (ADF) to waterways adjacent to airfields poses a significant environmental threat. The deicing fluids used at DoD airfields impart a high biochemical oxygen demand (BOD) when they enter waterways. The currently accepted conventional treatment is collection and transport of ADF-laden storm water to a publicly owned treatment works. The volume and BOD concentrations in the storm water often make this type of treatment impractical. Subsurface flow constructed treatment wetlands have been demonstrated to be effective in attenuating ADF-induced BOD. The models currently …

The Modular Clock Algorithm For Blind Rendezvous, Nicholas C. Theis Mar 2009

The Modular Clock Algorithm For Blind Rendezvous, Nicholas C. Theis

Theses and Dissertations

This thesis examines the problem in initializing communications whereby cognitive radios need to find common spectrum with other cognitive radios, a process known as frequency rendezvous. It examines the rendezvous problem as it exists in a dynamic spectrum access cognitive network. Specifically, it addresses the problem of rendezvous in an infrastructureless environment. A new algorithm, the modular clock algorithm, is developed and analyzed as a solution for the simple rendezvous environment model, coupled with a modified version for environment models with less information. The thesis includes a taxonomy of commonly used environment models, and analysis of previous efforts to solve …

Beyond Gdp: The Need For New Measures Of Progress, Robert Costanza, Maureen Hart, John Talberth, Stephen Posner Jan 2009

Beyond Gdp: The Need For New Measures Of Progress, Robert Costanza, Maureen Hart, John Talberth, Stephen Posner

Institute for Sustainable Solutions Publications and Presentations

This paper is a call for better indicators of human well-being in nations around the world. We critique the inappropriate use of Gross Domestic Product (GDP) as a measure of national well-being, something for which it was never designed. We also question the idea that economic growth is always synonymous with improved well-being. Useful measures of progress and well-being must be measures of the degree to which society?s goals (i.e., to sustainably provide basic human needs for food, shelter, freedom, participation, etc.) are met, rather than measures of the mere volume of marketed economic activity, which is only one means …

Climate Change And Water Resources Management: A Federal Perspective, Levi D. Brekke, Julie E. Kiang, J. Rolf Olsen, Roger S. Pulwarty, David A. Raff, D. Phil Turnipseed, Robert S. Webb, Kathleen D. White Jan 2009

Climate Change And Water Resources Management: A Federal Perspective, Levi D. Brekke, Julie E. Kiang, J. Rolf Olsen, Roger S. Pulwarty, David A. Raff, D. Phil Turnipseed, Robert S. Webb, Kathleen D. White

United States Geological Survey: Publications

Many challenges, including climate change, face the Nation’s water managers. The Intergovernmental Panel on Climate Change (IPCC) has provided estimates of how climate may change, but more understanding of the processes driving the changes, the sequences of the changes, and the manifestation of these global changes at different scales could be beneficial. Since the changes will likely affect fundamental drivers of the hydrological cycle, climate change may have a large impact on water resources and water resources managers.

The purpose of this interagency report prepared by the U.S. Geological Survey (USGS), U.S. Army Corps of Engineers (USACE), Bureau of Reclamation …

Reducing Fine Fuel Loads, Controlling Invasive Annual Grasses, And Manipulating Vegetation Composition In Zion Canyon, Utah, J. R. Matchett, Aviva O'Neill, Matt Brooks, Cheryl Decker, Jennifer Vollmer, Curt Deuser

Joint Fire Science Program Research Project Reports

Fine fuels created by non-native annual grasses are a land management problem throughout the United States and beyond. These fuels facilitate the ignition of wildfires and promote their spread, creating hazardous fuel conditions in wildland urban interface areas. For example, fine fuel accumulations from non-native annual grasses in the riparian corridor at Zion National Park threaten the few egress routes from Zion Canyon, creating a threat to human life should a large wildfire occur there. In addition, when these non-native plants create novel fuel characteristics and fire behavior, they can lead to altered fire regimes that can significantly degrade natural …

Community Wildfire Protection Plans: Enhancing Collaboration And Building Social Capacity, Daniel R. Williams, Pamela J. Jakes, Sam Burns, Antony Cheng, Kristen Nelson, Victoria Sturtevant, Alex Bujak, Rachel Brummel, Stephanie Grayzeck Souter, Emily Saeli Staychock

Joint Fire Science Program Research Project Reports

The Healthy Forest Restoration Act of 2003 (HFRA) was enacted to reduce wildfire risk to communities and other at-risk lands through a collaborative process of planning, prioritizing and implementing hazardous fuel reduction projects. One of the key features of HFRA is the development of community wildfire protection plans (CWPPs). We studied the development of CWPPs in order to identify those factors and processes that consistently lead to effective collaborative fire and fuels management as defined by HFRA, and enhance local social capacity to sustain wildfire protection activities into the future. Findings from this research highlight the importance of: (1) drawing …

Black Bear Activity And Visitation Patterns At Human Food Sources In Utah, Dustin Ranglack, Kari Signor, Kevin Bunnell, John Shivik Jan 2009

Black Bear Activity And Visitation Patterns At Human Food Sources In Utah, Dustin Ranglack, Kari Signor, Kevin Bunnell, John Shivik

Wildlife Damage Management Conference Proceedings

Bear activity and behaviors in areas of human use or proximity require research because of significant and potentially dangerous conflicts between humans and bears. Previous studies in areas of the country outside of Utah determined that black bears (Ursus americanus) tend to exhibit diurnal or crepuscular activity patterns. Activity patterns, however, may be influenced by humans, especially in urbanized landscapes or in areas such as campgrounds where anthropogenic food resources are available. Our study objectives were to determine bear activity schedules and changes in visitation patterns to regularly supplied anthropogenic food sites in the La Sal Mountains of …

Information Overload: Cctv, Your Networks, Communities And Crime, Vandra Harris, Crispin Harris

Australian Security and Intelligence Conference

Electronic surveillance continues to play a central but often unobserved role in contemporary Western societies and attempts to police them. This paper focuses on closed circuit television (CCTV) footage and its technological implications, particularly relating infrastructure and data storage and integrity. While CCTV might appear attractive in augmenting law enforcement systems, the authors argue that the debate on use of CCTV in crime prevention remains incomplete without an effective understanding of the diverse costs. This discussion reveals startling ICT resource needs and associated costs, together with very specific technological capacity. These contribute significantly to the costs of such systems, reinforcing …
