I am to address the policy of the Department of Game, Fish and Parks toward predator control and management in relation to waterfowl. Waterfowl has always had a high priority with the state of South Dakota. As a state agency, we could have said "let the Feds do it," but we did not take that approach (1) because South Dakota is a production state, lying where it does on the northern end of the Central Flyway, and (2) because we have a healthy population of waterfowl hunters. We sell about 40,000 duck stamps annually. The Department has recognized the importance …

Predator Management To Increase Duck Nest Success, Harold A. Doty, Anthony J. Rondeau
Great Plains Wildlife Damage Control Workshop Proceedings
Operational programs of seasonal predator management to increase duck production may be economically feasible. Mammalian predators of nesting ducks and their eggs were reduced in numbers on selected areas of west central Minnesota during the nesting seasons 1982-86. Where predators were removed, nest success averaged 30% while nest success on nearby untreated habitat was 10%.

Plagues of the house mouse (Mus musculus) occur at irregular intervals throughout the agricultural regions of south-eastern Australia. This paper discusses these phenomena in terms of their impact on agricultural production, previous attempts to reduce damage and levels of infestation, and associated environmental implications. Consideration is also given to the accurate prediction of mouse plagues and the control strategies which need to be in place if effective management is to become a reality.

Why Do Possums Survive Aerial Poisoning Operations?, D. R. Morgan, C. L. Batcheler, J. A. Peters

Major causes of failure of aerial poisoning operations against possums identified were: sublethal toxic loading, undersize sublethal baits, nonlearned behavioral aversion to 1080, and failure to encounter bait. Dislike of bait was not a major cause of failure. Progress has been made towards solving these problems, but failure to encounter bait remains a likely major reason for possums surviving aerial poisoning. Improvements in the aerial sowing of bait are essential if the full benefit of this progress is to be realized.

The growth of the chemical industry over the past 30 years has contributed significantly to the increased volume of hazardous cargo transported by ocean vessel. The properties of some chemicals in commerce, particularly intermediate products, are such that their movement represents a risk to society in terms of environmental damage, bodily injury, and carcinogenic effects that may not surface for years. This study traces the development of the ocean chemical transportation system with emphasis on the technology, management and regulatory regime that has evolved to control these risks. The viability of a Boston to Halifax ferry service is examined in light of the existing vehicle traffic entering that Province from the United States. The current cruise ship industry is outlined and the role which the Port of Boston plays in this market describes the Port's incentive for instituting such a ferry service. Statistics provided by the Nova Scotia Department of Tourism show that a significant volume of vehicle traffic which enters Nova Scotia originates at points in the United States which are to the south and west of Boston. The purpose of this thesis was to explore the limited entry alternative of fishery management by examining the history of a particular limited entry scheme: the Massachusetts inshore commercial lobster fishery license limitation law. A review was made of existing limited entry theory, followed by a description of limited entry programs extant in U.S. fisheries. The legislative and political histories of the Massachusetts lobster fishery limited entry program was then examined. The limited entry law was then analyzed by comparing what actually occurred with what is supposed to occur according to limited entry theory. A quantitative analysis of changes in …

Having successfully initiated and developed the legal aspects of the Exclusive Economic Zone (EEZ) the challenge which now arises for the developing coastal nations is to implement an ocean management system to more fully realize the potential benefits of extended jurisdiction. This study discusses the needs and problems developing nations may encounter in developing such a management system and also considers the ways and means to meet these needs and overcome these problems. This paper examines the international and Federal efforts to enhance safety at sea and the protection of the marine environment through the development of standards to improve the training and strengthen the professional qualifications of seafarers. Special regard is made to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, signed by the United States in 1979, and to the proposed amendments to the Federal regulations for licensing U. The use of organophosphorus and carbamate pesticides has increased markedly during the past two decades. Currently, more than 100 different organophosphorus and carbamate chemicals are registered as the active ingredients in thousands of different pesticide products in the United States. More than 160 million acre-treatments of these pesticides are estimated to be applied to agricultural crops and forests each year. Clearly, these two groups of chemicals constitute a major portion of all pesticides used today. Organophosphorus and carbamate compounds have histories dating back long before their use as pesticides. Carbamates were developed during investigation of "ordeal" poisons used in Africa …

Structure, Energetics, And Vibrational Spectrum Of H2o–Hcl, Z. Latajka, Steve Scheiner

H2O–HCl is studied using a number of basis sets including 6‐31G∗∗ and variants which are augmented by a diffuse sp shell and a second set of d functions on O and Cl. Optimization of the geometry of the complex is carried out including explicitly electron correlation and counterpoise correction of the basis set superposition error (BSSE) at both the SCF and correlated levels. Correlation strengthens and shortens the H bond while BSSE correction leads to an opposite trend; these two effects are of different magnitude and hence cancel one another only partially. The inventory and condition survey of rangelands in the Carnarvon Basin, undertaken by the Department of Agriculture and Food, Western Australia (DAFWA) between 1980 and 1982, describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. It also assessed the impact of pastoralism and made land management recommendations. The area surveyed covers …

This thesis provides a multidisciplinary analysis of the circumstances which surrounded the successful imposition of a countervailing duty on whole Canadian groundfish, and indicates what implications this action may have for the future. First, it will situate the countervailing duty investigation in terms of its relationship with U.S. statutes, and also with the Nation's international obligations. Then, the impact of the duty is examined to see how it might affect a potential free trade agreement with Canada. Similarly, the thesis projects what effect the duty will have in establishing a precedent, and assesses the likelihood of imposing similar duties on …

Frequencies and intensities are calculated by ab initio methods for all vibrational modes of the 1:1 H3X–HF and 1:2 H3X–HF–HF complexes (X=N,P). The HF stretching frequencies are subject to red shifts, roughly proportional to the strength of the H bond, and to manyfold increases in intensity. Although the intramolecular frequency shifts within the proton acceptors are relatively modest, the intensities of the NH3 stretches are magnified by several orders of magnitude as a result of H bonding (in contrast to PH3 which exhibits little sensitivity in this regard). …

Primary And Secondary Basis Set Superposition Error At The Scf And Mp2 Levels. H3n‐‐Li+ And H2o‐‐Li+, Z. Latajka, Steve Scheiner

The primary basis set superposition error (BSSE) results from the artificial lowering of the energy of each subunit of a pair by the presence of ‘‘ghost orbitals’’ of its partner. In addition, these ghost orbitals perturb the one‐electron properties of the molecule, causing a change in the interaction energy, an effect known as secondary BSSE which is not corrected by the counterpoise procedure. The primary and secondary BSSE are calculated for the interactions of NH3 and H2O with Li+, using a variety of different basis sets. It is found that the 2° BSSE can be …
