In Remembrance: Halo Staff Killed By At Mine, Cisr Journal

Hussein Abdi Muhumed, driver for The HALO Trust, and HALO deminer Yousuf Xirsi Bashe were killed when their vehicle detonated an anti-tank mine while returning from work in the Dabogoroyaale minefield of Somaliland on 12 April 2010. Two other HALO staff, Section Commander Abdirahman Ismail Aden and deminer Hassan Dol Ali, were also injured in the accident. The explosion is HALO’s first mine-related death in their 10 years of clearance in Somaliland.

This article studies the effects of human rights international nongovernmental organizations (INGOs) on domestic antigovernment protest. Unlike mainstream scholarship, the authors argue that human rights INGOs are not simply the magic bullet in orchestrating nonviolent protests; different types of human rights INGO activity have varying effects on protest. Moreover, some human rights INGO activities may lead to higher levels of violent protest. The empirical tests use new data on the activities of over 400 human rights INGOs and domestic nonviolent and violent protest globally from 1991 to 2004. Signature recognition can be a valuable tool for identifying types of ordnance emplaced, clearing ordnance and enhancing mine-risk education. Additionally, it aids medical professionals in determining the cause of injury and can identify illegal ordnance use. While signature recognition is already a major component of explosive-ordnance-disposal training, it can also provide substantial benefits for local communities affected by landmines.

Somalia is approaching a daunting anniversary: in 2011, the country will begin its twentieth consecutive year without an effective centralized government. The fall of the Soviet supported Siad Barre government in 1991 created a power vacuum that was filled by warlords, clans and, most recently, Islamists. Fourteen interim governments have failed to supplant those forces. Health infrastructure and the general health of the population have been devastated as a result. Precious few organizations are still providing health-related services. Unfortunately, recent events suggest that this crisis is going to get worse before it gets better.

This article seeks to elucidate the recent changes to the Chinese military by examining the new characteristics of the People’s Liberation Army (PLA) and its newly adopted approaches for modernization between 2003 and 2008. It includes diachronic discussions to explore various social and political factors for the changes, domestic and international constraints on the implementation of military modernization, and the outcomes of these endeavors. The main findings indicate that the Chinese military has changed its main feature as two important transitions have emerged: first, the PLA has been transformed from a manpower intensive army to a technology oriented force; and …

An Emerging South-South Coalition Strategy: China, Africa And Latin America, Tricia Gray

Concomitant with the astronomical rise of China in international politics, there has been an increased frequency and intensity of foreign relations between Global South states. This research attempts to, first, illuminate these largely overlooked foreign policy activities, and, second, to evaluate the implications of the trends. A South-South strategy is based on improving the position of developing countries in multilateral organizations, struggling against international marginalization, enhancing economic and technical cooperation, and challenging hegemonism and imperialism. This study concludes that a South-South coalition framework is a useful model for understanding Global South states’ foreign policy behavior and for addressing future conflicts.

Despite the signing of a 2006 peace agreement by the Nepalese government and the Maoists, Nepal’s mine clearance remains a work in progress due to the after-effects of its decade-long Maoist conflict and the emergence of small, armed groups. Ban Landmines Campaign Nepal (NCBL) is at the forefront of the country’s mine-risk-education efforts. This article examines NCBL’s MRE program objectives, expectations, methods and achievements, as well as the many challenges it faces.

The United States Africa Command, created in 2007, is responsible for military relations in 53 African countries. Having assumed responsibilities formerly housed in three other combatant commands, USAFRICOM is now tasked with a broad range of humanitarian, military and policy objectives on the continent, including conducting mine action and remediating the dangers posed by explosive remnants of war. This article explores the massive tasks facing USAFRICOM as it stands up, and the ways in which the command is already making a much-needed difference.

A major mine-action program has been underway in Sri Lanka since 2002, when a cease-fire agreement between the government of Sri Lanka and the Liberation Tigers of Tamil Eelam was signed. However, after a seemingly inexorable escalation in violence between the LTTE and the government forces, open warfare resumed, and in May 2009, the government announced that it had achieved military victory over the LTTE. This article traces the various ways that the increase in conflict affected mine-action activities in Sri Lanka.

Counterinsurgency is the dominant aspect of US operations in Afghanistan, and since ISAF—the NATO-led security and assistance force—has assumed growing security responsibility throughout the country, it is also a mission for the Europeans.1 The frame in which military operations are conducted is irregular warfare, a form of conflict which differs from conventional operations in two main aspects. First, it is warfare among and within the people. Second, it is warfare in which insurgents avoid a direct military confrontation, using instead unconventional methods and terrorist tactics.

Psychological Correlates Of Public Support For Reconciliation: The Israeli-Jordanian Case, Ifat Maoz, Jacob Shamir, Gadi Wolfsfeld, Shira Dvir

This study examines psychological correlates of Jewish-Israeli support for post-conflict political reconciliation with Jordan. An analysis of data from a public opinion survey conducted with a representative sample of Israeli-Jews (n=1000) indicated that appraisal of outgroup collective threat, as well as hatred and (lack of) sympathy towards Jordanians, predicted Jewish-Israeli decreased support for peaceful reconciliation with Jordan. Our findings point to the crucial role of threat perceptions in hindering post-conflict reconciliation and to the importance of sympathy towards the other side in increasing support for such reconciliation.

Despite the efforts of governments, nongovernmental organizations, and disarmament and human rights activists worldwide, the global arms trade continues to exacerbate the situation caused by conventional weapons and, in particular, small arms/light weapons. Proliferation of SA/LW not only fuels conflict, but also disrupts development in war-ravaged regions. The following article provides an overview of SA/LW-control issues and remediation efforts. It also considers the progress of the international movement in support of an arms-trade treaty.

The Mine Action Information Center at James Madison University has partnered with a British EOD consultancy company, C King Associates Ltd, to conduct a preliminary study into the effects of aging on landmines. This project entailed examination and disassembly of several types of anti-personnel mines, a literature review of relevant material and analysis of the initial findings.

The study confirms a fairly obvious assumption: The characteristics of mines change significantly as they grow older. However, while this situation is constantly observed in the field through the recovery of rotted, rusted and damaged mines, it has never been adequately investigated. The …
